APPROVED 11/02/2015 SPECIAL QUARTERLY ROUNDTABLE MINUTES OCTOBER 13, 2015 THE SPECIAL QUARTERLY ROUNDTABLE OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 5:30 P.M., ON WEDNESDAY, OCTOBER 13, 2015, BY MAYOR RIX . ROLL CALL Present: Greene, LaFore, Misteravich, Rix, Roberts, Yaroch Absent: Schultz Others: City Manager Moore, City Clerk Stagl Visitors: Police Chief Teske, DPS Director Goetzinger, Emily Allen, Paul Fejedelem, John Warn Motion by Roberts, seconded by LaFore, to excuse Councilor Schultz from tonight’s meeting. All yeas Motion passes AUDIENCE PARTICIPATION None ADOPTION OF AGENDA Motion by Greene, seconded by Roberts, to adopt the agenda as presented. All yeas Motion carried ITEMS FOR CONSIDERATION 1. Discussion of Items of General Concern Goals and Objectives Issue No. 3 - Discussed the membership of the Streetscape Committee. The City Manager briefed Council on the membership of the Committee since the late 1990s. When reestablished in the late 1990s, the Committee membership was made up of 2 City Councilors, 2 Planning Commissioners, 2 TIFA members, 2 Historical Society members, 2 Chamber of Commerce members, 2 EDC members, 2 Members at large, the EDC Intern and the City Manager. The membership has been reduced over the years. The most recent membership (2010) consisted of: 2 City Councilors, 2 TIFA members, 2 EDC members, 1 Planning Commissioner, the Chamber Director, City Planner and City Manager. Ccm: 10/13/2015 Page 1 of 4  APPROVED 11/02/2015 Council indicated that they preferred the Committee size from 2010, but suggested that one additional member be added from the Planning Commission. Consensus of Council was to have the reestablishment of the Streetscape Committee placed on the October 19th meeting agenda. Issue No. 6 - Discussion on Code Enforcement. The City Manager admitted that the Administration has not met expectations in enforcing the ordinances and has not been very effective this past summer. We will begin to be more forceful with repeat offenders. Rix commented that something must be done. We have the same repeat offenders year after year. Not happy with the job that has been done with code enforcement. We need to go after habitual abusers. Council was in agreement that the Administration needs to do a better job with code enforcement. Issue No. 7 – Technology – Discussion on whether the Administration was looking into the possibility of hiring an IT person for the City. City Manager Moore informed Council that he has not begun this process yet. Discussion on whether the hiring of a Systems Manager for the Library could be placed on hold until we can determine if we need an IT person for the entire City. City Manager Moore informed Council that the Library did not feel they could wait to fill the Systems Manager position. Suggested that during the interview process, prospective candidates should be informed this may only be a temporary position, also suggested that some of the questions be related to IT. Yaroch questioned if the Goals and Objectives should be renumbered to reflect Council’s priority of the issue. City Council did not prioritize. City Manager Moore stated that he tried to prioritize based on discussions with the City Council. Council recessed at 6:50 p.m. Council reconvened at 7:06 p.m. Pet Cemetery Manager Moore outlined for Council the different pet burial options and their costs. Council has previously been provided the updated Cemetery Rules and Regulations and a Draft Ordinance. The majority of Councilors were in favor of the costs as prepared. Misteravich did question if we should lower the cost for residents. It was stated that the pet cemetery would have to be maintained forever. The costs charged were to help offset some of the City’s maintenance costs. Ccm: 10/13/2015 Page 2 of 4  APPROVED 11/02/2015 Discussion on whether there should be some type of barrier to separate the Pet Cemetery from the existing cemetery. Manager Moore indicated that Administration could come up with some design plans to separate the two cemeteries. The design plans would be sent out to Council and if Council doesn’t have any issues with the plans, we will schedule the Ordinance for the first and second reading. Election Day Signage Manager Moore questioned if we want to allow political signs on the lawn along Festival Drive near Beebe Street during Election Day. Council was in consensus that as long as it was for only 1-day, we should not prohibit the signs. Council can revisit this if it becomes a problem. City Hall Open House and Police Auction Open House - Discussion on a possible date for a City Hall/Police Post Open House. The consensus of Council was to hold the open house on December 21, 2015, from 6:00 pm – 8:00 pm. This is a Council Meeting date, so the Meeting time will need to be changed from 7:00 pm to 5:30 p.m. Auction Date – Manager Moore informed Council that due to the length of time the City Hall project and move took, we were running out of warm weather. We have a considerably amount of items that need to be auctioned. A suggested date for the Auction was November 7th. We want to hold the auction to get rid of items in the barn; this will allow us to complete the move of old City Hall. Council discussed whether we wanted to hold the auction this fall or wait until spring. It was suggested that the DPW barn be used to hold the auction this fall. By using the barn the weather won’t be an issue and the barn is large enough to accommodate the amount of items that need to be auctioned. The consensus of Council was to hold the auction at the DPW barn this fall, on November 21st.
