THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 6:00 P.M., ON MONDAY, AUGUST 17, 2015, BY MAYOR RIX
PLEDGE OF ALLEGIANCE
Council Members and the audience present stood for the Pledge of Allegiance and the
Invocation.

Motion by Misteravich, seconded by Schultz, to excuse Councilor Yaroch from
tonight’s meeting, due to being out of town for work.

Motion by Roberts, seconded by LaFore, to excuse Councilor Greene from tonight’s
meeting, due to being out of town.

ITEMS FOR CONSIDERATION
1. Consideration of Special Event Request/Romeo2Richmond Half
Marathon and 5K Race
Motion by LaFore, seconded by Schultz, to approve the special event application from
Macomb County for the Romeo 2 Richmond Half Marathon and 5K Run on Sunday,
September 20, 2015, and to allow the closure of Parker Street from Water to Monroe
from 8:30 a.m.; and the rest of Parker Street and Ridge Street from 9:00 a.m. until the
runners are on the trail.

2. Consideration of Bid Award/DPW Generator
Motion by Schultz, seconded by Misteravich, to award the DPW Emergency Generator
Replacement Contract 2015-GEM-2 to AC/DC Electrical with the expenses charged to
the appropriate line items of the TIFA Fund, Sanitary Sewer Fund and Water Fund in
the FY15/16 budget with an estimated amount of $5,497.25.

3. Consideration of Bid Award/Pavement Marking
Motion by Roberts, seconded by Schultz, to award Pavement Marking Contract 2015-
PM-1 to Zebra Striping with the expenses charged to the appropriate line items of the
General Fund, Major Street Fund, Local Street Fund, and Parks & Recreation Fund.

4. Consideration of Location Change/September 8th Council Meeting
Motion by Schultz, seconded by Misteravich, to change the location of the September
8, 2015 City Council meeting from the City Offices to the School House in Bailey Park at
36045 Park Street.

5. Consideration of Approving the FY2015-16 City Council Goals and
Objectives
Motion by LaFore, seconded by Roberts, to adopt the revised Fiscal Year 2015-2016
City Council Goals and Objectives.
All yeas Motion passes
6. Consideration of Establishing a Fire Department Equipment Committee
Motion by Misteravich, seconded by LaFore, to establish a Fire Department Vehicle
Committee with the purpose of reviewing the Richmond Volunteer Fire Department’s
Vehicle Inventory, Vehicle Utilization, Replacement Costs and possible grant
opportunities and appoint Councilors Roberts and Yaroch to serve on the committee
with the City Manager and two members of the Fire Department.
All yeas Motion passes
It was noted that the committee will serve for one-year- if the committee needs more
than one year, they will have to come back before Council to ask for an extension.
CITY MANAGER COMMENTS
- Closed last week on the third house that the City purchased on Monroe
- Last concert in the park this Thursday
- City Hall will be closed on August 28th and 31st to move
COUNCIL COMMENTS
Schultz – Questioned if the siren in the City Hall parking lot worked. City Manager
Moore informed Council that it was operational for tornado warnings set off by the
County, but not for fires.
Rix – Reminder of upcoming calendar events:
8/20 – Concert in the Park at 7:00 pm
8/26 – TIFA meeting at 7:00 pm
8/31 – Pool closes
9/1 – Recreation meeting at 7:00 pm
9/7 – City Hall, Recreation and Library closed
9/8 – City Council meeting at the Schoolhouse at 7:00 pm
9/10 – 9/13 – Richmond Good Old Days Festival.

1. Collective Bargaining Agreement/POAM-Patrol
Motion by Schultz, seconded by Misteravich, to convene into closed session in
accordance with Section 8(c) of the Michigan Open Meetings Act, Public Act 267 of
1976, as amended, for strategy and negotiation sessions connected with the negotiation
of a collective bargaining agreement if either negotiating party requests a closed
hearing.
A roll call vote was taken:
All yeas (LaFore, Misteravich, Rix, Roberts, Schultz)
Two absent (Greene, Yaroch) Motion passes
Council recessed at 6:22 to go into closed session.
OTHER BUSINESS
Motion by LaFore, seconded by Misteravich, to reconvene into open session at 6:38
p.m.

Motion by Schultz, seconded by Misteravich, to approve the tentative agreement with
the POAM-Patrol.

ADJOURNMENT
Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall
address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior
to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the
item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has
finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion
may establish a time limit for individual public comments on any business item if the Chair determines that time limits are
necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are
no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall
then engage in any final discussion on the matter and act on the business item without interruption from the public.
