APPROVED 01/15/2018 REGULAR MEETING MINUTES January 3, 2018 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, JANUARY 3, 2018, BY MAYOR RIX. ROLL CALL Present: Allen, Greene, LaFore, Misteravich, Reindel, Rix, Warn Absent: None Others: City Manager Moore, Deputy Clerk Focht Visitors: DPW Director Goetzinger, City Planner Jeschke APPROVAL OF MINUTES Motion by Warn, seconded by Allen, to approve the minutes of the December 18, 2017, regular meeting as presented. All yeas Motion carried AUDIENCE PARTICIPATION None ADOPTION OF AGENDA Motion by Warn, seconded by Greene, to adopt the agenda as presented. CONSENT AGENDA a) Receive and File December 14, 2017, Planning Commission Meeting Minutes b) Approval of Schedule of Bills dated December 28, 2017, in the amount of $146,749.16 Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion carried CCM 01/03/18 Page 1 of 3 APPROVED 01/15/2018 ITEMS FOR CONSIDERATION 1. Consideration of the Second Reading and Adoption of Ordinance No. 156- 21/Sign Ordinance Text Amendment Motion by Greene, seconded by Allen, to give second reading and adopt Ordinance 156-21 which amends the official zoning ordinance and amend the definition of animated copy of signs (Article 25 Definitions) as well as clarify the cycle rate for changeable copy (Article 13 Signs). All yeas Motion carried Councilor Greene wanted to thank Administration and Planning Commission for reviewing this item. 2. Consideration of Fire Hall Driveway Improvements Motion by Reindel, seconded by Warn, to authorize solicitation of bids for the Fire Hall Driveway Replacement project as Base Bid “B” to the Park Street Reconstruction Project; with 50% of the funding coming from the Major Street Fund and 50% from the General Fund. All yeas Motion carried Councilor Allen thought this was a very appropriate use of these funds. Councilor Reindel said from a Fire Department perspective, they have tried to make repairs to this area and this is much needed. Mayor Rix asked if the concrete will be reinforced due to the weight of the trucks. DPW Director Goetzinger said it will be 8” thick. Councilor Reindel wanted to know what the time frame would be. DPW Director Goetzinger thought the repairs would be made sometime between April – June. MISCELLANEOUS MATTERS FROM THE CITY MANAGER Wrapping up the work with Civic Plus for the new website which will go live next week. COUNCIL COMMENTS All of Council wished everyone a great 2018. Councilor Allen thanks DPW for all the work they did on Christmas and Christmas Eve plowing. Mayor Rix appreciates all the hard work of DPW and for the work they did cleaning up the downtown. He is looking forward to working with everyone in 2018.
