APPROVED 01/03/2017 REGULAR MEETING MINUTES DECEMBER 19, 2016 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, DECEMBER 19, 2016, BY MAYOR RIX. PLEDGE OF ALLEGIANCE Council Members and the audience present stood for the Pledge of Allegiance and the Invocation. Consideration of Adopting Resolution No. 2016-11/Request to be recognized as a non-profit Organization operating within the City/Richmond RBI Club, Inc. Motion by LaFore, seconded by Misteravich, to adopt Resolution No. 2016-11, which will recognize the Richmond RBI Club, Inc. as a “non-profit’ organization” operating in the City of Richmond. All yeas Motion passes 2. Consideration of Sidewalk Repair Policy Motion by Yaroch, seconded by Greene, to approve the City of Richmond Sidewalk Repair Policy that defines who will pay for sidewalk repairs. All yeas Motion passes 3. Consideration of Resolution No. 2016-12/Compliance with PA152 Motion by Allen, seconded by Warn, to approve Resolution 2016-12, electing to comply with the provisions of Public Act 152 of 2011 by exercising the City’s right to exempt itself from the requirements of the act for the next succeeding health care plan year. Consideration of Scheduling a Quarterly Workshop Meeting Date Motion by Greene, seconded by Allen, to schedule the special quarterly roundtable meeting of the City Council for Monday, January 30, 2017, at City Hall, beginning at 6:00 p.m. All yeas Motion passes 5. Consideration of Accepting the Resignation of Councilor Yaroch from City Council Motion by Misteravich, seconded by Allen, to accept, with regrets, the resignation of Councilor Jeff Yaroch from the City Council, effective at the end of tonight’s meeting. CCM: 12/19/2016 Page 3 of 5  APPROVED 01/03/2017 Discussion on motion: Yaroch – Thanked Council, Administration and former Council members. It has been his honor to serve on City Council. Has learned over the course of his 17 years on Council that you can disagree without being disagreeable. Commend current and former Council’s for making the necessary decisions for the betterment of the community. Rix – Will be accepting the resignation with mixed emotions. Have not always agreed with Councilor Yaroch, but always left the issues at the Council table. Very proud to have served with Councilor Yaroch. Misteravich – Thanked Councilor Yaroch for his 17 years of service. Got to know him quite well over the years and has enjoyed his companionship. Consider him not only a Council member but a friend. Greene – Will miss Councilor Yaroch’s ideas, mentoring and his sense of Community. Have gained a friend. Will be taking what he has learned on Council for the past 17 years with him to Lansing. Wished him luck and blessings. Vote on motion: All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - The ice rink will be opening tomorrow - Will be taking input on the Community Master Plan – the survey is on-line at the City’s web site. - Wished Yaroch the best of luck. COUNCIL COMMENTS Yaroch – Wished Council good luck. Warn – Wished Councilor Yaroch the Best of Luck - Wished everyone Happy Holidays! Allen – Wished Councilor Yaroch Good Luck – it has been an honor and pleasure to serve with him. LaFore – Wished Councilor Yaroch the Best of Luck. Misteravich – Thanked the volunteers who put up the City’s Christmas Decorations. Will re-open 12/27 12/27 – South-end recycling 12/28 – TIFA meeting at 6:00 pm 12/30 – All City Offices closed. Will re-open 1/3 - Reminder that there is no parking on curbed streets from December 1st through April 30th from 3:00 – 6:00 a.m. - Tuesdays, Wednesdays and Thursdays there is hall walking from 6-8 p.m. - EMS Blood Drive at Richmond Township Hall on January 3rd from 2-8 p.m. CLOSED SESSION None scheduled.
