APPROVED 01/18/2016 REGULAR MEETING MINUTES JANUARY 4, 2016 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, JANUARY 4, 2016, BY MAYOR RIX PLEDGE OF ALLEGIANCE Council Members and the audience present stood for the Pledge of Allegiance and the Invocation. ROLL CALL Present: Allen, Greene, LaFore, Misteravich, Rix, Warn, Yaroch Absent: None Others: City Manager Moore, City Clerk Stagl Visitors: DPS Director Goetzinger APPROVAL OF MINUTES Motion by Yaroch, seconded by Greene, to approve the minutes of the December 21, 2015, regular meeting, as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. ADOPTION OF AGENDA Motion by Yaroch, seconded by Greene, to adopt the agenda as presented. All yeas Motion passes CCM: 01/04/2016 Page 1 of 4  APPROVED 01/18/2016 CONSENT AGENDA a) Approval of December 30, 2015, Schedule of Bills in the amount of $86,176.78. Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION 1. Pedestrian Bump-Outs/Monroe and Main Motion by Misteravich, seconded by LaFore, to approve the attached layout of the pedestrian bump-outs at the Main and Monroe intersections. Discussion on motion: Rix – Pedestrian bump-outs have been an issue that the Streetscape Committee has spent a considerable amount of time reviewing. The bump-outs do cause some increased care when maintaining the roadway and also may cause difficulty for some larger delivery vehicles. The Streetscape Committee discussed these issues, but felt the benefits of the bump-outs: calming traffic and improving pedestrian safety, outweighed the potential negative effects. Councilors expressed their support of the bump-outs due to the increased pedestrian safety. Yaroch – Questioned the timeline for the project. City Manager Moore informed Council that we intended to bid the project out this winter and it would begin in the spring. Vote on motion: All yeas Motion passes CCM: 01/04/2016 Page 2 of 4  APPROVED 01/18/2016 MISCELLANEOUS MATTERS FROM THE CITY MANAGER - The roundtable meeting may have to be moved to either the Council Chambers or the empty room outside of the Cable Coordinators office – the Community Room has been reserved this Thursday by another organization. COUNCIL COMMENTS LaFore – wished everyone a Happy New Year. Yaroch – Look forward to another successful year. Misteravich – Thanked everyone who attended the Open House on December 21st. - Condolences to the City of Memphis on the passing of their Police Chief. Rix – Commented on the great Open House - Reminder of upcoming calendar events: 1/5 – Recreation Board Meeting at 7:00 pm 1/5 – EMS Blood Drive at Richmond Township Hall from 2-8 pm 1/7 – Quarterly Roundtable at 5:30 pm 1/11 – Library Board meeting at 7:00 pm 1/12 – Cable Commission meeting at 7:00 pm 1/14 – Planning Commission meeting at 7:00 pm 1/18 – Council meeting at 7:00 pm CLOSED SESSION None scheduled. OTHER BUSINESS None.
