APPROVED 11/16/2015 REGULAR MEETING MINUTES NOVEMBER 2, 2015 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, NOVEMBER 2, 2015, BY MAYOR RIX PLEDGE OF ALLEGIANCE Council Members and the audience present stood for the Pledge of Allegiance and the Invocation. ROLL CALL Present: Greene, LaFore, Misteravich, Rix, Roberts, Schultz, Yaroch Absent: None Others: City Manager Moore, City Clerk Stagl Visitors: Police Chief Teske, City Planner Jeschke, Russ Eggli, Melissa Eggli, Emily Allen, John Warn, Janice Schultz, Meg LeDuc from the Voice APPROVAL OF MINUTES Motion by LaFore, seconded by Greene, to approve the minutes of the October 13, 2015, quarterly roundtable, as presented. All yeas Motion passes Motion by Greene, seconded by Roberts, to approve the minutes of the October 19, 2015, regular meeting, as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. All yeas Motion passes CONSENT AGENDA a) Approval of October 29, 2015, Schedule of Bills in the amount of $176,072.61 Motion by Schultz, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION 1. Consideration of Approving the Special Event Request/Richmond Flower Shop/Tent Sale Motion by Schultz, seconded by Misteravich, to approve the tent request from Richmond Flower Shop from November 16th to December 17th, 2015. All yeas Motion passes 2. Consideration of Traffic Control Order (TCO) 1-15 City Manager Moore informed Council that a traffic study was conducted by the Police Department with assistance from the Macomb County Department of Roads. The study revealed that the speed limit on Division Road should be raised to 35 mph. This would remain in effect except at the area of the Division and Grove Intersection where the school crossing guard is located. This area would be controlled by a beacon indicating a speed limit of 25 mph when flashing. The beacon would flash during the beginning and end of the school day. According to the County, this is the current standard for school zoning. Motion by Schultz, seconded by Misteravich, to approve Traffic Control Order 1-15; to raise the Division Road speed limit in front of the School to 35 mph except when in the active school crossing zone when flashing. CCM: 11/02/2015 Page 2 of 4  APPROVED 11/16/2015 Discussion on motion: Greene – concerned with the location of the 25 mph zone signage – would like to see it extended further to the west. Chief Teske informed Council that the signage was within the accepted parameters set by the Macomb County Department of Roads. Roberts questioned if the Schools had been contacted and if they had any input. Chief Teske informed Council that he did speak with the School Superintendent and they were in support of the new signage and speed limit. Roberts also expressed concerns. Vote on motion: All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Thanked Councilor Schultz for his years of service on Council and to the Community. COUNCIL COMMENTS Councilors thanked Schultz for his years of service on City Council as Mayor Pro-Tem. Greene – Wished all candidates Good Luck tomorrow for the election. Rix – Presented Schultz with a Plaque in recognition of his years of service to the City Council and to the Community. It has been an honor to have Schultz serve as Mayor Pro-Tem. Thanked him for dedicating his time and talents to the City. Schultz is the longest serving Mayor Pro-Tem for the City. Schultz – Thanked the residents for voting him into office throughout the years. Thanked his family for their support. His agenda has always been to make the community a better place. Thanked the Administration and Staff. It has been his pleasure to work with Council. - Reminder of upcoming Santa Parade and Tree Lighting on December 4, 2015. Rix – Reminder of upcoming calendar events: 11/3 – City Council Election, polls are open from 7 a.m. – 8 p.m. 11/9 – Organization Meeting at 8:00 p.m. 11/10 – Cable Commission at 7:00 p.m. 11/11 – Veterans Day CCM: 11/02/2015 Page 3 of 4  APPROVED 11/16/2015 11/12 – Planning Commission at 7:00 p.m. 11/16 – Council at 7:00 p.m. 11/21 – City Auction at DPW Barn 11/25 – TIFA at 7:00 p.m. - Commented on the successful Treats in the Street and the candy-check.
