APPROVED 11/05/2018 REGULAR MEETING MINUTES OCTOBER 15, 2018 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:02 P.M., ON MONDAY, OCTOBER 15, 2018, BY MAYOR RIX. Consideration of the Second Reading and Adoption of Ordinance No. 156- 24/Rezoning of 67912, 67854, 67846, 67836, 67930 Gleason Street and 36341 Franklin Street from R-3 to PSP. St. Augustine Catholic Parish Motion by Reindel, seconded by Warn, to approve the Second Reading and Adoption of Ordinance No. 156-24, which amends the official zoning map and changes the zoning of multiple properties along Franklin Street, Gleason Street and Former O.W. Street from R-3 (Single Family Residential) to PSP (Public/Semi-Public) All yeas Motion passes [Type here] [Type here] [Type here] APPROVED 11/05/2018 2. Consideration of Adopting Resolution No. 2018-14 Approving the SMART FY2019 Municipal Credit and Community Credit Contract Motion by Greene, seconded by Allen, to approve the SMART Municipal Credit and Community Credit Contract for FY2019 and agree to transfer the amounts of $6,458 in Municipal Credits and $12,204 in Community Credits to the Richmond-Lenox EMS in payment for their Community Transit Service. Consideration of the Purchase of a Snow Plow for the Service Truck Motion by LaFore, seconded by Misteravich, to authorize $5,502.00 for the purchase of a Boss Snow plow from Richmond New Holland with expenses charged to General Fund; DPW: Equipment Maintenance. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Cemetery Walk went well - No Tricks only Treats Event on Halloween Night – only three spots available for businesses or organizations. - Fire Department Open House was a success COUNCIL COMMENTS Misteravich – Thanked Councilors for returning the Manager Evaluation forms – the Committee will be compiling the information. Rix – Reminder of upcoming calendar events: 10/17 – Library Book Sale preview night 10/18-10/20 – Library Book Sale 10/24 – TIFA meeting at 7:00 pm 10/31 – Halloween – No Tricks only Treats event from 6-8 pm 11/4 – Daylight Savings time ends 11/5 – Council meeting 11/6 – General Election polls are open from 7am – 8 pm voting at the Community Center CLOSED SESSION None. Consideration of the Purchase of a Snow Plow for the Service Truck CITY MANAGER’S COMMENTS COUNCIL COMMENTS CLOSED SESSION OTHER BUSINESS ADJOURNMENT Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without interruption from the public.
