CALL TO ORDER OF CITY COUNCIL THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:03 P.M., ON MONDAY, NOVEMBER 25, 2019, BY MAYOR RIX Present: Allen, LaFore, Misteravich, Reindel, Rix Warn Absent: Greene Motion by Misteravich, seconded by Allen, to excuse Councilor Greene, from tonight’s joint meeting, due to being out of town. TIFA Plan City Manager/TIFA Director Moore informed Council and the Authority that the process of updating the TIFA plan began several years ago with assistance from the Macomb County Planning Department. The Community Master Plan has recently been completed and now it is time to focus on c0mpleting the TIFA Plan update prior to the new State reporting requirements. With the work done in the past, the introduction, demographic and financial projection sections of the plan are essentially complete. The only remaining portion of the plan is the project list. The purpose of tonight’s joint meeting is to create a project list for the next five fiscal year, and if possible, at least a reasonably accurate list for the five years after that. Page 2|5 TIFA: 11/25/2019 To help assist Council and the TIFA, the following documents were provided: 1. Printed copy of the County’s presentation from 2014. 2. Results of the Large and Small Group discussion from a meeting in 2011. 3. An updated financial projection showing the TIFA capture for 2019-2038. 4. The City’s Six Year Capital Improvement Plan. Council and TIFA went through the Future Projects list and determined which items should remain and made changes as follows: Website/Promotions – REMAINS ADA Accessibility at parks (also throughout the District) – REMAINS Purchase property – REMAINS Public Parking (south main area) – REMAINS Retail expansion of business mix – REMAINS Façade programs – REMAINS Education and Promotion regarding the TIFA and what it does – TO BE INCORPORATED UNDER THE WEBSITE/PROMOTIONS PROJECT Residential Improvements – funds and programs to enhance residential character - REMAINS Street Lighting (including residential areas) – REMAINS Rear entrance of businesses – ADD TO FAÇADE PROGRAM Comprehensive marketing/branding strategy – ADD TO WEBSITE/PROMOTIONS Improve relationship with road agencies – REMOVE City Hall renovations – CHANGE TO: CITY FACILITIES MAINTENANCE/UPKEEP Technological advancements – REMOVE Green Building/Sustainability techniques – CHANGE TO: GREEN BUILDING/SUSTAINABILITY AND HISTORIC IMPROVEMENTS Parks and Recreation facility investments – REMAINS Northwest Quadrant Park – REMAINS 32 acres of industrial which is currently vacant find a tenant – REMAINS Beebe Park improvements for festival – pavilion, parking, etc. – REMAINS Underutilized property analysis – ADD TO WEBSITE/PROMOTIONS Trailhead Park expansion/enhancements – CHANGE TO: TRAILHEAD PARK EXPANSION/ENHANCEMENTS/IMPROVEMENTS Vacant property maintenance – CHANGE TO: VACANT PROPERTY MAINTENANCE AND MARKETING 4 Corners Improvements (32 and Division) – REMAINS Festivals and Events Improvement and Enhancements – REMAINS Amphitheater – REMAINS Splash Zone – REMAINS Strengthen Stakeholder Relationships - REMAINS Council and TIFA identified projects for the specific Character Districts as follows: Page 3|5 TIFA: 11/25/2019 School/Neighborhood District - Continue with Street Improvement Fund - Sidewalk Improvements within the district - Library renovation/parking improvement in rear of building - Across the road banner poles Trailside District - Add some type of art in the grass circle in the Trailhead Park - Trailhead Park maintenance Industrial District - Marketing of Industrial Property - Marketing Old City Hall - Fencing along industrial property Recreation District - Splash Pad - Extend lighting to Diamond C - 2 Dugouts on field - Another pavilion by Community Center - Restroom at Bailey Park - Play structure to replace Tutkazanium - Play structure for 5-8 year old age range - Stage at Beebe Park (built off rear of restrooms) - Assist Recreation Department with implementation of 5-year plan - Large pavilion where beer tent is located - Ice rink (could be party of the pavilion or a stand-alone rink) - Paving at Bailey Park (on Stone Street) - Assist RAHGS with improvements in their 5-year plan - Parking at Bailey Park - Camping Facilities Main Street District - Façade Programs - Banner Poles - Lights across Main street buildings - Christmas decoration - Other Holiday decoration/banners - Replace street light poles in downtown area Page 4|5 TIFA: 11/25/2019  - Central dumpster location for downtown businesses - Clean up rear of building (dumpster enclosures) - Utility relocation behind businesses - Research private/public parking improvements - Rendering of proposed parking lot behind Kens/Chaps/Mini-Mall to be presented to business owners - Murals on sides of building - Community event sign - Statues in downtown area - Downtown events - Portable stage Director Moore informed Council and the TIFA that we would place the items identified as priorities based on the discussions. Councilors and TIFA members agreed that priority should be given to those items in the downtown areas first – once downtown areas are enhanced projects in other areas can begin. It was the consensus of the TIFA to meet at 6:00 pm on Monday December 16th, to adopt the amended TIFA Plan. MISCELLANEOUS MATTER FROM THE DIRECTOR None. CHAIRMAN AND AUTHORITY MEMBERS None.
