APPROVED 12/18/2017 REGULAR MEETING MINUTES DECEMBER 4, 2017 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, DECEMBER 4, 2017, BY MAYOR RIX. PLEDGE OF ALLEGIANCE Council Members and the audience present stood for the Pledge of Allegiance and the Invocation. ROLL CALL Present: Allen, LaFore, Misteravich, Reindel, Rix, Warn Absent: Greene Others: City Manager Moore, City Clerk Stagl Visitors: City Planner Jeschke Motion by Warn, seconded by Allen, to excuse Councilor Greene, due to being out of town. All yeas Motion passes APPROVAL OF MINUTES Motion by Warn, seconded by Allen, to approve the minutes of the November 20, 2017, regular meeting, as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. CCM: 12/04/2017 Page 1 of 3 APPROVED 12/18/2017 ADOPTION OF AGENDA Motion by Warn, seconded by Allen, to adopt the agenda as presented. All yeas Motion passes CONSENT AGENDA a) Receive and File November 22, 2017, Tax Increment Finance Authority Meeting Minutes b) Approval of Schedule of Bills dated November 30, 2017, in the amount of $187,188.55. Motion by LaFore, seconded by Misteravich, to approve the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None scheduled. ITEMS FOR CONSIDERATION 1. Consideration of Establishing a Quarterly Roundtable Meeting Date Motion by Reindel, seconded by Warn, to schedule the special quarterly roundtable meeting of the City Council for Monday, January 15, 2018, at City Hall, beginning at 5:30 p.m. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Received deed from CN Railroad for the railroad property from Main to Division. Will be meeting with the Assessor to get the deed filed at the County. - Thanked the volunteers that decorated the Christmas trees at City Hall. - Thanked everyone that helped with the Santa Parade CCM: 12/04/2017 Page 2 of 3 APPROVED 12/18/2017 COUNCIL COMMENTS Rix – Reminder of upcoming calendar events: Christmas Cookie Sale at the Library on December 8th from 1pm – 7pm Blood Drive at Richmond Township Hall on January 2nd from 2-8 pm, sponsored by Richmond Lenox EMS 12/5 – Recreation Board Meeting at 7pm 12/5 – Cable TV Committee Meeting at 7pm 12/14 – Planning Commission Meeting at 7pm 12/18 – Council Meeting at 7pm CLOSED SESSION None. OTHER BUSINESS None. Consideration of Establishing a Quarterly Roundtable Meeting Date CITY MANAGER’S COMMENTS COUNCIL COMMENTS CLOSED SESSION OTHER BUSINESS ADJOURNMENT Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without interruption from the public.
