APPROVED 09/18/2017 REGULAR MEETING MINUTES SEPTEMBER 5, 2017 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON TUESDAY, SEPTEMBER 5, 2017, BY MAYOR RIX, AT THE ONE ROOM SCHOOLHOUSE. PLEDGE OF ALLEGIANCE Council Members and the audience present stood for the Pledge of Allegiance and the Invocation. ROLL CALL Present: Allen, Greene, LaFore, Misteravich, Reindel, Rix, Warn Absent: None Others: City Manager Moore, City Clerk Stagl Visitors: DPW Director Goetzinger, City Engineer Ken Kingsley, Chamber Director Jill Albin APPROVAL OF MINUTES Motion by Warn, seconded by Allen, to approve the minutes of the August 21, 2017, regular meeting, as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. ADOPTION OF AGENDA Motion by Warn, seconded by Allen, to adopt the agenda as presented. All yeas Motion passes CCM: 09/05/2017 Page 1 of 4 APPROVED 09/18/2017 CONSENT AGENDA a) Receive and File August 10, 2017, Planning Commission Meeting Minutes b) Approval of August 31, 2017, Schedule of Bills in the amount of $106,621.41 Motion by LaFore, seconded by Misteravich, to approve the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION 1. Consideration of Chamber of Commerce Request/Fall Decorating Motion by Reindel, seconded by Warn, to approve the request from the Richmond Area Chamber of Commerce for a fall decorating contest with the placement of scarecrows at light poles from Park Street to Gratiot Avenue from October 7, 2017 to November 6, 2017. All yeas Motion passes 2. Consideration of Richmond Area Historical and Genealogical Society Request/Cemetery Walk Motion by Allen, seconded by Greene, to approve the request from the Richmond Area Historical and Genealogical Society (RAHGS) to conduct a “Living History Cemetery Walk” in the City of Richmond Cemetery on Saturday October 14, 2017 from 1:00 p.m. to approximately 3:00 p.m. and the use of the Chapel for registration. All yeas Motion passes 3. Consideration of Fire Grant Proposal Motion by Greene, seconded by Allen, to approve the proposal from Barb Breen to assist the City in writing a FEMA-Assistance to Firefighters grant. All yeas Motion passes CCM: 09/05/2017 Page 2 of 4 APPROVED 09/18/2017 4. Discussion on DPW Masonry Wall City Manager Moore informed Council that the bids for the masonry wall were recently opened. The FY2017/18 budget included $105,000 for the project and the bids came in slightly higher – the low base bid came in $118,950.00 and the low alternate bid came in $118,300.00. Since opening the bids, the DPS Director has been made aware of an alternative product. The product is pre-cast screen walls. The alternative product has similar noise absorption properties as a masonry block fence. Administration believes that if we choose to reject the bids for a traditional block wall and rebid the project allowing for the screen fence, the bids will come in at approximately half to two-thirds of the cost. Administration was requesting that Council discuss whether the alternative fence meets the aesthetic look that the Council would like to see at the facility and give direction as to which way Administration should proceed. Council discussed the look of the concrete wall. They discussed the life expectancy of the concrete screens versus a traditional masonry wall. Council had been provided with pictures of pre-cast screen wall that was about 15 years old. Councilors expressed their displeasure with the condition of the wall and its appearance. There were other, more costly, pre-cast screen walls that may be available and Council questioned whether it would be possible to get a sample of pre- cast walls. Some discussion on how long Administration felt the DPW would be able to stay at their current location. City Manager Moore indicated that he didn’t anticipate that the DPW would have to move anytime soon – he expected that they would remain in the current location for the foreseeable future. Council directed Administration to gather more information on the pre-cast screen walls and present it to Council at a future date. MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Wished good luck to the Good Old Days Committee for a successful festival. Discussion on DPW Masonry Wall CITY MANAGER’S COMMENTS COUNCIL COMMENTS CLOSED SESSION OTHER BUSINESS ADJOURNMENT Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without interruption from the public.
