SEPTEMBER 18, 2017
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, SEPTEMBER 18, 2017, BY MAYOR RIX.
PLEDGE OF ALLEGIANCE
Council Members and the audience present stood for the Pledge of Allegiance and the
Invocation.

Motion by LaFore, seconded by Misteravich, to approve the Consent Agenda as
presented.

ITEMS FOR CONSIDERATION
1. Consideration of Audit Presentation
Dave Herrington and Keith Szymanski from Plante and Moran presented the audit
finding..
Dave Herrington informed Council that the City was in very solid financial position.
Keith Szymanski informed Council that the revenues were up slightly due to tax value
increases. Expenditures were down. The fund balance increased for the year. The

working capital in the water and sewer funds was in a very good position.
Motion by Greene, seconded by Warn, to receive and file the City of Richmond June
30, 2017 Financial Report with Supplemental Information from Plante & Moran, LLP.

2. Consideration of Request to Sell Good Fellow Papers/Richmond Lions Club
Motion by Reindel seconded by Allen, to approve the request received from the
Richmond Lion’s Club to conduct their Good Fellow Paper Sale, at the intersections
of Main/Division and County Line Road/St. Clair Highway on Friday, December 1st
and Saturday, December 2nd 2017, from Dawn to Dusk; further, the Lion’s Club
agree not to be in the Main/Division intersection on Friday, December 1st, from 2:30
p.m. to 3:30 p.m.; and further that the Lion’s agree to sign a Liability Waiver.

3. Consideration of Request to close M-19 to conduct the annual
Homecoming Parade/Richmond High School
Motion by Allen, seconded by Warn, to approve the request from the Richmond High
School to conduct the annual Homecoming Parade and direct the City Clerk to apply to
MDOT for permission to close M-19 from 5:00 to 6:00 p.m., on Friday, October 13,
2017, to conduct the annual homecoming parade.

4. Consideration of Adopting 2018 City Council Regular Meeting Schedule
Motion by Allen, seconded by Greene, to adopt the 2018 City Council Meeting
Schedule as amended. Further, the start time for the meetings in July and August will
be 6:00 p.m.

5. Consideration of Establishing a Quarterly Roundtable Meeting Date
Motion by LaFore, seconded by Misteravich, to schedule the special quarterly
roundtable meeting of the City Council for Monday, October 23, 2017, at City Hall,
beginning at 5:30 p.m.

6. Consideration of Bid Award/Masonry Wall

After discussing alternative fencing options with Council, Administration feel the split-
faced masonry wall best meets the original design intent and the longevity required at
the DPW yard.
The project was taken before the Planning Commission for approval. Due to an
oversight, the required masonry piers were omitted from the original bid documents.
The piers were added along Stone Street and at the corners. With the cost of the piers
added in, the low bid is M.L. Schoenherr.
Motion by Greene, seconded by Allen, to award the 2017 DPW Masonry Fencing
Project to M.L. Schoenherr in the amount of $120,590.00 with the expenses charged to
the appropriate line items within the General Fund; DPW, Local Street, Major Street,
Water, Sewer and TIFA Funds.

MISCELLANEOUS MATTERS FROM THE CITY MANAGER
- Thanked all of the volunteers for the Richmond2Romeo Half Marathon.
- The house demolition project is almost complete.
COUNCIL COMMENTS
Councilors commented on the great Good Old Days Festival – Received a lot of positive
comments from parade participants and those who attended the festival.
Greene – The EDC is working on updating the web pages. Also will be voting on EDC
program changes.
Reindel – Questioned when the Main Street flowers will be removed. City Manager
Moore informed Council that they will have to make a determination when they should
be removed.
Rix – Commented on the sidewalk work being done by MDOT. DPS Director
Goetzinger informed Council that he has spoken to MDOT regarding the work. He
agrees that it may not be aesthetically pleasing, but MDOT is following their guidelines.
Rix – Thanked all of the Festival volunteers.
- Glad to see the two houses taken down.

ADJOURNMENT
Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall address
the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion
by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a
motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the
Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public
comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267
of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will
be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without
interruption from the public.
