THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, SEPTEMBER 16, 2019, BY MAYOR RIX.

Maurice Deprez, Howard Street resident, spoke about the excessive speed of vehicles
on Howard Street – suggested that a stop sign be installed.

PUBLIC HEARING

ITEMS FOR CONSIDERATION
1. Consideration of the Presentation and Approval of the FY2018-19 City Audit
Dave Herrington, Dan Hart and Keith Szymanski, from Plante and Moran presented to
Audit to City Council.
Dave Herrington informed Council that the City again received an unmodified opinion,
which is the best rating. Internal accounting has been strong throughout the year.
Dan Hart spoke on the general fund revenues and expenses. The water and sewer
fund were in a very strong financial position. Commended the City for maintaining a
positive fund balance.

Keith Szymanski informed Council that the City received a very strong management
letter. Items that had been listed in previous management letters have all been
addressed and corrected. A very clean audit.
Motion by Greene, seconded by Warn, to receive and file the City of Richmond June
30, 2019, Financial Report with Supplemental information from Plante & Moran, LLP.

2. Consideration of the Second Reading and Adoption of Ordinance No.
165/Regulations of Food Trucks
City Manager Moore informed Council that after the introduction and first reading, the
City Manager received feedback from three Council members. Their feedback has
been incorporated into the Ordinance which is being presented this evening for the
Second Reading and Adoption.
Motion by Allen, seconded by Greene, to approve the Second Reading and Adoption of
Ordinance No. 165, an Ordinance to permit and regulate mobile food vehicle vendors.
Discussion on motion:
Gary Lokers, 5650 Willow Canyon Drive, Kimball Twp. – In support of food trucks.
Currently operates a food truck. Food trucks are not in competition with the restaurants,
they bring a different type of food into the City. Food trucks bring people from outside of
the City into the City to see what a beautiful community we have.
Sue Eisenhardt, 68373 Lake Angela Pointe, Chamber of Commerce Director – Against
Food Trucks. Food trucks take away business from the brick and mortar businesses
that pay taxes to the City. The addition of food trucks would be beneficial in larger
communities, but not in a City the size of Richmond. Competition is not always good.
Anthony Maniscalco, 35498 Pierce Street – Against Food Trucks. The brick and mortar
businesses are part of our community. We have to support our existing restaurants.
Food trucks have nothing invested in the community.
Maurice Dupree, 68215 Howard Street – Against Food Trucks.
Melissa Majchrzak, 69268 N. Main Street – In support of Food Trucks. Own a brick and
mortar building. Need to bring people into the City from outside community. Food
trucks bring in a different clientele – they will not take away from the City businesses.
Her business cannot be supported by only Richmond residents and food trucks help to
bring in people from outside the City – they will only enhance the community.

Misteravich – In support of food trucks. The ultimate goal was to have a brick and
mortar building, but felt food trucks were a good start-up business – hopefully the food
truck operator would eventually open a business within the City. The current applicant
for a food truck does own a home within the City and pays City taxes. Felt we should
give the ordinance a try – if it doesn’t work out, we can always change the ordinance.
He did prefer that food trucks only be allowed on private properties.
Greene – In support of food trucks. So far, we have only received a food truck request
from one (1) individual – the ordinance would allow three (3). Government needed to
stay out of the free market system.
Rix – Still against food trucks, but sees that there may be a need for food truck in
conjunction with special events. Possibly it was something that could be added to the
Hawker/Vender Ordinance. He would be willing to discuss this further and requested
that it be placed on the next Council Roundtable for further discussion.

3. Consideration of Special Event Request/Christmas Events
City Manager Moore informed the Council that the Santa Parade organizers were
recommending shortening the Santa Parade to run on Main Street from S. Forest north
to Park Street. The City would apply to MDOT for a permit to conduct the parade and
shut down Main Street. The Committee is also recommending that the block of Main
Street between Water and Monroe remain closed to traffic through the tree lighting. The
organizers are also recommending that the Santa Parade and Tree Lighting be moved
to the first Saturday of December.

Motion by Reindel, seconded by Warn, to approve the new Santa Parade Route along
Main Street from S. Forest to Park Streets, on Saturday, December 7, 2019 at 6:00 pm,
with the tree lighting to be held at the Pocket Park on Main Street and authorize the City
Clerk to apply to MDOT for the road closure.

Motion by Greene, seconded by Allen, to approve the Special Event application from
Maniaci’s Banquet Center to use the parking spaces that run parallel to the banquet hall
for the Kris Kringle Market from 2 – 8 pm on Saturday, December 7, 2019.

4. Consideration of Special Event Request/Chamber of Commerce Scarecrow
Decorations
Motion by Allen, seconded by Greene, to approve the request from the Richmond Area
Chamber of Commerce for fall decorating with the placement of scarecrow, straw bales
and cornstalks at Main Street light poles from Park Street to Gratiot Avenue from
Tuesday, October 1, 2019 to November 3, 2019.

5. Consideration of Special Event Request/RAHGS Cemetery Walk
Motion by Reindel, seconded by Warn, to approve the request from RAHGS to conduct
a Cemetery Walk in the City of Richmond Cemetery on Saturday, October, 12, 2019
from 1:00 pm to 3:00 pm and the use of the Chapel for registration; and direct the City
Clerk to apply to MDOT for the placement of an across the road banner from October
2nd, 2019 to Monday, October 13, 2019.

6. Consideration of Banner Request/Michigan Dressers
Motion by LaFore, seconded by Misteravich, to approve the banner request for small
banner promoting the Richmond Moose Lodge and Michigan Dressers Motorcycle
Club’s 32nd Annual Toy Run for Kids to be placed in the grass area near Grand Trunk
and M-19, beginning on September 20, 2019.

7. Consideration of Adopting Resolution No. 2019-18/Richmond Community
Schools Bond Millage Proposal
Motion by Rix, seconded by Reindel, to adopt Resolution No. 2018-18, a Resolution
encouraging participation in the Tuesday, November 5, 2019, Election.

8. Consideration of Adopting Resolution No. 2019-17/State Trunkline
Maintenance Contract
Motion by Allen, seconded by Greene, to adopt Resolution No. 2019-18, which
designates the Public Service Director as the individual authorized to sign the contract
between MDOT and the City of Richmond.

9. Consideration of Roadway Asset Management Plan
Motion by Greene, seconded by Allen, to adopt the City of Richmond Roadway Asset
Management Plan as presented and to authorize the plan to be submitted to MDOT for
approval.

10. Consideration of Chapel Exterior Improvements
Motion by Reindel, seconded by Greene, to authorize the expense of $6,680.00 for
siding and gutter replacement at the Cemetery Chapel from ABG North with expenses
charged to the appropriate line item in the Cemetery Fund.

11. Consideration of West Richmond Subdivision Lighting
Motion by LaFore, seconded by Misteravich, to approve the DTE Contract to install six
(6) streetlights in the West Richmond Subdivision with the installation cost of
$13,915.50 to be paid by Teltow Contracting and authorize the City Manager to sign the
contract.

12. Consideration of Accepting Resignations from the BZA, Personnel Board

Motion by Allen, seconded by Warn, to accept the resignation of Danielle Lee from the
EDC and Gerard Monfette from the Personnel Board and BZA.

13. Consideration of Establishing a Quarterly Roundtable Meeting Date
Motion by Greene, seconded by Allen, to schedule the special quarterly roundtable
meeting of the City Council for Monday, October 7, 2019, at City Hall, beginning at 6:00
pm.

14. Consideration of Adopting the 2020 City Council Meeting Schedule
Motion by Allen, seconded by Warn, to adopt the 2020 City Council, Meeting Schedule
as presented; further, the start time for the meetings in July and August will be 6:00 pm.

MISCELLANEOUS MATTERS FROM THE CITY MANAGER

COUNCIL COMMENTS
Reindel – On September 28th there is a benefit for Denise Garant.
Greene – September 27th is Richmond’s Homecoming
- September 28th, the Thumb Area Football League (TAFL) will all be playing at the
High School
Misteravich – Thanked the Administration for the information that was provided to
Council for the lengthy agenda.
- Thanked all of the individuals who attended tonight’s meeting.
Rix – The Good Old Days Festival has a very successful weekend. The Carnival and
Demo Derby broker previous records on Saturday. Thanked Administration, all
of the volunteers and Jeff White for providing the SMART bus on Saturday.
Thanked the High School for allowing use of their parking lot.

ADJOURNMENT
Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks
shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules).
Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on
the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has
finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion
may establish a time limit for individual public comments on any business item if the Chair determines that time limits are
necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are
no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall
then engage in any final discussion on the matter and act on the business item without interruption from the public.
