NOVEMBER 20, 2017
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, NOVEMBER 20, 2017, BY MAYOR RIX.
PLEDGE OF ALLEGIANCE
Council Members and the audience present stood for the Pledge of Allegiance and the
Invocation.

APPROVAL OF MINUTES
Motion by Warn, seconded by Allen, to approve the minutes of the November 6, 2017,
regular meeting, as presented.

Motion by Warn, seconded by Reindel, to approve the minutes of the November 13,
2017, Organizational Meeting, as amended:
Pg. 1, under selection of Mayor, should be changed to read: Misteravich, nominated
Tim Rix.

ITEMS FOR CONSIDERATION
1. Consideration of the Introduction and First Reading of Ordinance No. 156-
21/Sign Ordinance Text Amendment
Motion by Reindel, seconded by Warn, to introduce and give first reading to Ordinance
No. 156-21 which amends the official zoning ordinance and amend the definition of
animated copy on signs (Article 25 Definitions) as well as clarify the cycle rate for
changeable copy (Article 13 Signs).
Discussion on motion:
Discussion on the length of time being proposed (10 seconds). Some question on
whether the cycle time should be less to allow for motorists to see announcements as
they drive past.
City Manager Moore asked if Council wanted administration to change the ordinance
prior to the second reading.
Some discussion on whether this ordinance should be sent back to Planning
Commission with Council’s comments on allowing a reduced cycle time.
It was decided that this ordinance will be presented to the Planning Commission at their
December 14th meeting and the second reading will be presented to Council in January
2018.

2. Consideration of Approving Resolution No. 2017-15/Compliance with
PA152
Motion by LaFore, seconded by Misteravich, to approve Resolution No. 2017-15
electing to comply with the provisions of Public Act 152 of 2011 by exercising the City’s
right to exempt itself from the requirements of the act for the next succeeding health
care plan year.

MISCELLANEOUS MATTERS FROM THE CITY MANAGER
- Speaking at Rotary on Tuesday, November 21st.
- The cap stone for the DPW masonry fence will be delivered tomorrow.

- The DPS Director, will be meeting with MDOT to discuss issues with their micro-
surfacing project on Main Street. MDOT was out today doing the striping along
Main Street.
COUNCIL COMMENTS
Reindel – Wished everyone a Happy Thanksgiving.
- Commented on the striping being done on Main Street.
LaFore – Wished everyone a Happy and Safe Holiday.
Misteravich – Reminded everyone of the Santa Parade and Community Tree Lighting
scheduled for December 1st.
Rix – Reminder of upcoming calendar events:
11/22 – TIFA meeting at 7 pm
11/23 & 11/24 – City Hall, Community Center and Library Closed for
Thanksgiving.
11/28 – Last day of yard waste collection
12/1 – Tree lighting and Santa Parade beginning at 6:30 pm
12/1 – Community Choir at 7 pm
12/3 – Community Choir at 2 pm
12/4 – Council meeting at 7 pm
12/8 – Santa visit at the Library from 6-7 pm
12/8 – Library Cookie Sale
12/6-12/18 Mitten Tree at the Library
- Tuesdays, Wednesdays and Thursdays – Hall walking at the Middle School,
sponsored by the City Recreation Department
- Black Friday Bottle Drive fund raiser for the Richmond Trap Team
