APPROVED 02/06/2017 REGULAR MEETING MINUTES JANUARY 16, 2017 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:15 P.M., ON MONDAY, JANUARY 16, 2017, BY MAYOR RIX. PLEDGE OF ALLEGIANCE Council Members and the audience present stood for the Pledge of Allegiance and the Invocation. All yeas Motion passes CCM: 01/16/2017 Page 2 of 6 APPROVED 02/06/2017 PUBLIC HEARING 1. 2017-18 Community Development Block Grant Motion by Greene, seconded by Allen, to open the Public Hearing for the use of the FY2017-18 CDBG Funds at 7:18 p.m. All yeas Motion passes Kari Nicholson addressed Council on the services provided by Turning Point. The Agency is requesting $1000.00 to provide services – some of their clients come from Richmond. Motion by Greene, seconded by Allen, to close the Public Hearing for the use of the FY2017-18 CDBG Funds at 7:27 p.m. All yeas Motion passes ITEMS FOR CONSIDERATION 1. Consideration of Council Appointment Motion by Greene, seconded by Warn, to appoint Robert Reindel to the City Council in compliance with section 4.14 of the City Charter. Discussion on motion: Rix – Rob Reindel has been very active within the community. Has previously served on the City Council and resigned to become the Fire Chief. Has been on the School Board and is currently on the TIFA. Misteravich – Very qualified. Constantly showing his pride in the Community by volunteering for various boards/organization within the City. Vote on motion: All yeas Motion passes The Oath of Office was administered to Rob Reindel by City Clerk Stagl. CCM: 01/16/2017 Page 3 of 6 APPROVED 02/06/2017 2. Consideration of the allocation of the FY2017-18 Community Development Block Grant City Manager Moore informed Council that the City’s estimated allocation for one year is $18,577.00. All of the $18,577.00 may be used for Community Projects, or up to $4,457.00 may be used for Public Service Projects, leaving not less than $14,120.00 for Community Projects, which are “brick & mortar” and/or Planning & Administration Programs. Discussed that the Public Service funds are the primary source of funding for the City’s Senior Coordinator Position. Questioned if we could give some funds to Turning Point, since the City already has to subsidize the senior coordinator position. Motion by Misteravich, seconded by Allen, to allocate $457.00 of the FY2017-18 CDBG funding to Turning Point. All yeas Motion passes Motion by Greene, seconded by Warn, to allocate $4,000.00 of the FY2017-18 CDBG funding to the City of Richmond Parks and Recreation Department for funding the Senior Services Coordinator Position for one year. All yeas Motion passes Motion by Reindel, seconded by Warn, to $14,120.00 of the FY2017-18 CDBG funding toward the projects of ADA access at City Hall in the amount of $10,042.20; and two quadrants of the intersection of Oak Street and Beier Street for ADA ramp repairs in the amount of $7,969.50. Consideration of Special Event Request/Richmond Chamber of Commerce/Winter Festival Motion by Misteravich, seconded by Allen, to approve the special event application for the 2017 Richmond Winter Festival, scheduled for February 3rd through the 5th, with the following requests: ● Closure of Water Street from Main to Forest on Saturday, February 4th from 10 am to 4 pm. ● The use of Bailey Park in conjunction with RAGHS to hold Sleigh rides on Sunday, February 5th. ● Additional Signage ● Closure of Park Street from Stone to Beebe Street, on Sunday, February 5th from Noon to 5 pm ● Approval of Pyro Joes Fireworks Application for Friday, February 3rd. All yeas Motion passes 4. Consideration of Board Appointments Motion by Allen, seconded by Warn, to confirm the Mayor’s appointment of Ashley Forsyth, to the Board of Review for a three (3) year term with an expiration date of 12/31/2019. All yeas Motion passes Motion by Greene, seconded by Warn, to reappoint Gerard Monfette to the Board of Zoning Appeals for a three (3) year term with an expiration date of 12/31/2019. All yeas Motion passes Motion by Reindel, seconded by Misteravich, to reappoint Bernard Ritter to the Board of Zoning Appeals for a three (3) year term with an expiration date of 12/31/2019. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - The revised proposal from RAHGS has been placed in Council’s mailboxes. Review of their proposal will be on the quarterly workshop. - Making progress purchasing the 2 blocks of CN railroad between Oak and Main Street. - Welcomed Rob Reindel to Council. Rix – Reminder of upcoming calendar events: 1/19 – EDC at 7 pm 1/20 – RAHGS Dinner 1/25 – TIFA at 7 pm 1/27 – Red Barn Renovation Fund Raiser at Maniaci’s 2/3-2/4 – February Follies during Winter Festival at Community Theatre 1/30 – Quarterly Roundtable at 6 pm 2/3 -2/5 – Winter Festival 2/6 – Council at 7 pm CLOSED SESSION None scheduled. Consideration of Board Appointments - Board of Review - Board of Zoning Appeals CITY MANAGER’S COMMENTS COUNCIL COMMENTS CLOSED SESSION OTHER BUSINESS ADJOURNMENT Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without interruption from the public.
