APPROVED 11/20/2017 REGULAR MEETING MINUTES NOVEMBER 6, 2017 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, NOVEMBER 6, 2017, BY MAYOR RIX. PLEDGE OF ALLEGIANCE Council Members and the audience present stood for the Pledge of Allegiance and the Invocation. ROLL CALL Present: Allen, Greene, LaFore, Misteravich, Reindel, Rix, Warn Absent: None Others: City Manager Moore, City Clerk Stagl Visitors: DPS Director Goetzinger, Police Chief Teske, Kelly Lovati, Karen Palka APPROVAL OF MINUTES Motion by Warn, seconded by Allen, to approve the minutes of the October 16, 2017, regular meeting, as amended: On pg. 4, under Council Comments: change spelling of name from Fescue to Poposcu. All yeas Motion passes Motion by Warn, seconded by Allen, to approve the minutes of the October 23, 2017, quarterly workshop, as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. CCM: 11/06/2017 Page 1 of 5  APPROVED 11/20/2017 ADOPTION OF AGENDA Motion by Warn, seconded by Greene, to adopt the agenda as amended: Add Item # 4 – Consideration of Wage Increase for the Non-Affiliated Employees and changes to the Non-Affiliated Personnel Policies. All yeas Motion passes CONSENT AGENDA a) Receive and File October 12, 2017, Planning Commission Meeting Minutes b) Approval of Schedule of Bills through November 2, 2017, in the amount of $173,774.48. Motion by LaFore, seconded by Misteravich, to approve the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION 1. Consideration of Special Event Request/McClaren Macomb/Ride Richmond The organizers of the event were requesting early approval of the event to allow them time to promote the event. Motion by Allen, seconded by Greene, to approve McLaren Macomb’s Ride Richmond special event request to use a portion of Beebe Street Park on Saturday, July 28th, 2018, from 9:00 am until 1:00 pm. All yeas Motion passes 2. Consideration of Resolution No. 2017-14/Reciprocal Aid Agreement and Response Protocol for Police Agencies within the County of Macomb This agreement is similar to the MABAS agreement utilized by the Fire Department. The agreement provides access to resources from an area larger than the normal mutual aid given by the surrounding area departments. Motion by Reindel, seconded by Warn, to approve Resolution 2017-14: A Resolution CCM: 11/06/2017 Page 2 of 5  APPROVED 11/20/2017 Approving the Reciprocal Aid Agreement and Response Protocol for Police Agencies within the County of Macomb. All yeas Motion passes 3. Consideration of Bid Award/Sewer Televising Contract Motion by LaFore, seconded by Misteravich, to award the 2017 Sewer Televising Contract to Greenscape in the amount of $33,000.00 with the expenses charged to the Sewer Fund: Sewer System; contractual Services. All yeas Motion passes 4. Consideration of Wage Increase for the Non-Affiliated Employees and Changes to the Non-Affiliated Personnel Policies City Manager Moore informed Council that for FY 2017/18, Council approved a 3% increase for the Teamsters, Patrol Officers and Communications Officers as part of their contract negotiations or wage and insurance re-openers. The recommended changes bring the Department Directors in line with the raises receive by Union Employees. Council personnel committee members Mayor Rix, LaFore and Mayor Pro-Tem Misteravich thanked Department Director Committee members for their concerns and the information provided to Council Committee members. Motion by Allen, seconded by Greene, to approve a 3% raise for full time Non-Affiliated employees, part-time police officers, cemetery works and Non-Affiliated part time employees regularly scheduled for more than 24 hours per week; a 2% increase to the Employees” contribution to their Health Care Premiums; and the proposed changes to the Non-Affiliated Personnel Policies. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - MDOT is trying to finish the micro-surfacing project. Temperatures during the day can be no lower than 45° and cannot go below 32° at night. MDOT has been made aware of the poor quality of work. Rix indicated that if the project cannot be completed this fall, MDOT at least needs to put the pavement markings back on. Also informed everyone that this was not a City project – it was an MDOT project. - On November 13th, Council will have its Organizational Meeting, which begins at 8:00 pm. Reminded Council that a picture will be taken of Council at this meeting, for inclusion in the City’s calendar. COUNCIL COMMENTS Allen – Reminder of talent show on November 18th. Reindel – Thanked everyone that was involved with the Halloween Event. Misteravich – Questioned the progress of the Historical Society barn. City Manager Moore informed Council that he would forward the progress report he received from the Historical Society. Mayor Rix did informed Council that there have been numerous events that have delayed the project. Rix – No Tricks Only Treats Halloween Event was very successful – have received many positive comments. Many people and organizations came forward to make this event happen. - Reminder of upcoming calendar events: 11/7 – City Council election, polls are open from 7 am until 8 pm 11/9 – Planning Commission meeting at 7 pm 11/12 – Senior Social at Maniaci’s – seat are still available 11/13 – Library Board meeting at 7 pm 11/13 – Council Organizational Meeting at 8 pm 11/14 – Cable Committee meeting at 7 pm 11/16 – EDC meeting at 7 pm 11/20 – Council meeting at 7 pm 11/23 & 11/24 – Thanksgiving Holiday – City Offices Closed 11/26 – Christmas Decorations put up 11/28 – Last Day of yard waste collection 12/1 – Santa Parade - Hall Walking at the Richmond Middle School, Tuesdays, Wednesday and Thursday - Mitten Tree Collection at the Library for both Children and Adults CLOSED SESSION None scheduled.
