APPROVED 09/16/2019 REGULAR MEETING MINUTES SEPTEMBER 3, 2019 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON TUESDAY, SEPTEMBER 3, 2019, BY MAYOR RIX. ROLL CALL Present: Allen, Greene, LaFore, Misteravich, Reindel, Rix, Warn Absent: None Others: City Manager Moore, City Clerk Stagl Visitors: DPS Director Goetzinger, Fire Chief Spens, Rachelle Churchill, Kyle Simmons, Sarah Gillies, Richmond Schools Superintendent Brian Walmsley, Angela Pacitto, Derrell Sloan, Michigan Dressers and Members APPROVAL OF MINUTES Motion by Warn, seconded by Greene, to approve the minutes of the August 19, 2019, regular meeting as presented. All yeas Motion passes AUDIENCE PARTICIPATION Rachelle Churchill, Richmond 5th Grade Teacher and City Resident - Informed Council of the upcoming Bond Proposal that will be on the November 5th Election Ballot. The Bond proposal will address needs in four major categories: Facility Updates, Student Safety Enhancement, Improving the Learning Environment and Improving Athletic Facilities. Several improvements have been made to the schools, but we need to continue to make the schools desirable. We can build a great community if we work together. Kyle Simmons spoke in support of the bond proposal. Encouraged residents to go to the schools website to see all of the improvements that would be made with the passage of the bond proposed. Something in the bond that will affect all students. Sarah Gillies, School Board Member, Resident – Spoke in support of the bond proposal. The bond proposal will address the space needs at the Elementary School and enhance safety at the Middle School, which currently is not a secure facility. The new school year will see a 300% increase in the Pre-school Program. Proud to be part of a board that had made fiscally sound decisions. He shared some interesting facts about Richmond Schools: Richmond Schools were named the No 1 safest school in Macomb County and is listed in the top five for best teachers. Richmond Schools are also in the top 10 in Macomb County for best places to teach and for its athletic programs. The current senior class exceeded the county, state and nation averages on the SATs. ADOPTION OF AGENDA Motion by Warn, seconded by Greene, to adopt the agenda as presented. All yeas Motion passes CONSENT AGENDA a) Receive and File August 8, 2019, Planning Commission Meeting Minutes b) Approval of Schedule of Bills dated August 29, 2019, in the amount of $ 376,555.26 Motion by LaFore, seconded by Misteravich to adopt the Consent Agenda as presented. Consideration of the Purchase of Road Salt for the FY2019/20 Winter Season Motion by Reindel, seconded by Warn, to authorize the expenditure of up to $42,789.60 from Detroit Salt for the purchase of road salt for the FY2019/20 winter season with the expense charged to line item 101-442-784.000, Salt Purchases; DPW: General Fund. All yeas Motion passes 2. Consideration of Fire Hall and WWTP Light LED Retrofits Motion by Greene, seconded by Allen, to authorize the expense of $8,195.00 for the purchase of 2’ X 2’ and 2’ X 4’ retrofit kits from Ray Electric with expenses charged to the appropriate line items in the TIFA, and WWTP Equipment Replacement funds. All yeas Motion passes 3. Consideration of Request to close M19 to Conduct the Annual Homecoming Parade Motion by Allen, seconded by Greene, to approve the request from the Richmond High School to conduct the annual Homecoming Parade and direct the City Clerk to apply to MDOT for permission to close M19 from 5:00 pm to 6:00 pm, on Friday, September 27, 2019, to conduct the annual Homecoming Parade. All yeas Motion passes 4. Consideration of Special Event Request/Wild Lotus Yoga Studio/5K Run/Walk Motion by Allen, seconded by Greene, to approve the special event application from Wild Lotus Yoga Studio for a 5K Run/Walk and allow organizers to utilize the Trailhead Park and Macomb Orchard Trail from 2:30 p.m. until 4:00 p.m. on Saturday October 5, 2019. Consideration of Special Event Request/Richmond Lions Club/Good Fellow Paper Sale Motion by Reindel, seconded by Warn, to approve the request received from the Richmond Lion’s Club to conduct their Good Fellow Paper Sale, at the intersections of Main/Division and County Line Road/St. Clair Highway on Friday, December 6th and Saturday, December 7th, 2019; further, the Lion’s Club agree not to be in the Main/Division intersection on Friday, December 6th, from 2:30 p.m. to 3:30 p.m.; and further that the Lion’s agree to sign a Liability Waiver. All yeas Motion passes 6. Consideration of Special Event Request/Richmond Moose/Richmond Dressers City Manager Moore informed Council that the Richmond Moose Lodge and Michigan Dressers Motorcycle Club would like approval to conduct their 32nd Annual Toy Run for Kids on Grand Trunk between Main and Howard on Sunday, October 6, 2019. The ride will begin and end on Grand Trunk. The Motorcycle Club will also be utilizing the Richmond Moose Lodge for the event. The Dressers are asking permission to close Grand Trunk Avenue from Main to just before Howard Street. They will close the street from 10:30 am to 4:00 pm. The Moose Lodge will serve as a place for riders to congregate after the ride. Motion by LaFore, seconded by Misteravich, to approve the special event request from the Richmond Moose Lodge and Michigan Dressers Motorcycle Club to conduct their 32nd annual Toy Run to Kids; including the closure of Grand Trunk Avenue from 10:30 am to 4:00 pm on Sunday, October 6, 2019. Discussion on motion: Derrell Sloan from the Michigan Dressers informed Council that the Michigan Dressers Motorcycle Club formed in 1974. They will be using the Richmond Moose Lodge as their home base for several years. The Club holds charity runs for children in need. The event is open to the public. CCM: 09/03/2019 Page 4 of 6  APPROVED 09/16/2019 Rix suggested that the Richmond Police Department assist with traffic control for the parade of motorcycles. Council consensus to have the Police Department assist with traffic. Vote on Motion: All yeas Motion passes 7. Consideration of Special Event Request/Richmond Band Boosters/Banner Request Motion by Reindel, seconded by Warn, to approve the special event application from Richmond Band Boosters for an across the road banner from September 19th through October 2nd in conjunction with their annual Pumpkin, Craft and Vendor Sale on October 5th and 6th. All yeas Motion passes Motion by Allen, seconded by Warn, to approve the special event application from Richmond Band Boosters for temporary signage in conjunction with their annual Pumpkin, Craft and Vendor Sale, October 5th and 6th. The signs placed at the City Limit Signs will be allowed beginning Friday, September 20th. 1. The applicant shall work with city staff on proper placement of the signs to minimize any sight visibility issues. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Wished the Good Old Days Festival a successful weekend. COUNCIL COMMENTS LaFore, Misteravich – Thanked the School Board members for attending tonight’s meeting. Rix – The School Superintendent will be having a focus program on Channel 6 later this month. - Requested that the School Bond Proposal be placed on Council 9/16 Council meeting agenda. He stated he was in support of the School Bond Proposal – it was good for the community. - Thanked the City for all of the support the Good Old Days Festival Committee receives.
