APPROVED 01/20/2020 REGULAR MEETING MINUTES JANUARY 6, 2020 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, JANUARY 6, 2020, BY MAYOR RIX. ROLL CALL Present: Allen, Greene, LaFore, Misteravich, Reindel, Rix, Warn Absent: None Others: City Manager Moore, City Clerk Stagl Visitors: City Planner Jeschke, Kathy Osebold APPROVAL OF MINUTES Motion by Warn, seconded by Allen, to approve the minutes of the December 2, 2019, regular meeting, as presented. All yeas Motion passes AUDIENCE PARTICIPATION None. ADOPTION OF AGENDA Motion by Warn, seconded by Greene, to adopt the agenda as presented. All yeas Motion passes CONSENT AGENDA a) Receive and File December 16, 2019, TIFA Meeting Minutes b) Receive and File December 12, 2019, Planning Commission Meeting Minutes c) Approval of Schedule of Bills dated January 2, 2020, in the amount of $166,957.73 Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as CCM: 01/06/2020 Page 1 of 4 APPROVED 01/20/2020 presented. All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION 1. Consideration of Special Event Activity Request/MI Junktiques Collection LLC City Manager Moore informed Council that both of these events are similar to the events held last year and will be one day only. The largest change is the request to close Monroe Street from Main Street to the alleyways behind the building. Reindel suggested that the motion approving the events should be amended to remove the language “including mobile food vendors”. Council still wanted to discuss mobile food vendors further, and this would be done at the January 20th quarterly roundtable. Once Council determines the regulations for mobile food vendors, they can move forward with approval of the food vendors for these events. Rix agreed that Council needed to discuss food vendors at the workshop on January 20th and to come to some type of resolution. Mobile food vendors will be placed first on the quarterly. Misteravich had not wanted to change the original motion. Thought approval of food vendors would be done on a case-by-case basis. This event had been approved in previous years with the food vendors. However, with the issue being on the quarterly, he is ok with the amended motion. Kathy Osebold, the business owners organizing this events, believed food trucks were good for the City. Food trucks are a good start up for businesses. Specialized food trucks have a following and bring people into the City. Food trucks are important to the retail businesses. CCM: 01/06/2020 Page 2 of 4 APPROVED 01/20/2020 Motion by Reindel, seconded by Greene to approve MI Junktique’s Special Event Request to close Monroe Street from Main to the alley driveways and the northern thirds of the municipal parking lot for the Junk in the Trunk & Vintage Market Event, with the street closure starting on Friday, April 24th, at 10 am and the parking lot closure starting at 5 pm; and both closures going through Saturday, April 25th to 5:00 pm, with the east section of the parking lot to be utilized only if needed. All yeas Motion passes Motion by Allen, seconded by LaFore, to approve MI Junktique’s Special Event Request to close Monroe Street from Main to the alley driveways and the northern third of the municipal parking lot for the Richmond Rummage and Relic Event, with the street closure starting on Friday, July 24th, at 5 pm and the parking lot closure starting at 10 am; and both closures going through Saturday, July 25th to 5:00 pm, with the east section of the parking lot to be utilized only if needed. All yeas Motion passes Motion by LaFore, seconded by Greene, to remove parking from the west side of Parker Street between Monroe and Water Streets and remove parking on the south side of Monroe Street from Parker Street through 35364 Monroe Street on Saturday April 25th and Saturday July 25th from 7:00 am through 5:00 pm. All yeas Motion passes 2. Consideration of T-Mobile Lease Extension Motion by Reindel, seconded by Warn, to authorize the Mayor to sign the Lease Extension Proposal from T-Mobile as presented on behalf of the City. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Christmas decoration will be taken down this weekend. COUNCIL COMMENTS Reindel – received many positive comments on the new State Championship signs. Rix – Commented on how nice all of the decorations looked throughout the City. - Reminder of upcoming calendar events: 1/7 – Recreation Board Meeting at 7:00 pm CCM: 01/06/2020 Page 3 of 4 APPROVED 01/20/2020 1/9 – Planning Commission and BZA have been CANCELLED 1/9 – Blood Drive at Richmond Township offices from 2:00 pm – 8:00 pm 1/12 – Christmas Decoration takedown 1/14 – Cable TV Committee Meeting at 7:00 pm 1/20 – Council Quarterly Roundtable at 6:00 pm 1/20 – Council Meeting at 7:00 pm 1/22 – TIFA Meeting at 7:00 pm 2/1 – Good Old Winter Days. Chili Cook-off at 11:00 am – 1:30 pm @ the Community Center 3/7 – RPOA Spring Fling. Tickets available at the Richmond Flower Shop or call 727-1011 2020 City Calendars are available Hall Walking is every Tuesday, Wednesday and Thursday from 6-8 pm at the Middle School. CLOSED SESSION None. OTHER BUSINESS None. Consideration of First Amendment to T-Mobile Lease Agreement CITY MANAGER’S COMMENTS COUNCIL COMMENTS CLOSED SESSION OTHER BUSINESS ADJOURNMENT Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without interruption from the public.
