MINUTES
DECEMBER 2, 2019
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, DECEMBER 2, 2019, BY MAYOR RIX.
ROLL CALL
Present: Allen, Greene, LaFore, Reindel, Rix, Warn
Absent: Misteravich
Others: City Manager Moore, City Clerk Stagl
Visitors: Police Chief Teske, Joselyn Manska
Motion by Warn, seconded by Greene, to excuse Councilor Misteravich from tonight’s
meeting, due to being out of town.

APPROVAL OF MINUTES
Motion by Warn, seconded by Greene, to approve the minutes of the November 18,
2019, Regular Meeting as presented.
All yeas Motion passes
AUDIENCE PARTICIPATION
Presentation from Jon Moore, the City’s TIFA Director.
Director Moore informed Council that new legislation requires TIFA’s, DDA’s and
LDFA’s to hold two Public Information Meetings per year. The meetings are for the
purpose of informing the public of the goals and direction of the authority, including
projects to be undertaken in the coming years.
This meeting, is the first of the required meetings. The second meeting will be held in
front of TIFA at their December 16th meeting.
Director Moore explained some of the projects that have been undertaken by TIFA in
past years.

TIFA continues to help maintain downtown building through it’s revitalization program.
TIFA is part of the City’s street improvement fund. TIFA has funded improvements to
public facilities and they are instrumental in promoting community events throughout the
year.

d) Approval of Schedule of Bills dated November 27, 2019, in the amount of
$128,800.66
Motion by LaFore, seconded by Greene, to adopt the Consent Agenda as presented.

PUBLIC HEARING

ITEMS FOR CONSIDERATION
1. Consideration of Special Event Request/A Broadway Connection Debut,
Inc./5K Fun Run and 1 Mile Fun Run
Motion by Greene, seconded by Allen, to approve the special event application from A
Broadway Connection Debut, Inc. for a St. Patrick’s Day 5K Run and allow organizers to
utilize the Trailhead Park and Macomb Orchard Trail from 6:30 a.m. until 11:00 a.m. on
Saturday, March 7, 2020.

2. Consideration of Special Event Request/Good Old Winter Days
Motion by Reindel, seconded by Warn, to approve the Richmond Area Good Old Days
Festival’s Special Event Request for a Richmond Good Old Winter Days event on
Saturday, February 1, 2020 in Beebe Street Park and the Community Center from 8:00
a.m. to midnight; and direct the City Clerk to apply to MDOT for the placement of an
across the road banner from January 17, 2020 to Monday, February 3, 2020.

3. Consideration of Approving the Purchase of Laptops and Supplemental
Equipment for Election Administration
Motion by LaFore, seconded by Allen, to approve the purchase of two HP laptops with
software and accessories, and two HP Officejet printers in the amount of $3,187.00 for
use to administer elections.
All yeas Motion passes
Motion by Allen, seconded by Greene, to amend the FY2019/2020 budget and
increase the Elections, Equipment Acquisition Line Item (101-191-977.000) from $0 to
$3,187.00.

4. Consideration of Establishing a Quarterly Roundtable Meeting Date
Motion by Reindel, seconded by Greene, to schedule the special quarterly roundtable
meeting of the City Council for January 20, 2020, at City Hall, beginning at 6:00 p.m.
All yeas Motion passes
MISCELLANEOUS MATTERS FROM THE CITY MANAGER
None.
COUNCIL COMMENTS
Rix – Reminder of upcoming calendar events:
12/5 – Book folding workshop at the Library
12/7 – Santa Parade and Community Tree Lighting, beginning at 5:30 p.m. This
year the event will be held on a different day and there is a new route.
12/7 – Shop with a Hero

Hall Walking takes place at the Middle School on Tuesday, Wednesdays and Thursday
from 6-8 p.m.
CLOSED SESSION
1. POLC Command
Motion by Allen, seconded by Warn, to convene into closed session in accordance with
Section 8 (c) of the Michigan Open Meetings Act, Public Act 267 of 1976, as amended,
for strategy and negotiation sessions connected with the negotiation of a collective
bargaining agreement, as requested by administration.
A roll call vote was taken:
Six yeas (Greene, LaFore, Reindel, Rix, Warn, Allen)
One absent (Misteravich) Motion passes
Council recessed at 7:26 p.m. to go into closed session.

Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks
shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules).
Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on
the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has
finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion
may establish a time limit for individual public comments on any business item if the Chair determines that time limits are
necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are
no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall
then engage in any final discussion on the matter and act on the business item without interruption from the public.
