APPROVED 08/03/2015 SPECIAL QUARTERLY ROUNDTABLE MINUTES JULY 13, 2015 THE SPECIAL QUARTERLY ROUNDTABLE OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 5:30 P.M., ON MONDAY, JULY 13, 2015, BY MAYOR RIX. ROLL CALL Present: Greene, LaFore, Misteravich, Rix, Roberts, Yaroch Absent: Schultz Others: City Manager Moore, Deputy Clerk Focht Visitors: John Warn, Tom Hebel AUDIENCE PARTICIPATION None ADOPTION OF AGENDA Motion by Greene, seconded by Misteravich, to adopt the agenda as presented. All yeas Motion carried ITEMS FOR CONSIDERATION 1. Discussion of Items of General Concern Pet Cemetery Discussion General consensus that City Council would like to move forward with the pet cemetery and that is would be a good service to provide. However, there are several areas of concern that need to discussed and addressed. What are we going to allow for the burial of the animals, vaults/caskets/some type of body bag? There was discussion on the fees, and if they would be higher for non-residents. Mayor Rix questions whether this area can be maintained? Paul Fejedelem said that yes, this area is currently being cut. Ccm: 07/13/2015 Page 1 of 4 APPROVED 08/03/2015 City Council would like DPS Director Goetzinger to check with a local vet on whether bags are available locally. City Council would also like DPS Director Goetzinger to find out how many lots are sold by Cadillac and Harperlawn each year. In regards to the Pet Cemetery Ordinance - Section XVI - Performance of Work, City Council would like to strike the private contractor section. Section VI - #2 - should read, the opening and development of new sections of a city pet cemetery, if approved by City Council, shall be approved by Council resolution. Also need to address in the Ordinance if only one internment per grave will be allowed or if multiple animals can fit. It appeared that City Council will allow multiple animals but the grave can only be opened one time. Cemetery - Rules Sign City Council reviewed the proposed sign to be placed in the cemetery, stating the rules of the cemetery. Councilor Yaroch suggested that there be some consistency between the ordinance and the rules. Council in general thought some of the rules are confusing in regards to vases, pots and urns. Councilor Roberts suggested softening the "no's" City Manager Moore made a recommendation to City Council that they go up to the cemetery and look at the current rules and change any if needed. City Council is in favor of the idea of a sign. City Council decided to go to the cemetery on July 29th at 6:15 pm. 6:48 pm recess 7:02 pm reconvene City Council Goals and Objectives Issue #1 - Promoting Industrial and Commercial Growth A lot of discussion on this item. The first objective, Council feels that the TIFA Development Plan needs to be finalized. The Economic Development Strategic Plan and Business District Master Plan may not be updated, but would be incorporated into the Community Master Plan. The second objective should read formulate and promote creative economic...... The third objective should be removed completely. Ccm: 07/13/2015 Page 2 of 4 APPROVED 08/03/2015 Some of Council felt that maybe the City should get a realtor to market the area. Perhaps discussing with private sector representatives could give City Council a different perspective. There was a lot of discussion also on EDC's role in promoting the City. Councilor Greene stated that EDC needs to know their role. Council had concerns on administrative support given to EDC. 8:45 pm recess 8:50 reconvene Issue #2 - Traffic congestion and parking on Main Street Should be titled Traffic and accessibility on Main Street Fourth objective should be changed to read provide adequate parking in Main and Gleason area. DPS Director met with MDOT today and will be giving feedback to the City Manager regarding the meeting. CIty Council would like to see a meeting between the 3 property owners in regards to the driveways at Kmart, Lake Angela, and Speedway on Main Street. Issue #3 - Streetscape Implemented Councilor Greene mentioned that maybe goals and objectives could be more interactive. Possibly add some hotlinks to some of the items. City Council would also like to focus on preserving the residential nature of Main Street from Oak Street to 32 Mile Road. Issue #4 - Rails to Trails: Funding, Maintenance, Use and Development Remove first objective Third objective, City should to let the County know that we would like amenities for the trail at this location. Issue #5 - Orientation and Training for Members of Boards and Commissions Change it To acquaint and familiarize new city Board Members/Committee Members with the duties and responsibility of their respective appointed positions. Remove first objective. In regards to the second objective, Council would like a copy of the material. City Council will pick up with Goal and Objective #6 when they meet again on July 29th.
