APPROVED 01/16/2017 REGULAR MEETING MINUTES JANUARY 3, 2017 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON TUESDAY, JANUARY 3, 2017, BY MAYOR RIX. PLEDGE OF ALLEGIANCE Council Members and the audience present stood for the Pledge of Allegiance and the Invocation. ROLL CALL Present: Allen, Greene, LaFore, Misteravich, Rix, Warn Absent: None Others: City Manager Moore, City Clerk Stagl Visitors: DPS Director Goetzinger APPROVAL OF MINUTES Motion by Warn, seconded by Allen, to approve the minutes of the December 19, 2016, regular meeting, as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. ADOPTION OF AGENDA Motion by Warn, seconded by Greene, to adopt the agenda as presented. All yeas Motion passes CCM: 01/03/2017 Page 1 of 4  APPROVED 01/16/2017 CONSENT AGENDA a) Approval of December 29, 2016, Schedule of Bills in the amount of $121,029.72. Motion by LaFore, seconded by Misteravich, to approve the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION 1. Consideration of 5-year Water and Sewer Master Plans Motion by Allen, seconded by Warn, to authorize approval of the 2016 updates to the City’s water and sanitary sewer master plan documents. All yeas Motion passes 2. Consideration of Bailey Park Ball Field Improvements City Manager Moore informed Council that during 2016-17 budget discussions, Council had requested that Administration look into making improvements to the baseball diamond in Bailey Park. With the recent improvements to the tennis courts, the poor condition of this ball diamond stands out. The ball field in Bailey Park is a “community field” that is available for everyone’s use in addition to some limited use by Little League. The City Manager, Recreation Director and Mayor met with representatives from Little League to discuss what improvements should be made. The DPS Director took these suggested improvements and has come up with a proposed project. The scope of the project is to remove the existing dugouts, fencing and backstop and replace them with dugouts and fencing that better represent our community’s commitment to our parks. The backstop and fence lines will be adjusted to fit the diamond. A catch basin/structure will be installed behind home plate and yard basins will be run next to the dugouts. The estimated costs for these improvements is $49,350.00. Motion by LaFore, seconded by Misteravich, to direct administration to proceed with the bid process for the Bailey Park Ball Field Improvements. Discussion on motion: CCM: 01/03/2017 Page 2 of 4  APPROVED 01/16/2017 Councilors indicated that these improvements were long overdue. The current condition of this ball field is sub-standard. Allen suggested that we also look into a permanent outhouse near Bailey Park. Suggested that discussion of this issue be placed on the upcoming workshop agenda. Greene and Misteravich noted their support of an outhouse. Misteravich stated that the improvements would be a big improvement for the vendors during the Good Old Days Festival. Vote on motion: All yeas Motion passes 3. Consideration of Naming SEMCOG Delegate Motion by LaFore, seconded by Warn, to appoint Mike Misteravich as the City of Richmond’s Delegate to SEMCOG. All yeas Motion passes 4. Consideration of Council Vacancy Motion by Rix, seconded by LaFore, that the City Council make an appointment to fill the Council vacancy at the January 16th, regular City Council Meeting. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Ice Rink is open. We will be resurfacing it on Thursday. - We are continuing with our Streetscape efforts. Thursday, a contractor will be in town to begin to replace the across the road banner poles on Main Street near Ball Equipment and the old Post Office. The flower pot bid was awarded at the last TIFA meeting. COUNCIL COMMENTS Misteravich – Questioned the status of the Henry Ford Building. City Manager Moore indicated that they would continue work on the building throughout the winter – they want to open the facility in March. CCM: 01/03/2017 Page 3 of 4  APPROVED 01/16/2017 LaFore – At the last TIFA meeting, the Authority approved basketball hoops for the south roller blade court – we will now have 1 full court. Greene – Questioned the response we have had to our Master Plan survey. City Manager Moore indicated that the response has been good. Rix – Reminder of upcoming calendar events: 1/8 – Christmas decoration take down. 1/10 – Cable meeting at 7:00 pm 1/12 – Planning Commission meeting at 7:00 pm 1/16 – Council meeting at 7:00 pm 1/30 – Council quarterly workshop at 6:00 pm - The Richmond Community Theatre will be having a talent show on 2/3 & 2/4. Auditions for the show will be held on 1/7. Proceeds from the talent show will go to Turning Point - There will be a Red Barn Fund Raiser on 1/27 at Maniaci’s. CLOSED SESSION None scheduled.
