NOVEMBER 18, 2019
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, NOVEMBER 18, 2019, BY MAYOR RIX.
ROLL CALL
Present: Allen, Greene, Misteravich, Reindel, Rix, Warn
Absent: LaFore
Others: City Manager Moore, City Clerk Stagl
Visitors: Erika Jones and Kayla Collins from CARE of Southeastern Michigan
Motion by Warn, seconded by Greene, to excuse Councilor LaFore from tonight’s
meeting, due to being out of town.

APPROVAL OF MINUTES
Motion by Warn, seconded by Allen, to approve the minutes of the November 4, 2019,
Regular Meeting as presented.

ITEMS FOR CONSIDERATION
1. Consideration Special Event Request/CARE of Southeastern Michigan
Motion by Greene, seconded by Allen, to approve the special event request from
CARE of Southeastern Michigan for their Ride4Recovery bicycle ride on Sunday,
August 16, 2019 and approve the use of the municipal parking lot and Trailhead Park
from 4:00 am to 4:00 pm, and the signage outlined in their letter.

2. Consideration of Special Event Request/Richmond Little League Banner
Request
Motion by Allen, seconded by Warn, to approve the special event application from
Richmond Little League to have an across the road banner in conjunction with their
registration event to be displayed January 2nd through January 17th 2020. The yard
signs would also be displayed during this same time frame.

3. Consideration of Approving Resolution No. 2019-19/Compliance with
PA152
Motion by Reindel, seconded by Warn, to approve Resolution 2019-19 electing to
comply with the provisions of Public Act 152 of 2011 by exercising the City’s right to
exempt itself from the requirements of the act for the next succeeding health care plan
year.

MISCELLANEOUS MATTERS FROM THE CITY MANAGER
- Thanked all of the volunteers who helped to unpack the new Christmas
decorations.
- Received the first floor plan for revisions to the Library – these are in the closed
session room for Council’s review.
COUNCIL COMMENTS
Rix - Reminder of upcoming calendar events:
11/21 – EDC at 7:00 pm
11/25 – TIFA and Council Joint Meeting at 7:00 pm
11/28 & 11/29 – City Hall, Library and Community Center Closed

12/5 – Christmas Book Folding Workshop at the Library
12/7 – Santa Parade and Community Tree Lighting. Parade begins at 5:30 pm
Tree Lighting around 6:00 pm
12/13 – Cookie Sale at the Library from 1-7 pm
3/7 – RPOA Spring Fling
The Library is doing a Mitten Tree Collection.
The Recreation Department is sponsoring Hall Walking on Tuesdays Wednesdays and
Thursday from 6-8 pm at the Middle School.

ADJOURNMENT
Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks
shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules).
Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on
the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has
finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion
may establish a time limit for individual public comments on any business item if the Chair determines that time limits are
necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are
no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall
then engage in any final discussion on the matter and act on the business item without interruption from the public.
