APPROVED 01/06/2020 REGULAR MEETING MINUTES DECEMBER 16, 2019 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, DECEMBER 16, 2019, BY MAYOR RIX. All yeas Motion passes AUDIENCE PARTICIPATION Police Chief Teske informed Council that Ray Trudeau and Jason Zuellig recently completed the Police Academy and he would like to have them sworn in as Part-Time Police Officers for the City of Richmond tonight. All yeas Motion passes PUBLIC HEARING 1. TIFA Plan Motion by Allen, seconded by Greene, to open the public hearing on the Proposed 2019 TIFA Plan at 7:08 p.m. All yeas Motion passes City Manager Moore informed Council that to comply with Public Act 450 of 1980, Council must hold a public hearing to receive public comments on the Proposed 2019  APPROVED 01/06/2020 TIFA Plan that will cover 2019-2038. The City Council and City of Richmond TIFA Board have been working in conjunction with City administration and representatives from Macomb County Planning and Economic Development for several years to develop this plan. Through the review of the land uses in the district and the input from the stakeholder meetings, the County developed several “Character Areas” within the TIFA District. The TIFA character areas are generalized geographic areas, which are classified by distinctive characteristics and physical elements. The five TIFA character areas are as follows: Main Street District; Industrial District; Trailside District; Recreation District; and the School and Neighborhood District. These character areas will assist the City in targeting community and economic development initiatives. The County also developed a vision statement for the TIFA to guide the preparation of the TIFA Development Plan. From this vision statement and the input from the City Council and TIFA as the recent joint meeting, a prioritized project listing for each character area was developed. No further written or verbal comments were received. Motion by Reindel, seconded by Warn, to close the public hearing on the Proposed 2019 TIFA Plan at 7:11 p.m. All yeas Motion passes ITEMS FOR CONSIDERATION 1. Consideration of Adopting Resolution No. 2019-20/TIFA Plan Motion by Greene, seconded by Allen, to adopt Resolution No. 2019-20 which adopts the 2019 TIFA Plan for the City of Richmond Tax Increment Finance Authority. All yeas Motion passes 2. Consideration of Adopting Resolution No. 2019-21/MDOT Performance Resolution for Governmental Agencies Motion by Reindel, seconded by Greene, to approve Resolution No. 2019-21, which approves the MDOT Performance Resolution for Governmental Agencies. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER  APPROVED 01/06/2020 - City Offices, the Library and Recreation Center will be closed on Monday, Tuesday and Wednesday of Christmas Week and New Year’s Week. There is a drop box at City Hall for those wishing to make payments or payments can be made on-line. COUNCIL COMMENTS All Council wished everyone a Merry Christmas and Happy New Year. Greene – commented on the Tree Lighting event – it was very memorable. Misteravich – commented on the Tree Lighting event. Saw a lot more people attend the event and it was nice to see the businesses open. - Thanked Administration for all of the work that was done to update the TIFA Plan. Rix – commented on the Tree Lighting event and how nice all of the businesses were lit up. - Reminder of upcoming calendar events: 12/20 – Deb Fejedelem retirement party at the Library from 2-4 pm. 1/6 – Council meeting at 7:00 pm. CLOSED SESSION None. OTHER BUSINESS None.
