APPROVED 10/15/2018 REGULAR MEETING MINUTES OCTOBER 1, 2018 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, OCTOBER 1, 2018, BY MAYOR RIX. PLEDGE OF ALLEGIANCE Council Members and the audience present stood for the Pledge of Allegiance and the Invocation. ROLL CALL Present: Allen, Greene, LaFore, Misteravich, Reindel, Rix, Warn Absent: None Others: City Manager Moore, City Clerk Stagl Visitors: City Planner Jeschke APPROVAL OF MINUTES Motion by Warn, seconded by Allen, to approve the minutes of the September 17, 2018, regular meeting, as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. ADOPTION OF AGENDA Motion by Warn, seconded by Greene, to adopt the agenda as presented. All yeas Motion passes CCM: 10/01/2018 Page 1 of 4 APPROVED 10/15/2018 CONSENT AGENDA a) Receive and File September 13, 2018, Planning Commission Meeting Minutes b) Approval of Schedule of Bills dated September 27, 2018, in the amount of $3,334,510.19 Motion by LaFore, seconded by Misteravich, to approve the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION 1. Consideration of the Introduction and First Reading of Ordinance No. 156- 24/Rezoning of 67912, 67854, 67846, 67836, 67930 Gleason Street and 36341 Franklin Street from R-3 to PSP. St. Augustine Catholic Parish Motion by Reindel, seconded by Allen, to introduce and give first reading to Ordinance No. 156-24 which amends the official zoning map and changes the zoning of multiple properties along Franklin Street, Gleason Street, and former O.W. Street from R-3 (Single Family Residential) to PSP (Public/Semi-Public). All yeas Motion passes 2. Consideration of Adopting Resolution No. 2018-13/Section 125 Plan Motion by LaFore, seconded by Misteravich, to adopt Resolution No. 2018-13, adopting and IRS Code Section 125 Plan Documents. All yeas Motion passes CCM: 10/01/2018 Page 2 of 4 APPROVED 10/15/2018 3. Consideration of Special Event Request/Tootsie Roll Sale/Richmond Knights of Columbus Motion by Greene, seconded by Allen, to approve the request received from the Richmond Knights of Columbus to conduct their Tootsie Roll Sale, at the intersections of Main/Division and County Line Road/St. Clair Highway (City side) on Friday, October 5th and Saturday, October 6th, 2018, from Dawn to Dusk; that the Knights of Columbus agree not to be in the Main/Division intersection on Friday, October 5th from 2:30 p.m. to 3:30 p.m.; and further that the Knights of Columbus agree to sign a Liability Waiver. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - The CARE Ride4Recovery took place this past weekend – there were about 130 riders on the day of the event. - The park walk-thru will be held tomorrow – the focus of the walk-thru will be on the smaller parks – it will begin at 6:00 pm at the trail head park. - Have begun work on the Fire Department Assistance to Firefighters grant – they are due October 26th. - Vaccines are still available at the EMS Hall on 32 Mile Road. COUNCIL COMMENTS LaFore – Reminder of Richmond Homecoming on October 12th. Misteravich – Reminder that the City Manager evaluation forms are due. Rix – Reminder of upcoming calendar events: 10/2 – Park walk-thru at 6:00 pm 10/8 – Library Board meeting at 7:00 pm 10/11 – Planning Commission meeting at 7:00 pm 10/12 – Richmond High School Homecoming Parade 10/13 – RAHGS Cemetery Walk 10/14 – Fire Department Open House from 8:00 am – 3:00 pm 10/15 – Council Roundtable at 6:00 pm 10/15 – Council meeting at 7:00 pm 10/17 – Library Fall books and more sale CLOSED SESSION None CCM: 10/01/2018 Page 3 of 4 APPROVED 10/15/2018 OTHER BUSINESS None ADJOURNMENT Motion by Misteravich, seconded by Greene, to adjourn the Regular Council Meeting at 7:14 p.m. All yeas Motion passes Respectfully Submitted: Karen Stagl City Clerk CCM: 10/01/2018 Page 4 of 4

Consideration of Special Event Request/Tootsie Roll Sale/Richmond Knights of Columbus CITY MANAGER’S COMMENTS COUNCIL COMMENTS CLOSED SESSION OTHER BUSINESS ADJOURNMENT Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without interruption from the public.
