APPROVED 02/20/2017 SPECIAL QUARTERLY ROUNDTABLE MINUTES JANUARY 30, 2017 THE SPECIAL QUARTERLY ROUNDTABLE OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 6:00 P.M., ON MONDAY, JANUARY 30, 2017, BY MAYOR RIX. ROLL CALL Present: Allen, Greene, LaFore, Misteravich, Reindel, Rix, Warn Absent: None Others: City Manager Moore, City Clerk Stagl Visitors: DPS Director Goetzinger AUDIENCE PARTICIPATION None. ADOPTION OF AGENDA Motion by Greene, seconded by Allen, to adopt the agenda as presented. All yeas Motion carried ITEMS FOR CONSIDERATION 1. Discussion of Items of General Concern Goals and Objectives City Manager Moore updated Council on items listed in the Goals and Objectives. Issue #1 – Promoting Industrial and Commercial Growth – The master plan is in the process of being updated – we expect that the revised plan will be adopted this summer. - The EDC has formed a sub-committee to work with the Chamber on promotional videos. The Chamber is coordinating the project with Baker College. - The City Planner will be bringing a resolution and letter of understanding to Council to become categorized as “engaged” in the Michigan Economic Development Corporation Redevelopment Ready Communities program. Communities must be classified as “engaged” in order to qualify for their programs. Issue #2 – Traffic Congestion and accessibility on Main Street – Bump-outs have been installed. Issue #3 – Streetscape Implemented – The street furniture has been placed in the downtown area. CCM: 01/30/2017 Page 1 of 4  APPROVED 02/20/2017 - Flower pots have been purchased. - Across the street banner poles have been purchased and are being installed. - Parking space t’s were installed. - The Committee is currently working on the signage package. Issue #4 – Rails to Trails – The Recreation Director is keeping the display cases supplied with current information. Discussion on the 5K run and the decrease in participation. Discussed whether alcohol should be made available at the end of the race. Also discussed changing the time of year the race is held. It was the consensus of Council to refer this issue to the Recreation Board to determine what changes can be made to this run to increase the participation. Issue #5 – Orientation and Training for Members of Boards and Commissions – The Manager is developing a list of available on-line classes. Discussion on scheduling a training session for Planning Commission members. It was discussed that the City should again schedule a basic training for Board Members and invite the school board members. Issue #6 – Code Enforcement – The reserve officer that was scheduled to do the code enforcement has decided he does not want the additional hours. Discussion on checking with the Richmond Township Code Enforcement Officer to determine if she would be willing to do code enforcement for the City. The consensus of Council was to direct the City Manager to contact the Richmond Township Code Enforcement Officer to see if she would want to also do code enforcement for the City. Council was provided with a list of City Ordinances and was asked to identify those ordinances which they wanted changed from misdemeanors to civil infraction. Council identified the following ordinance which should be changed to civil infractions: Chapter 14, Article I, Section 14-2 – Animals outside of property of owner Chapter 14, Article I, Section 14-3 – Animals running at large prohibited. Chapter 14, Article I, Section 14-9 – Number of animals harbored restricted. Chapter 14, Article I, Section 14-10 – Sanitation; responsibility of owner Chapter 22, Article II – Peddlers and Solicitors – Time frame to solicit should be changed to 8:30 a.m. to 6:00 p.m. Chapter 30, Section 30-46 – Noise, disorderly conduct. Chapter 46, Section 46-26 – Open burning of grass clippings and leaves prohibited. CCM: 01/30/2017 Page 2 of 4  APPROVED 02/20/2017 Chapter 54, Article VII, Division 5, Section 54-313 – Littering prohibited. Chapter 54, Article IX, Division 2, Section 54-381 – Minors under 17. Chapter 66, Article II, Section 66-28 – Restriction on number, duration. Chapter 90, Article VI – Skateboards and Roller skates. After discussion Council requested the following ordinances for further review and determinations: Chapter 54, Article VI, Division 2 – Weapons Chapter 90, Article III, Parking Violations Bureau Chapter 90, Article IV, Snow and Storm Emergencies Recess at 8:07 p.m. Reconvene at 8:12 p.m. Issue #7 – Technology – The fiber optic line for Richmond’s Channel 6 was brought into the building. On February 6th will be meeting with Comcast to determine what needs to be done to finish the project. - Civic Plus will be refreshing the City’s website. Greene – wanted to be able to have input on ways to make the website more user friendly. Salt Bin/DPW DPS Director wanted some direction from Council. Wanted to build a larger salt bin and needed to know if Council had plans to relocate the DPW, and if so, how soon. The consensus of Council was keep DPW located at its current site, but the DPW yard needs to be cleaned up and some type of fencing installed to screen it from the area residences. Council also requested that Administration prepare a long term plan for the DPW yard and how it will be financed. Bailey Park Bathrooms Council had been provided information from Brendel’s Septic on different types of portable toilets. Council was also provided with information about the restroom facilities that are on the Macomb Orchard Trail. Council agreed that we should order the enhanced access portable unit for this summer and then look at a single unit concrete bathroom for a more permanent solution. RAHGS Proposal Council was provided with a revised plan for the future use of the additional property south of CCM: 01/30/2017 Page 3 of 4  APPROVED 02/20/2017 Bailey Park. We need a consensus from Council on the location of the red barn and the concept plan, with the understanding that RAHGS would have to come back before Council for approval for each building as it is added. Council consensus was that they were in agreement with the revised plan submitted by the RAHGS. Also discussed that the millings from the resurfacing of Grove and Park Street will be used to construct the parking lot area on this new property. COUNCIL COMMENTS Rix – Suggested that a Proclamation be presented to Terry, the UPS Driver, who recently retired.
