MARCH 4, 2019
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:02 P.M., ON MONDAY, MARCH 4, 2019, BY MAYOR RIX.
ROLL CALL
Present: Allen, LaFore, Misteravich, Reindel, Rix, Warn
Absent: Greene
Others: City Manager Moore, City Clerk Stagl
Visitors: None
Motion by Warn, seconded by Allen, to excuse Councilor Greene from tonight’s
meeting due to being out of town.

APPROVAL OF MINUTES
Motion by Warn, seconded by Allen, to approve the minutes of the February 18, 2019,
regular meeting as presented.

Motion by Warn, seconded by Allen, to adopt the agenda as presented.

CONSENT AGENDA
a) Receive and File February 14, 2019, Planning Commission Meeting Minutes
b) Approval of Schedule of Bills dated February 28, 2019, in the amount of
$540,275.12
Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as
presented.

PUBLIC HEARING

ITEMS FOR CONSIDERATION
1. Consideration of Special Event Request/Buddy Poppy Sale/VFW Post 6802
Motion by Reindel, seconded by Warn, to approve the request received from the VFW
Post 6802 to conduct their annual Buddy Poppy Sale at the intersection of Main/Division
on Thursday, May 9th through Saturday, May 11th, 2019, from 9:00 am until 2:00 pm;
and further, that the VFW Post 6802 agrees to sign a Liability Waiver.

2. Consideration of Establishing Budget Workshop Meeting Dates
Motion by Allen, seconded by Warn, to schedule the following budget workshop
meeting dates to review and modify the City Manager’s proposed FY2019-20 City
Budget, as necessary: April 15th, May 6th and May 20th, beginning at 6:00 p.m.

3. Consideration of Adopting Resolution No. 2019-4/Approval of the request to
conduct the annual Memorial Day Parade
Motion by LaFore, seconded by Misteravich, to adopt Resolution No. 2019-4, which
directs the City Clerk to apply to the Michigan Department of Transportation to close M-
19 on Monday, May 27, 2019, from 9:00 a.m. – 11:00 a.m., for the purpose of
conducting the annual Memorial Day Parade.

Motion by Reindel, seconded by Warn, to authorize the purchase of three 3 wreaths to
be placed at the Richmond Cemetery, St. Michael’s Cemetery and the Veterans
Memorial.

MISCELLANEOUS MATTERS FROM THE CITY MANAGER
- Budgets have been turned in by the Department Directors. Meetings will be held
this week with the Manager, Treasurer and Directors to go over their submitted
budgets.
COUNCIL COMMENTS
Councilors congratulated the Winter Sports Teams for a successful season.
Rix – Reminder of upcoming calendar events:
3/5 – Recreation Board meeting at 7:00 p.m.
3/11 – Library Board meeting at 7:00 p.m.
3/12 – Cable Commission meeting at 7:00 p.m.
3/14 – Planning Commission meeting CANCELLED

3/18 – City Council meeting at 7:00 p.m.

ADJOURNMENT
Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks
shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules).
Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on
the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has
finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion
may establish a time limit for individual public comments on any business item if the Chair determines that time limits are
necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are
no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall
then engage in any final discussion on the matter and act on the business item without interruption from the public.
