APPROVED 02/18/2019 REGULAR MEETING MINUTES FEBRUARY 4, 2019 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY FEBRUARY 4, 2019, BY MAYOR RIX. ROLL CALL Present: Allen, Greene, LaFore, Misteravich, Reindel, Rix, Warn Absent: None Others: City Manager Moore, City Clerk Stagl Visitors: City Planner Jeschke, Tom Hebel, Doug Manska APPROVAL OF MINUTES Motion by Warn, seconded by Allen, to approve the minutes of the January 21, 2019, quarterly roundtable as presented. All yeas Motion passes Motion by Warn, seconded by Greene, to approve the minutes of the January 21, 2019, regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION Tom Hebel spoke to Council regarding the properties that the City owns. He wants to see the City try to sell these properties. The City should be doing more to liquidate these properties and get them back onto the tax roll. Also spoke to Council regarding the snow making machine that is not used by the City – this should also be sold. ADOPTION OF AGENDA Motion by Warn, seconded by Allen, to adopt the agenda as presented. Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION 1. Consideration of Special Event Request/5K Event/A Broadway Connection Debut, Inc. City Manager Moore informed Council that a Broadway Connection Debut, Inc. is a non- profit organization that raises funds to help with travel costs for a travel dance team associated with JLP’s Leap of Faith Dance Studio. The proposed 5K would utilize the Trailhead Park and about 1.5 mile of the Macomb Orchard Trail. The trail would remain open for public use. Doug Manska informed Council that the event would have minimal effect on City residents. Motion by Allen, seconded by Warn, to approve the special event application from A Broadway Connection Debut, Inc. for a St. Patrick’s Day 5K Run and allow organizers to utilize the Trailhead Park and Macomb Orchard Trail on March, 16, 2019, from 8:00 a.m. until 11:00 a.m. All yeas Motion passes 2. Consideration of Approving Resolution No. 2019-3/Redevelopment Ready Community City Manager Moore informed Council that Resolution No. 2019-3, expresses the City of Richmond’s intent to proceed in the Redevelopment Ready Community Program. Consideration of Accepting the Resignation of Jennifer Haase from the Library Board Motion by Reindel, seconded by Warn, to accept, with regrets, the resignation of Jennifer Haase from the Library Board All yeas Motion passes Councilors expressed their appreciation for the wonderful job done by Jennifer Haase on the Library Board. MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Reminded Council that they were invited to the Recreation Boards Stakeholder’s meeting on February 5th at 7:00 pm. COUNCIL COMMENTS Reindel – Thanked the staff for organizing the MML training. Rix – Hoped the Administration will continue to schedule MML training – it is very helpful. - Reminder of upcoming calendar events: 2/9 – Good Old Winter Days 2/9 – Wrestling Individual Districts 2/14 – Planning Commission Meeting at 7:00 pm 2/15 – 2/16 – Chamber of Commerce Ice Festival 2/18 – City Council Meeting at 7:00 pm CLOSED SESSION None.
