APPROVED 09/08/2020 REGULAR MEETING MINUTES August 17, 2020 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 6:00 P.M., ON MONDAY, AUGUST 17, 2020, BY MAYOR RIX. All yeas Motion carried APPROVAL OF MINUTES Motion by Reindel, seconded by Allen, to approve the minutes of the August 17, 2020, regular meeting as presented. All yeas Motion carried AUDIENCE PARTICIPATION Haley Fortuna whose address is 36260 Madison spoke to Council about the peaceful protest that took place in Richmond. All yeas Motion carried PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Consideration of Second Reading and Adoption of Ordinance No. 166/Fireworks Ordinance Motion by LaFore, seconded by Warn, to give second reading and adopt ordinance 166: the City of Richmond Consumer Fireworks Ordinance that would limit the number of days Consumer Fireworks are allowed. With the added language under section C. (1) (a) (vi) The Friday and Saturday immediately following Labor Day until 11:45 p.m. on each of those days. All yeas Motion carried Mike Trautman spoke in favor of the ordinance but had questions on why this is not handled under the nuisance ordinance. Mayor Rix explained that the nuisance ordinance is hard to enforce. Mayor Rix also stated that if any residents would like to have fireworks outside of the specified dates to celebrate a special event that City Council would be open to hearing those requests. Consideration of Special Event Request/Moose Lodge/Michigan Dressers Motion by Greene, seconded by Allen, to approve the banner request for a small banner promoting the Richmond Moose Lodge and Michigan Dressers Motorcycle Club’s 33rd Annual Toy Run for Kids to be placed in the grass area near Grand Trunk and M-19 beginning on September 18, 2020. All yeas Motion carried Motion by Greene, seconded by Allen, to approve the special event request from the Richmond Moose Lodge and Michigan Dressers Motorcycle Club to conduct their 33rd Annual Toy Run for Kids; including the closure of Grand Trunk Avenue from 10:00 a.m. to 6:00 p.m. on Sunday, October 4, 2020 and the use of Grand Trunk from the Moose Lodge to Shepherds for the reception following. All yeas Motion carried Robert Bartholomew, representative from Michigan Dressers spoke about the event and that the recipient was a local child. 3. Consideration of Purchase of Combination Sewer Cleaner Motion by Reindel, seconded by Allen, to waive purchasing ordinance requirements under section 64-53 (d) and authorize $422,043.42 for the purchase of a Camel Maxxx Combination sewer cleaner truck with Freightliner Chassis and Groeneveld Auto-Lube from North River Truck with the expense charged to the appropriate line items in the Major Street, Local Street, Sanitary Sewer, and Water funds. Roll call vote: Allen, Greene, LaFore, Reindel, Rix, Warn (yeas) Misteravich (absent) All yeas Motion carried Motion by Allen, seconded by Greene, to authorize the City’s existing combination sewer cleaner to be sold to the highest bidder or traded-in, whichever is greater, with revenues posted to the Sanitary Sewer Fund; Equipment Rental; 590-001-676.000 All yeas Motion carried CCM: 08/17/2020 Page 3 of 5  APPROVED 09/08/2020 4. Consideration of Adopting Resolution No. 2020-8/Polling Location Change Motion by LaFore, seconded by Allen, to adopt Resolution No. 2020-8 which will approve changing the polling location for Precinct 2, beginning with the November 2020 Election. All yeas Motion carried Councilor LA Fore commented that this is a good idea and proactive. 5. Consideration of the Designation of MML Voting Delegates Motion by Reindel, seconded by Warn, to designate Jaime Greene, as the City’s Official MML Representative to cast the vote of the City of Richmond at the virtual annual meeting. All yeas Motion carried Motion by Reindel, seconded by Warn, to designate Emily Allen, as the City’s Alternate MML Representative to cast the vote of the City of Richmond at the virtual annual meeting, should the Official Representative not be available. All yeas Motion carried 6. Consideration of Establishing a City Manager Evaluation Committee Motion by Allen, seconded by Greene, to establish the ad hoc City Manager Review Committee for the purposes of coordinating the annual performance evaluation of the City Manager and reviewing the City Manager’s employment agreement and making recommendations to the City Council on changes in the compensation package provided to the City Manager with the committee to expire on December 31, 2020 with the following councilors appointed to serve on the committee. LaFore, Misteravich, and Rix.
