OCTOBER 2, 2017
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:02 P.M., ON MONDAY, OCTOBER 2, 2017, BY MAYOR RIX.
PLEDGE OF ALLEGIANCE
Council Members and the audience present stood for the Pledge of Allegiance and the
Invocation.

APPROVAL OF MINUTES
Motion by Warn, seconded by Allen, to approve the minutes of the September 18,
2017, regular meeting, as presented.

c) Approval of Schedule of Bills through September 28, 2017, in the amount of
$1,817,928.22
Motion by LaFore, seconded by Misteravich, to approve the Consent Agenda as
presented.

ITEMS FOR CONSIDERATION
1. Consideration of the Introduction and First Reading of Ordinance No. 156-
20/Rezoning of 37305 31 Mile Road from RM-1 to B-3
Motion by Reindel, seconded by Greene, to introduce and give first reading to
Ordinance No. 156-20 which amends the official zoning map and changes the zoning of
property located at 37305 31 Mile Road from RM-1 (Multiple Family Residential) to B-3
(General Business).

2. Consideration of Improvement to the Desert Storm Memorial
Motion by Greene, seconded by Warn, to approve the recommended improvement to
the Desert Storm Memorial Pavilion as outlined below and authorize the purchase of the
plaque in the amount of $1,575.00 from Laser Mark-It.
Discussion on motion:
Rix – Requested that the original dedication date be added to the plaque.

- Susan Stefanski from SEMCOG will make a presentation to Council at the
roundtable meeting.
- The DPW masonry wall will be completed this fall.
COUNCIL COMMENTS
Misteravich – Attended the MML Conference and represented the City. Very good
conference. Did a lot of networking.
Rix – The City will be picking up a tradition, the Good Old Days Festival Committee, Fire
Department and City Recreation will be taking over the Treats in the Street with a new
Halloween Event. We will be using the Methodist Church parking lot next to the Fire
Hall. Count Richmond will be making a return. The Community and business groups
will be supplying the candy. The event will run from 6-8 pm. City Manager Moore
informed Council that they were working on a flyer promoting the event.
- Reminder of upcoming calendar events:
10/4 – 101 things that happened on the Mackinac Bridge – Sponsored by the
Historical Society at the Community Center at 7 pm
10/7-10/8 – Pumpkin and Vendor Sale at the Richmond High School
10/9 – Library Board meeting at 7 pm
10/10 – Cable Committee meeting at 7 pm
10/12 – Planning Commission meeting at 7 pm
10/13 – Homecoming Parade beginning at 5 pm
10/14 – Living History Cemetery Walk sponsored by the Historical Society
10/16 – City Council meeting at 7 pm
10/18-10/21 – Library Fall Book Sale
10/28 – Snowmobile Safety Class at the Community Center from 9 am - 4 pm, for
ages 12-17.

Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall address
the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion
by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a
motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the
Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public
comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267
of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will
be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without
interruption from the public.
