APPROVED 04/20/2020 REGULAR MEETING MINUTES APRIL 6, 2020 THE MEETING WAS HELD VIRTUALLY. THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, MARCH 16, 2020, BY MAYOR RIX; WHO ALSO GAVE THE INVOCATION. ROLL CALL Present: Allen, Greene, LaFore, Misteravich, Reindel, Rix, Warn Absent: None Others: City Manager Moore Visitors: Police Chief Teske, Earl Baranowski APPROVAL OF MINUTES Motion by Warn, seconded by Greene, to approve the minutes of the March 16, 2020, Regular Meeting, as presented. All yeas Motion passes AUDIENCE PARTICIPATION None ADOPTION OF AGENDA Motion by Warn, seconded by Allen, to adopt the agenda as amended: All yeas Motion passes CCM: 04/06/2020 Page 1 of 4 APPROVED 04/20/2020 CONSENT AGENDA a) Approval of Schedule of Bills dated April 2, 2020, in the amount of $ 60,397.31. Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION 1. Consideration of Bid Award/Automatic Door Openers/City Hall Motion by Allen, seconded by Greene, to award the City Hall Automatic Door Opener Project to Secure Door in the amount of $4,710.00 with expenses charged to the appropriate line item within the HUD Fund. All yeas Motion passes 2. Consideration of Decorative Light Fixtures/City Hall Motion by Reindel, seconded by Warn, to authorize the expense of $5,880 for the purchase of decorative light fixtures from Ray Electric with expenses charged to the appropriate line items in General, Sanitary Sewer, Water, and TIFA funds. All yeas Motion passes Motion by Greene, seconded by Allen, to authorize the expense of $1,753 for the installation of replacement decorative light fixtures by AC/DC Electric with expenses charged to the appropriate line items in General, Sanitary Sewer, Water and TIFA Funds. Consideration of Traffic Control Order (TCO) 1-20 Motion by Allen, seconded by Warn, to approve TCO 1-20 which rescinds TCO 4-96 and adopts Traffic Control Order 1-2020 which established:  NO PARKING ON ANY CURBED Street in the City of Richmond from the months of December 1 thru April 1 during the time period of 3:00 am till 6:00 am., and  Directs administration to install the appropriate signage at the City entrances. Discussion on motion: Council agreed that this was a good idea to change the time frame from April 30th to April 1st, since it was unusual to get snow in April. Also allows college students, who have returned home, the ability to park on the street. Vote on motion: All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Wanted to let residents know that a 30 yard dumpster will be parked on Festival Drive near the Community Center, for the collection of yard waste only. Since Waste Management has delayed the start of yard waste collection, residents are able to take their residential yard waste to this collection site. The dumpster will be at this location for the next two (2) weeks. COUNCIL COMMENTS Misteravich – Thanked Administration for being proactive on getting a dumpster in Beebe Park for the collections of yard waste. - Thanked Administration for its reaction to roping off the park structures and closing the basketball courts. He did question when the courts would be opened up again. City Manager Moore informed Council that he would be following the executive orders. - Reminded residents that there was currently no burning allowed. Greene – Thanked the Mayor for the prayer at the beginning of tonight’s meeting. Allen – Thanked Administration for the COVID-19 updates that are received. Rix – Some churches will be utilizing the City’s Channel 6 for their services. - The City will continue to hold its meeting virtually, so essential City business can continue.
