THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, DECEMBER 17, 2018, BY MAYOR RIX.

ITEMS FOR CONSIDERATION
1. Consideration of Lot Combination Request/St. Augustine Church
Motion by Reindel, seconded by LaFore, to approve the lot combination action
requested by St. Augustine Church. The Action will be to combine the following 7
parcels and vacated OW Street into one parcel:
Parcel number 07-06-01-307-006 – 36341 Franklin St. (bldg. demo’d 2017)
Parcel number 07-06-01-307-002 – 67846 Gleason St. (bldg. demo’d 2017)

2. Consideration of Special Event Activity Request/Richmond Good Old
Winter Days
Motion by Greene, seconded by Allen, to approve the Richmond Area Good Old Days

Festival’s Special Event Request for a Richmond Good Old Winter Days event on
Saturday, February 9, 2019 in Beebe Street and Bailey Parks from 7:00 a.m. to
midnight; and direct the City Clerk to apply to MDOT for the placement of an across the
road banner from January 28, 2019 to Monday, February 11, 2019.

3. Consideration of Special Event Activity Request/Vintage Markets
Council was scheduled to review two special event requests from MI Junktiques: 1)
Junk in the Trunk Vintage Market scheduled for Saturday, April 27th and 2) Richmond
Rummage and Relic sale scheduled for Saturday, July 27th. Both events will be open to
the public from 9:00 am to 5:00 pm.
The Kathy Osebold, the organizer of the events is requesting the closure of Monroe
Street from Main Street to Parker Streel along with the closure of the northern third of
the municipal parking lot adjacent to Monroe Street.
The organizer is proposing two new items this year. First, Kathy will be broadening the
invitation to vendors to include mobile boutiques and food trucks. Second, Kathy would
like assistance from the City of Richmond in requesting the use of the High School
parking lot from Richmond Community Schools and transit buses from RLEMS.
Administration is requesting direction from Council on whether the City will make these
request for the use of School property and RLEMS for both the April and July events.
Kathy Osebold informed Council that the changes being made were due to safety
issues with past events. Kathy explained that she will be pushing for mobile boutiques.
For the April event, this will be especially helpful, since weather can be very
unpredictable. Kathy informed Council that she has reached out to the Schools for use
of the parking lot, but has not received a call back, this was the reason she was
requesting the City’s assistance.
Council discussed the many events that will be occurring in the City on July 27th in
addition to the Rummage and Relic sale: The Community Garage Sale, the Ride
Richmond and the Garden Stroll. Council was of the consensus that it would be
appropriate for Administration to reach out to the school for use of the parking lot and to
RLEMS for use of the Transit bus on the July 27th date.
Council discussed what events were occurring in the City on April 27th in addition to the
Junk in the Trunk event. It was determined that the Little League opening Day would be
on this Saturday, therefore there would be a lot of additional people in the City. The
consensus of Council was that it would be appropriate for Administration to reach out to
the school for use of the parking lot and to RLEMS for use of the Transit bus on the
April 27th date.

City Manager Moore would also discuss with Jeff White, the EMS Director, how the use
of the transit bus could affect the EMS budget.
Motion by Allen, seconded by Greene, to approve MI Junktique’s Special Event
Request to close Monroe Street from Main to Park and the northern third of the
municipal parking lot for the Junk in the Trunk & Vintage Market Event, with the street
closure starting on Friday, April 26th, at 10:00 am and the parking lot closure starting at
5:00 pm; and both closures going through Saturday, April 27th to 5:00 pm, with the east
section of the parking lot to be utilized only if needed.

Motion by Reindel, seconded by Greene, to approve MI Junktique’s Special Event
Request to close Monroe Street from Main to Park and the northern third of the
municipal parking lot for the Richmond Rummage and Relic Event, with the street
closure starting on Friday, July 26th, at 5:00 pm and the parking lot closure starting at
10:00 am; and both closures going through Saturday, July 27th to 5:00 pm, with the east
section of the parking lot to be utilized only if needed.

Motion by LaFore, seconded by Misteravich, to remove parking from the west side of
Parker Street between Monroe and Water Streets and remove parking on the south side
of Monroe Street from Parker Street through 35364 Monroe Street on Saturday, April
27th and Saturday, July 27th from 7:00 am through 5:00 pm.
All yeas Motion passes
4. Consideration of the Second Reading and Adoption of Ordinance No.
164/Prohibition of Marihuana Establishments within the City of Richmond
Motion by Reindel, seconded by Warn, to approve the second reading and adoption of
Ordinance No. 164 which will prohibit recreational marihuana establishments within the
City of Richmond.

5. Consideration of Appointment to the Board of Zoning Appeals
Motion by Reindel, seconded by Warn, to appoint Mike Schade to the Board of Zoning
Appeals to fill an unexpired term with an expiration date of 12/31/2019.

6. Consideration of Establishing a Quarterly Roundtable Meeting Date
Motion by Allen, seconded by Misteravich, to schedule the special quarterly
roundtable meeting of the City Council on Monday, January 21, 2019, at City Hall,
Beginning at 6:00 p.m.
