Consideration of 2015 5K Race and fun run benefitting John KocherPresentation of the FY2014-15 City Audit Dave Harrington informed Council that the City has received a non-modified opinion, which is the best that can be receive. Keith Szymanski, briefed Council on the General Fund Revenues and Expenditures, which have remained pretty consistent over the last five years; the water and sewer accounts, both of which have positive operating income, and the City’s Fund Balance. The City should be commended for maintaining a fund balance over 1 million dollars. Motion by Schultz, seconded by LaFore, to receive and file the City of Richmond June 30, 2015 Financial Report with Supplemental Information from Plante & Moran, LLP. All yeas Motion passes 2. Consideration of Bid Award/Winter Maintenance Contract Motion by LaFore, seconded by Roberts, to award the 2015/2016 Winter Maintenance contract to Stafford Landscaping, with expenses charged to line item 101-265-818.000, Contractual Services, Building & Grounds-City Hall: General Fund, and 101-266- 816.000, Building Maintenance Contract, Buildings & Grounds-Police Post: General Fund. All yeas Motion passes 3. Consideration of Replacement of WWTP Geotube Motion by Schultz, seconded by Misteravich, to purchase a 75’ diameter X 86’ long Geotube for the WWTP sludge operations in the estimated amount of $5,617.00 with the expense charged to line item 590-537-818.000, Contractual Services; Sewer Treatment Plant: Sanitary Sewer Fund. Consideration of Approving Synagro Central Contract/WWTP Sludge Disposal Motion by LaFore, seconded by Roberts, to approve entering into the agreement with Synagro Central, LLC for sludge disposal and authorize the Public Service Director to CCM: 10/05 09/21/2015 Page 4 of 11  APPROVED 10/19/2015 execute the agreement on behalf of the City. Consideration of Approving the Request to Sell Goodfellow Papers/Richmond Lions Club Motion by Yaroch, seconded by Misteravich, to approve the request received from the Richmond Lion’s Club to conduct their Good Fellow Paper Sale, at the intersections of Main/Division and County Line Road/St. Clair Highway on Friday, December 4th and Saturday, December 5th, 2015, from Dawn to Dusk; further, the Lion’s Club agrees that the volunteers will wear fluorescent vests and utilize traffic cones; that the Lion’s Club agree not to be in the Main/Division intersection on Friday, December 5th, from 2:30 p.m. to 3:30 p.m.; and further that the Lion’s agree to sign a Liability Waiver. All yeas Motion passes 6. Consideration of Request to close M-19 to Conduct the Annual Homecoming Parade Councilors commented that they were glad to see this long-standing tradition continue. Motion by Greene, seconded by LaFore, to approve the request from the Richmond High School to conduct the annual Homecoming Parade and direct the City Clerk to apply to MDOT for permission to close M-19 from 5:00 to 6:00 p.m., on Friday, October 9, 2015, to conduct the annual homecoming parade. All yeas Motion passes City Manager Moore informed Council that a request was received from the Richmond High School Track Team and Jennifer Biewer of Biewer Allstate Insurance for a 5K race and fun run as a fundraiser for Coach John Kocher as he battles cancer. Any additional funds raised will go to the Richmond High School track and cross country teams. The 5k race will begin on the school grounds just to the west of the roundabout and follow the service road that is between the High School and Middle School. The runners will cross Division Road between the school service drive and Grove Street. The runners will proceed north on Grove Street then get on the trail heading west and continue to a turnaround point on the trail then proceed east to the finish line at the Trailhead Park. We anticipate Division Road and Grove Street being blocked for a minimal period of time to allow the runners to cross and get on the trail. Organizers met with the City Manager and City Planner to discuss the race route and all parties agreed that this CCM: 10/05 09/21/2015 Page 5 of 11  APPROVED 10/19/2015 would be the least disruptive to residents and motorists. Jennifer Biewer will be contacting homeowners on Grove of the street closure. Discussion on motion: Greene – Expressed her appreciation to Jennifer Biewer for organizing this event. Consideration of Adopting Resolution No. 2015-14/Recognition of Richmond Community Theatre’s 50th Anniversary The Community Theatre will be having a formal gala at Maniaci’s Banquet Hall to celebrate the 50th anniversary of the Community Theatre, which was founded in 1965 by Artistic Director, Alice Morin and 36 theatre enthusiasts. Discussion on motion: Schultz – Had the pleasure of meeting Alice Morin, she was an extraordinary woman. Also had been a member of the Community Theatre for several years. Consideration of Bid Award/Aggregate Materials Supply Motion by LaFore, seconded by Roberts, to award the FY15/16 Aggregate Materials Supply contract to Richmond Transport at the unit prices of $15.35 per ton for 23 A limestone and $6.25 per ton for fill sand. Consideration of Bid Award/2015 Asphalt Repairs Contract Motion by Yaroch, seconded by LaFore, to award the street repair contract 2015-SR-1 in the amount of $8,781.00 to McIntyre United, LLC with the expenses charged to the appropriate line item and fund. Consideration of Establishing the 2016 City Council Meeting Schedule Motion by Rix, seconded by Schultz, to adopt the 2016 City Council Meeting Schedule as amended: Change the first meeting in July to Wednesday, July 6th; with the July and August meetings to begin at 6:00 p.m., and the September 6th meeting to be held at the Historical School House in Bailey Park. Consideration of Establishing a Quarterly Roundtable Meeting Date Motion by Roberts, seconded by Yaroch, to schedule the special quarterly roundtable meeting of the City Council for Tuesday, October 13, 2015, at City Hall, beginning at 5:30 p.m. All yeas Motion passes CITY MANAGER COMMENTS - On October 6th, the Recreation Board will be having their Park walk-through - On December 1st, the Library Board and Recreation Board will be having a joint meeting. - Thanked all of the volunteers and City employees that helped with the 5K race. - In the process of getting the City Hall move finalized. Contractors were in today going through the entire heating system. - 355 Absent Voter Ballots were mailed today. CCM: 10/05 09/21/2015 Page 7 of 11  APPROVED 10/19/2015 COUNCIL COMMENTS Yaroch – Glad to see that our ISO rating has improved from a 6 to a 4. Commended the Fire Department. LaFore – Glad that the Homecoming Parade tradition would be continuing. Schultz – Over 10 streetlights along Main Street are not on. - Questioned when the fire siren would be repaired. City Manager Moore informed Council that West Shore would be in this week to make the repairs. - Questioned the status of the fire truck repairs. City Manager Moore informed Council that the new fire truck pump would be shipped October 16th. Rix – Glad to see that the scarecrows are going up. - Reminded everyone to support the homecoming parade this Friday at 5:00 pm - Reminder of upcoming calendar events: 10/6 – Special Recreation Board meeting at 6:00 pm 10/11-10/16 – The Department of Public Works would be conducting hydrant flushing. Water may be discolored, but it is safe. Cautioned residents to run the water before doing laundry. 10/11 – Fire Department Open House; Pancake Breakfast from 7 am – Noon; Open House from Noon – 3:00 pm. 10/13 – Council quarterly roundtable at 5:30 pm 10/13 – Cable TV Committee at 7:00 pm 10/15 – EDC at 7:00 pm 10/17 – Richmond Community Theatre Anniversary Celebration 10/19 – Council meeting at 7:00 pm Yaroch – Thanked the Historical Society for use of their schoolhouse for the September 8th Council Meeting. - Hope the Good Old Days Festival had a successful event. - Glad to see that City Hall has moved into its new location. - Old City Hall was available for purchase LaFore – Commented on the great festival. - The football gave vs. Almont will focus on Coach Kocher’s cancer fight Roberts – Enjoyable Good Old Days Festival. - Questioned when the DPW position would be filled. Manager Moore informed Council that when the DPS Director returns from his class next Monday (9/28), they will be begin to set up interviews with the top candidates. - Questioned when the pet cemetery would be coming back before Council. Rix CCM: 10/05 09/21/2015 Page 8 of 11  APPROVED 10/19/2015 stated that Council had wanted additional information and an opportunity to discuss the issue again at a workshop. Greene – Thanked all of the Good Old Days Festival volunteers – especially those that cleaned up the City after the festival. Schultz – Commented on the great job the DPW did with clean-up from the festival – the City looked great by Monday morning. - Questioned the status of the repairs on the Fire Truck – it is taking quite a long time – feels we’re getting run-around from company hired to do the repairs. City Manager Moore informed Council that he would contact the Fire Chief to get an update on the truck. - Eight streetlights were out on Main Street. Rix – Thanked all of the festival volunteers and City staff for their support of the festival. Had great sponsorship this year. Have some big changes planned for next year.There may be some changes with the carnival next year. Collective Bargaining Agreement/Police Officers Labor Council- Communications Officers Motion by Yaroch, seconded by LaFore, to convene into closed session in accordance with Section 8(c) of the Michigan Open Meeting Act, Public Act 267 of 1976, as amended, for strategy and negotiation sessions connected with the negotiation of a collective bargaining agreement if either negotiating party requests a closed session.
