All yeas Motion passes AUDIENCE PARTICIPATION Ken Simmons, representing St. Peter’s Lutheran Church, informed Council that St. Peter’s representatives would be going door-to-door throughout the City on July 28th and 29th to determine the needs of the City. Consideration of the Introduction and First Reading of Ordinance No. 156- 23/Amendments to the Land Use Table to make B-1 and B-2 Comparable. Motion by Reindel, seconded by Warn, to introduce and give first reading to Ordinance No. 156-23; which amends the land use table to make the B-1 (Local Business) and B-2 (Downtown Business) zoning district comparable. All yeas Motion passes 2. Consideration of closing Beebe Street for the Community Garage Sale. Motion by Allen, seconded by Warn, to approve the closure of Beebe Street from Park Street to Festival Drive on Saturday, July 28th from 8:00 am to 1:00 pm and the shifting of the westbound lane of Division Road in conjunction with Ride Richmond. Consideration of Richmond Rummage Relic Sale extension of street closure time Motion by Reindel, seconded by Allen, to approve MI Junktique’s Request to close Monroe Street from Main to Parker and the northern third of the municipal parking lot for the Richmond Rummage and Relic Event, on Friday, July 27th at 5:00 pm. Through Saturday, July 28th at 5:00 pm. All yeas Motion passes 4. Consideration of Good Old Days Building Request City Manager Moore informed Council that the proposed building would be built near the spectator entrance gate at the demolition derby pit. The building would be a combination ticket booth and storage building. Motion by LaFore, seconded by Misteravich, to approve the request from the Richmond Area Good Old Days Committee to build a 16’ X 30’ building at the entrance to the demolition derby area. Consideration of Board Appointments Motion by Misteravich, seconded by LaFore, to reappoint Tom Krause, to the Cable TV Committee for a 3-year term with an expiration date of June 30, 2021. All yeas Motion passes Motion by Reindel, seconded by Warn, to reappoint Carolyn Prior, to the Cable TV Committee for a 3-year term with an expiration date of June 30, 2021. All yeas Motion passes Motion by Allen, seconded by Warn, to confirm the Mayor’s reappointment of Danielle Lee, to the Economic Development Corporation for a 6-year term with an expiration date of July 1, 2024. All yeas Motion passes Motion by Allen, seconded by Warn, to reappoint Denise Robson, to the Library Board for a 2-year term with an expiration date of June 30, 2020. All yeas Motion passes Motion by Reindel, seconded by LaFore, to confirm the Mayor’s reappointment of George Frank, to the Planning Commission for a 3-year term with an expiration date of June 30, 2021. All yeas Motion passes Motion by Allen, seconded by Misteravich, to confirm the Mayor’s reappointment of Dennis LaFore to the Tax Increment Finance Authority for a 4-year term with an expiration date of June 30, 2022. All yeas Motion passes Motion by Reindel, seconded by Warn, to confirm the Mayor’s reappointment of Matthew Ball, to the Tax Increment Finance Authority for a 4-year term with an expiration date of June 30, 2022. All yeas Motion passes 6. Consideration of the purchase of a lawn mower for Cemetery Maintenance Motion by Reindel, seconded by Warn, to authorize $6,159.00 for the purchase of an Exmark Radius from Zimmer’s Sales & Service with the expense charged to the appropriate line item: 209-276-977.000; Equipment Acquisition; Cemetery Fund. Consideration of Bid Award/Walking Path and City Hall crack sealing and seal coating Motion by LaFore, seconded by Misteravich, to authorize J&J Sealcoating to proceed with crack sealing and seal coating of the Beebe Park hike/bike path, tyke track, and City Hall parking lot in the amount of $6,670.00 with the expenses charged to the appropriate line items in General Fund; Buildings & Grounds, and Parks & Recreation; Parks. All yeas Motion passes 8. Consideration of City Hall and Community Center Lighting Upgrades Motion by Reindel, seconded by Warn, to authorize the expense of $11,292.00 for the purchase of 2 X 2’ and 2’ X 4’ retrofit kits from Madison Electric with expenses charged to the appropriate line items in General, Sanitary Sewer, Water, TIFA and Parks & Recreation Funds. All yeas Motion passes CITY MANAGER COMMENTS - Having discussions with MDOT to determine when the contractor will be in to fix M19. At this time MDOT believes it will be the week of July 23rd. COUNCIL COMMENTS Misteravich – Went to the Burger King Ribbon cutting. Received positive comments from the owner regarding how easy it is to work with the City Administration. Rix – Reminder of upcoming calendar events: July and August Council meetings begin at 6:00 pm 7/10 – Recreation Board meeting at 7:00 pm 7/4 – City Hall, Library and Recreation Center closed for Fourth of July Holiday. 7/10 – Cable TV Committee meeting at 7:00 pm 7/12 – Planning Commission meeting at 7:00 pm 7/16 – Council meeting 7/16 – Council workshop immediately following regular meeting 7/19 – Summer Concert in the Park 7/27, 8/10 & 8/25 – Pool night swim CCM: 07/02/2018 Page 5 of 6  APPROVED 07/16/2018 CLOSED SESSION None.
