NOVEMBER 4, 2019
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, NOVEMBER 4, 2019, BY MAYOR RIX.

APPROVAL OF MINUTES
Motion by Warn, seconded by Allen, to approve the minutes of the October 21, 2019,
regular meeting as presented.

b) Approval of Schedule of Bills dated October 31, 2019, in the amount of

Motion by LaFore, seconded by Misteravich to adopt the Consent Agenda as
presented.

ITEMS FOR CONSIDERATION
1. Consideration of Appointment to the Personnel Board
Motion by Greene, seconded by Allen, to appoint Theresa Olson to the Personnel
Board to fill a vacant term with an expiration date of December 31, 2020.

2. Consideration of Revising the Special Event Request for the Kris Kringle
Market
Motion by Reindel, seconded by Greene, to approve the additional area in the
Municipal Parking lot between the buildings for a Kris Kringle Market from 2 – 8 pm on
Saturday, December 7, 2019.
All yeas Motion passes
3. Consideration of Bid Award/2019 Asphalt Repairs Contract
Motion by LaFore, seconded by Misteravich, to award the 2019 Asphalt Repairs
Contract 2019-SR-1 in the amount of $10,880.00 to Creative Asphalt with the expenses
charged to the appropriate line items in the Major Street, Local Street, Water and
Sanitary Sewer Funds.

4. Consideration of Banner Request/Economic Development Corporation
Motion by Allen, seconded by Warn, to approve the banner request from the City of
Richmond EDC to have an across the road banner in conjunction with the Community
Tree Lighting and Santa Parade to be displayed November 22nd through December 9th,
2019.
All yeas Motion passes
MISCELLANEOUS MATTERS FROM THE CITY MANAGER
- November 11th Council will have their Organization Meeting at 8:00 pm
- At the October TIFA meeting, the Authority approved inviting Council to their
November meeting.
- The No Tricks Only Treats event was very successful. Thanked all of the
departments, organization and businesses that helped with the event.
COUNCIL COMMENTS
Greene – Congratulated the Richmond TAFL JV Cheerleaders who took first and
second place at a Cheer Competition.
Rix – Reminder of upcoming calendar events:
- Library Mitten Tree beginning November 1st through December 16th.
- Hall Walking November 5th through April 2nd from 6-8 pm at the Richmond Middle
School on Tuesdays, Wednesdays and Thursdays.
- Community Tree Lighting/Santa Parade, Saturday, December 7th beginning at
5:30 pm.
- RPOA Spring Fling on Saturday, March 7th, tickets are on sale now.
- 11/5 – Council and school millage election – Polls are open from 7 am – 8 pm
- 11/9 – Spaghetti Dinner Fund Raiser at Maniaci’s from 4 – 8 pm
- 11/11 – Council Organization Meeting at 8 pm
- 11/11 – Library Board Meeting at 7:00 pm
- 11/12 – Cable TV Meeting at 7:00 pm
- 11/14 – Planning Commission Meeting at 7:00 pm
- 11/18 – Council Meeting at 7:00 pm

ADJOURNMENT
Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks
shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules).
Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on
the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has
finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion
may establish a time limit for individual public comments on any business item if the Chair determines that time limits are
necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are
no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall
then engage in any final discussion on the matter and act on the business item without interruption from the public.
