All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION 1. Consideration of the Introduction and First Reading of Ordinance No. 156- 26/Text amendment to Zoning Ordinance/Regulations for Mobile Food Trucks City Manager Moore informed Council that in order to avoid any confusion, the following amendment is being proposed to the zoning ordinance to clearly indicate to applicants that if they wish to have mobile food vendors as part of their event, they will need to CCM: 04/20/2020 Page 2 of 6  APPROVED 05/04/2020 seek approval from the City Council. The following language will be added to Section 6.706 of the zoning ordinance: Mobile Food Vendors on private or public property will require Richmond City Council approval. This approval is subject to policies and procedures developed by the Richmond City Council. City Manager Moore informed Council that the Mobile Food Truck application would be presented to Council at the second reading of this ordinance and would need to be approved by Council Motion by Allen, seconded by Warn, to introduce and give first reading to Ordinance 156-26 which will amend Section 6.707 (Temporary Structures and Uses) of the Richmond Zoning Ordinance to include provisions for the review of mobile food vendors during special events. Consideration of Appointments to the Board of Zoning Appeals Motion by Reindel, seconded by Warn, to (re)appoint Mike Schade to the Board of Zoning Appeals for a three (3) year term with an expiration date of December 31, 2022. All yeas Motion passes Motion by Allen, seconded by Reindel, to appoint Robert (Kevin) Carperton to the Board of Zoning Appeals to fill a vacant term with an expiration date of December 31, 2022. Consideration of Special Event Request/Starr Craft Brewery Anniversary Celebration City Manager Moore informed Council that Starr Craft Brewery was requesting Council approval to close the portion of Water Street from Forest to the alleyway drive approach at the back of their building along with the portion of the Forest Street Sidewalk and tree lawn area that runs in front of their two building. They would then erect a 30’ X 50’ tent in the closed portion of Water Street to allow people to drink their draft beer outside. The one day event would be on Saturday, July 18, 2020; however, they are requesting the street and sidewalk closure from Friday, July 17th through Monday, morning July 20th, to allow time to set up the fencing and tent. CCM: 04/20/2020 Page 3 of 6  APPROVED 05/04/2020 Motion by Greene, seconded by Allen, to approve the special event request from Starr Craft Brewery for a First Anniversary Celebration on Saturday, July 18, 2020 from 10:00 am to 10:30 pm., including a tent and outdoor music. The approval is contingent upon the following: 1. Permission to close a portion of Water Street from Forest to the alleyway drive and a portion of the Forest Street Sidewalk and tree lawn area in front of their building. From Friday, July 17th through Monday morning July 20th, to allow time to set up the fencing and tent. 2. Permission to have up to two mobile food vendors, provided that local food establishments are given first chance, and that the applicant fills out the Special Event – MFV Application closer to the event. 3. That any social distancing guidelines from the State of Michigan are followed that are in effect on July 18th. Discussion on motion: Greene – would like to make an amendment to the motion. Since the applicant already indicated that they would first be attempting to utilize local food establishments, she would like to change #2 to allow up to 2 mobile food vendors in addition to any local food establishments. Allen, who supported the original motion, was in favor of this change. Some question on whether the local food establishment would also have to complete the MFV Application. It was decided that any local food establishment and mobile food vendors would need to complete the MFV Application. Misteravich questioned if the applicant was proposing any advertising of the event. Darrell Starr informed Council that their Facebook account would advertise this event. They also questioned if they would be able to place signs at different locations in the City. City Manager Moore informed Council that he would work with Darrell Starr on acceptable signage. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - The 31 Mile Road project is going very well. This week the contractor will be working on the new water line. - The City Manager encouraged all residents to follow the news flashes on the City’s website for the most current updated information. COUNCIL COMMENTS Misteravich – Informed everyone that yard waste collection would begin on Tuesday, April 21st. The dumpster in Beebe Park will be removed. Waste Management is not picking up bulk items at this time. CLOSED SESSION None. OTHER BUSINESS None.
