APPROVED 10/16/2017 REGULAR MEETING MINUTES OCTOBER 2, 2017 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:02 P.M., ON MONDAY, OCTOBER 2, 2017, BY MAYOR RIX. PLEDGE OF ALLEGIANCE Council Members and the audience present stood for the Pledge of Allegiance and the Invocation. ROLL CALL Present: Allen, Greene, LaFore, Misteravich, Reindel, Rix, Warn Absent: None Others: City Manager Moore, City Clerk Stagl Visitors: City Planner Jeschke, Roy Rose APPROVAL OF MINUTES Motion by Warn, seconded by Allen, to approve the minutes of the September 18, 2017, regular meeting, as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. ADOPTION OF AGENDA Motion by Warn, seconded by Allen, to adopt the agenda as presented. All yeas Motion passes CCM: 10/02/2017 Page 1 of 4 APPROVED 10/16/2017 CONSENT AGENDA a) Receive and File September 14, 2017, Planning Commission Meeting Minutes b) Approval of FY2017-18 Budget Amendments c) Approval of Schedule of Bills through September 28, 2017, in the amount of $1,817,928.22 Motion by LaFore, seconded by Misteravich, to approve the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION 1. Consideration of the Introduction and First Reading of Ordinance No. 156- 20/Rezoning of 37305 31 Mile Road from RM-1 to B-3 Motion by Reindel, seconded by Greene, to introduce and give first reading to Ordinance No. 156-20 which amends the official zoning map and changes the zoning of property located at 37305 31 Mile Road from RM-1 (Multiple Family Residential) to B-3 (General Business). All yeas Motion passes 2. Consideration of Improvement to the Desert Storm Memorial Motion by Greene, seconded by Warn, to approve the recommended improvement to the Desert Storm Memorial Pavilion as outlined below and authorize the purchase of the plaque in the amount of $1,575.00 from Laser Mark-It. Discussion on motion: Rix – Requested that the original dedication date be added to the plaque. Vote on motion: All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER CCM: 10/02/2017 Page 2 of 4 APPROVED 10/16/2017 - Susan Stefanski from SEMCOG will make a presentation to Council at the roundtable meeting. - The DPW masonry wall will be completed this fall. COUNCIL COMMENTS Misteravich – Attended the MML Conference and represented the City. Very good conference. Did a lot of networking. Rix – The City will be picking up a tradition, the Good Old Days Festival Committee, Fire Department and City Recreation will be taking over the Treats in the Street with a new Halloween Event. We will be using the Methodist Church parking lot next to the Fire Hall. Count Richmond will be making a return. The Community and business groups will be supplying the candy. The event will run from 6-8 pm. City Manager Moore informed Council that they were working on a flyer promoting the event. - Reminder of upcoming calendar events: 10/4 – 101 things that happened on the Mackinac Bridge – Sponsored by the Historical Society at the Community Center at 7 pm 10/7-10/8 – Pumpkin and Vendor Sale at the Richmond High School 10/9 – Library Board meeting at 7 pm 10/10 – Cable Committee meeting at 7 pm 10/12 – Planning Commission meeting at 7 pm 10/13 – Homecoming Parade beginning at 5 pm 10/14 – Living History Cemetery Walk sponsored by the Historical Society 10/16 – City Council meeting at 7 pm 10/18-10/21 – Library Fall Book Sale 10/28 – Snowmobile Safety Class at the Community Center from 9 am - 4 pm, for ages 12-17. CLOSED SESSION None. OTHER BUSINESS None. Consideration of Improvements to the Desert Storm Memorial CITY MANAGER’S COMMENTS COUNCIL COMMENTS CLOSED SESSION OTHER BUSINESS ADJOURNMENT Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without interruption from the public.
