All yeas Motion passes PUBLIC HEARING 1. FY2020-21 Community Development Block Grant (CDBG) Funds City Manager Moore informed Council that the public hearing was scheduled to receive comments regarding the distribution of our FY2020-21 Community Development Block Grant allocation. The City Public Service allocation for FY2020-21 is estimated to be $4,867.00. New for this year is that all “bricks and motor” projects are considered using a competitive method where all municipalities are applying for projects from a larger pool of money. CCM: 01/20/2020 Page 2 of 6  APPROVED 02/03/2020 Motion by Reindel, seconded by Warn, to open the public hearing for the use of FY2020-2021 CDBG Funds at 7:05 pm. All yeas Motion passes Amanda Dodd from Care House, explained the services of Care House. Care House provides hope and healing to child victims of sexual and physical abuse in Macomb County. Families are never charged for the services they receive at Care House. They were requesting $600.00 to help support their services. Scott Andrews from Interfaith Volunteer Caregivers, provided assistance to older and disabled adults who need a little extra help. Many frail and physically challenged adults struggle daily to maintain their independence. Their helping hands make it possible for them to remain in their homes. The service currently has 2 volunteers in Richmond that could assist older and disabled adults. They are requesting $168.00 to help support their service. Ann from Turning Point, explained the services. They provide programs and resources that enable victims/survivors of domestic violence and sexual assault to regain control of their lives. They are requesting $1500.00 to help support their services. Motion by Reindel, seconded by Warn, to close the public hearing for the use of FY2020-21 CDBG Funds at 7:27 pm All yeas Motion passes ITEMS FOR CONSIDERATION 1. Consideration of FY2020-21 CDBG Fund Allocations Motion by Rix, seconded by Reindel, to allocate $4,867.00 of the FY2020-21 CDBG Funding to the following Public Service Programs: Turning Point in the amount of $1,500.00. Care House in the amount of $600.00 Interfaith Volunteer Care Givers in the amount of $168.00 City of Richmond Parks & Recreation Department Senior Services Coordinator Position in the amount of $2,599.00 All yeas Motion passes CCM: 01/20/2020 Page 3 of 6  APPROVED 02/03/2020 Motion by Allen, seconded by Warn, to apply for $6,764.00 of the FY2020-2021 CDBG competitive funding to furnish one (1) Stanley Magic Touch Automatic Door opener at the Richmond Senior Center located at 36164 Festival Drive. Consideration of MI Junktiques Mobile Food Vendors Motion by Allen, seconded by Misteravich, to allow MI Junktiques to have mobile food vendors in conjunction with their markets on April 25th and July 25th with the following conditions: a. Location: That the food vendors be allowed in the Municipal Parking Lot between Monroe Street and the back of 69267 Main Street. b. Association with an Event: The food trucks are being approved as part of the vintage markets. c. Number of Food Trucks: No more than three mobile food vendors be allowed at either market. d. Proof of Permit: The mobile food vendors shall provide MI Junktiques copies of their operating license from the health department for inspection by the City at any time. e. Hours: The hours of the mobile food vendors will be the same as the markets 8 am to 5 pm both dates. f. Duration: The mobile food vendors will only be allowed the day of the markets. g. Lighting: The mobile food vendors will not be allowed to utilize exterior lighting. h. Sound Amplification: The mobile food vendors will not be allowed to play amplified music or using a public address system (PA) to make announcements. i. Trash: The mobile food vendors will need to bring their own trach receptacles or utilize the trash receptacles provided by MI Junktiques and all trash must be removed at the end of the event. j. Menu: MI Junktiques will strive to find mobile food vendors with unique menus. Consideration of Richmond Girls Fastpitch Association (RGFA) Banner Request Motion by LaFore, seconded by Misteravich, to approve the special event application from RGFA to have an across the road banner in conjunction with their registration event to be displayed February 3, 2020 through February 8, 2020. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - DPW will begin their downtown clean up tonight and tomorrow night - DPW has begun work on the ice rink COUNCIL COMMENTS Rix – RPOA Spring Fling on March 7th – tickets are available at the Richmond Flower Shop or by calling 727-1011 - Hall Walking at the Richmond Middle School on Tuesdays, Wednesdays and Thursdays from 6-8 pm - Good Old Winter Days at Beebe Park on February 1st Reminder of upcoming calendar events: 1/22 – TIFA meeting at 7:00 pm 2/1 – Good Old Winter Days 2/3 – Council meeting at 7:00 pm 2/3 – Nonresident registration for pavilion and gazebo rentals CLOSED SESSION None.
