All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION 1. Consideration of Presentation on Great Lake-to-Lake Trail City Manager Moore informed Council that Andrea LaFontaine and Mark Brochu will have a power point presentation on the Great Lake-to-Lake Trail and will discuss the City of Richmond’s roll in the trail. Andrea LaFontaine, Trail Ambassador, informed Council that the Michigan Trails & Greenways Alliance is a 501c3 nonprofit organization and the statewide voice for non- motorized trail users, helping people build, connect and promote multi-use trails for a healthier and more prosperous Michigan. There are a total of five routes being proposed. The focus of today’s power point presentation was on route 1 which is from South Haven to Port Huron. Discussed the Economic Benefits of a trail in a community: Trails boost spending at local businesses, trails increase the value of nearby properties and trails make CCM: 02/18/2019 Page 2 of 5  APPROVED 03/04/2019 communities more attractive places to live. Discussed how the Macomb Orchard Trail will connect to the Bridge to Bay Trail. Mark Brochu, St. Clair County Recreation Director, informed Council of the funds available, through the Wilson Foundation, and grants, for development of the trail. Rix stated that the City Council was a strong supporter of the trail 2. Consideration of Special Event Request/White Cane Sale/Richmond Lions Club Motion by Reindel, seconded by Allen, to approve the request received from the Richmond Lion’s Club to conduct their White Cane Sale, at the intersections of Main/Division and County Line Road/St. Clair Highway (City side) on Friday, April 26th and Saturday, April 27th 2019, from Dawn to Dusk; further, the Lion’s Club agree not to be in the Main/Division intersection on Friday, April 26th from 2:30 p.m. to 3:30 p.m.; and further that the Lion’s agree to sign a Liability Waiver. All yeas Motion passes 3. Consideration of Bid Award/Aggregate Materials Motion by LaFore, seconded by Misteravich, to award the 2019 Aggregate Materials Supply contract to T.R. Pieprzak at the unit prices of $14.48 per ton for 23A limestone and $6.44 per ton for MDOT Class III sand. All yeas Motion passes 4. Consideration of Bid Award/2018 CDBG ADA Ramp Upgrades Motion by Allen, seconded by Warn, to award the 2018 CDBG Upgrade project to Birmingham Sealcoat in the amount of $16,050.00 with the expenses charged to the appropriate line items within the HUD Fund and Major Street Fund. Consideration of Bid Award/Division Road Overlay Motion by Reindel, seconded by Warn, to authorize the expense of $266,843.00 for the mill & overlay of Division Road from James P Contracting with expenses charged to the Major Street Fund; Capital Improvements. All yeas Motion passes 6. Consideration of Bid Award/Monroe Street Pavement Replacement Motion by Allen, seconded by Warn, to authorize the expense of $156,492.22 for the reconstruction of Monroe Street from James P Contracting with expenses charged to the Local Street Fund; Capital Improvements. All yeas Motion passes 7. Consideration of Library Board Appointment Motion by Greene, seconded by Warn, to appoint Susan Kiel to the Library Board to fill a vacant term with an expiration date of June 30, 2020. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Cold patching will be done this Tuesday (2/19) - Thanked the Good Old Days Festival Committee for organizing the Good Old Winter Days COUNCIL COMMENTS LaFore – Congratulated the winter sports teams for a successful season. Rix – On behalf of the Good Old Days Festival Committee, thanked the Parks and Recreation Department, Historical Society and the DPW Staff for their support in making the Good Old Winter Days successful. - Commended Mark Brochu, St. Clair County Recreation Director, for all of his efforts in making the Columbus Township County Park so well used. - Movie Nights at Imagine Theatres for $8.00 on the first Mondays of the Month with your Lois Wagner Memorial Library Card. - Hall Walking on Tuesdays, Wednesdays and Thursday, through April CCM: 02/18/2019 Page 4 of 5  APPROVED 03/04/2019 - Reminder of upcoming Calendar Events: 2/23 – Richmond Policeman’s Ball at Maniaci’s 2/25 – Library Board Meeting at 7:00 pm 2/27 – TIFA Meeting at 7:00 pm 3/4 – City Council Meeting at 7:00 pm 3/16 – Leaping Leprechauns 5K run 3/22 & 3/23 – Chamber of Commerce Bingo Nights at Maniaci’s CLOSED SESSION None.
