OCTOBER 17, 2016
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, OCTOBER 17, 2016, BY MAYOR RIX.
PLEDGE OF ALLEGIANCE
Council Members and the audience present stood for the Pledge of Allegiance and the
Invocation.

Absent: Greene, Yaroch
Others: City Manager Moore, City Clerk Stagl
Visitors: April Bush and Chris Rettich from the American Cancer Society
Motion by Misteravich, seconded by Allen, to excuse Councilor Yaroch from tonight’s
meeting, due to being out of town.

APPROVAL OF MINUTES
Motion by Warn, seconded by LaFore, to approve the minutes of the September 19,
2016, regular meeting, as presented.

ITEMS FOR CONSIDERATION
1. Consideration of Special Event Request/Bark for Life
Motion by Allen, seconded by Warn, to approve the American Cancer Society “Bark for
Life” event in Beebe Street Park on Sunday, October 30, 2016 from 8:00 a.m. to 2:00
p.m.

2. Consideration of EDC Appointment
Motion by LaFore, seconded by Misteravich, to confirm the Mayor’s reappointment of
Jaime Greene, to the EDC for a 6-year term with an expiration date of July 1, 2022.

MISCELLANEOUS MATTERS FROM THE CITY MANAGER
- Pound Road sewer work has been completed. The wearing course will be put
down the week of 10/24.
- The Good Old Days Festival events are up on YouTube.
- The cabling has been installed across Division Road and into the server room in
City Hall.
- The Run with the Devils event is this weekend.
COUNCIL COMMENTS
LaFore – Congratulations to the High School Sports Teams.
Rix – Attended the ground breaking for the new EMS building.
- The Richmond Township Supervisor thanked the City for allowed the EMS to use
the old City Hall Facility while their new building is being constructed.
- Commented on the nice Fire Department Open House Event.
- Reminder of upcoming calendar events:
10/18 – Council quarterly workshop at 6:00 pm
10/20-22 – Library Book Sale
10/26 – TIFA meeting at 7:00 pm
10/27 – Streetscape meeting at 6:00 pm
10/30 – Bark for Life from 10:00 am – 2:00 pm at Beebe Park
10/31 – Trick-or-Treating from 6:00 pm – 8:00 pm. Candy check at Fire Hall
11/7 – Council meeting at 7:00 pm
- Congratulated the Richmond High School Football team for winning the BWAC

Championship. The last regular season home game against Lutheran North will
be at home on October 21st.

ADJOURNMENT
Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall address
the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion
by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a
motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the
Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public
comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267
of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will
be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without
interruption from the public.
