APPROVED 03/19/2018 REGULAR MEETING MINUTES MARCH 5, 2018 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 6:00 P.M., ON MONDAY, MARCH 5, 2018, BY MAYOR RIX. ROLL CALL Present: Allen, Greene, Misteravich, Reindel, Rix, Warn Absent: LaFore Others: City Manager Moore, City Clerk Stagl Visitors: Fire Chief Tom Garant, Denise Garant Motion by Warn, seconded by Reindel, to excuse Councilor LaFore from tonight’s meeting, due to being out of town. All yeas Motion passes APPROVAL OF MINUTES Motion by Warn, seconded by Allen, to approve the minutes of the February 19, 2018, regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. ADOPTION OF AGENDA Motion by Warn, seconded by Greene, to adopt the agenda as presented. All yeas Motion passes CCM 03/05/18 Page 1 of 4  APPROVED 03/19/2018 CONSENT AGENDA a) Receive and File January 8, 2018, Library Board Meeting Minutes b) Approval of Schedule of Bills dated March 1, 2018, in the amount of $366,534.24 Motion by Misteravich, seconded by Warn, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION 1. Consideration of the Confirmation of the Fire Chief Fire Chief Garant thanked the Fire Department for their vote. Thanked his family, Council and Administration for their support. Motion by Greene, seconded by Allen, to confirm the appointment of Tom Garant as Fire Chief for the City of Richmond in accordance with Section 7.13 of the City of Richmond Charter for a one-year term commencing on March 1, 2018 and expiring on March 1, 2019. Council expressed their appreciation for the job done by Fire Chief Garant. All yeas Motion passes 2. Second Reading and Adoption of Ordinance No. 163/Golf Cart Ordinance Motion by Reindel, seconded by Misteravich, to approve the second reading and adoption of Ordinance No. 163/Golf Carts; an ordinance to allow the use of golf carts on City Streets. Discussion on motion: Greene – Questioned if golf carts were allowed on Macomb County Roads. City Manager Moore informed Council that the Ordinance only allows golf carts on the streets within the City that we have jurisdiction over. - Received a suggestion that the City should have a golf cart crossings CCM 03/05/18 Page 2 of 4  APPROVED 03/19/2018 identified. Rix commented that he has only received positive comments. Some discussion on the negative comments that were posted on Facebook. Motion by Rix, seconded by Warn, to amend the main motion to add an effective date, for the ordinance, of May 1, 2018. All yeas Motion passes Vote on main motion: All yeas Motion passes 3. Consideration of Approving Resolution No. 2018-3/Request to Conduct the Memorial Day Parade/Veterans of Foreign Wars of the United States Post 6802 Motion by Allen, seconded by Greene, to adopt Resolution No. 2018-3, which directs the City Clerk to apply to the Michigan Department of Transportation to close M-19 on Monday, May 28, 2018, from 9:00 a.m. – 11:00 a.m., for the purpose of conducting the annual Memorial Day Parade. All yeas Motion passes Motion by Reindel, seconded by Warn, to authorize the purchase of 3 wreaths to be placed at the Richmond Cemetery, St. Michael’s Cemetery and the Veterans Memorial. All yeas Motion passes 4. Consideration of Recommendation of the Personnel Committee Motion by Allen, seconded by Greene, to approve the recommendations of the City Council Personnel Committee outlined in the Memo dated February 26, 2018.
