All yeas Motion carried PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Consideration of Bid Award/2020 Beebe Park Concrete Improvements Motion by Reindel, seconded by Greene, to award the 2020 Beebe Park concrete Contract in the amount of $9,772.50 to Arriva Cement with the expenses charged to the appropriate line items in the TIFA Fund (251-900-818.013A) and Parks & Recreation Fund (508-759-818.013). All yeas Motion passes 2. Consideration of Enforcing TrafficCode in Lake Angela Estates City Manager Moore informed Council that the Administration received a request from the Lake Angela Estate Condo Association to enforce the Michigan Motor Vehicle Code within their development. This request will include the streets shared in common with the Golden Pond Association, but not the streets that are completely within the Golden Pond Association. Adoption of the TCO will require the Lake Angela Estates Condo Association to cover the purchase and placement of such signs and markers as are necessary for the enforcement of the City of Richmond Ordinance, in the sole direction of the City of Richmond City Police Department. CCM: 09/21/2020 Page 2 of 6  APPROVED 10/05/2020 Motion by LaFore, seconded by Greene, to approve Traffic Control Order number 2- 2020 authorizing the Richmond Police Department to enforce all traffic related issues under the Uniform Traffic Code, State of Michigan Motor Vehicle Code, City Ordinance #90-26, for one year within Lake Angela Estates Condo Association subdivision and require the association to cover any costs for signage. Discussion on motion: Council questioned why the traffic code wasn’t being enforced throughout the entire subdivision. City Manager Moore informed Council that Lake Angela Estates had two different condo associations. The one that represents Golden Pond did not want to be part of the enforcements. Bob Eisenhardt did confirm this and further stated that once Golden Pond sees how the enforcement work they may come back before Council to be included. Bob Eisenhardt questioned if the police could enforce traffic on the two gravel road that lead to 32 Mile Road. City Manager Moore explained that this was a private area and if Mr. Eisenhardt was having issues with reckless driving he could file a complaint with the Police Department. Vote on motion: Motion passes Motion passes 3. Consideration of Changing November 2nd Council Meeting Date City Manager Moore informed Council that the reason for the request was to allow sufficient time to set up both precinct 1 and 2 for Election Day. Additionally, the precinct 2 location was a new location and would take more time to set-up when taking into consideration requirements for social distancing. Motion by Allen, seconded by Warn, to approve moving the first meeting in November 2020, from Monday, November 2nd to Wednesday, November 4th, 2020. The start time will remain the same at 7:00 pm. Discussion on motion: Councilors questioned if it would be possible to hold the November 4th meeting on the normal date (November 2nd) as a Zoom Meeting if there wasn’t enough time to clean the CCM: 09/21/2020 Page 3 of 6  APPROVED 10/05/2020 room and set-up. City Manager Moore explained that when it was closer to the meeting time, Council can review whether they wanted to hold an in-person meeting or Zoom meeting. Vote on motion: All yeas Motion passes 4. Consideration of Accepting Resignation from the EDC Motion by Reindel, seconded by Warn, to accept the resignation of Tom Hebel from the Economic Development Corporation, with regrets. All yeas Motion passes 5. Consideration of Adopting the 2021 City Council Meeting Dates Motion by Allen, seconded by LaFore, to adopt the 2021 City Council Meeting Schedule as presented. Discussion on motion: Consensus of Council was to have the July and August meetings at the normal 7:00 pm start time. Vote on motion: All yeas Motion passes 6. Consideration of Establishing a Quarterly Roundtable Meeting Date Motion by Allen, seconded by Warn, to schedule the special quarterly roundtable meeting of the City Council for Monday, October 26, 2020, at City Hall beginning at 7:00 pm. All yeas Motion passes 7. Consideration of the Replacement of the Grit Classifier/WWTP Motion by Reindel, seconded by Warn, to authorize the expense of $37,500 for the purchase of a Lakeside Equipment Co. Grit Cyclone-Classifier from DuBois-Cooper with the expenses charged to the appropriate line item in the WWTP Equipment CCM: 09/21/2020 Page 4 of 6  APPROVED 10/05/2020 Replacement Fund. All yeas Motion passes 8. Consideration of Approving the Special Event Request/Richmond Knights of Columbus/Tootsie Roll Sale Motion by LaFore, seconded by Allen, to approve the request received from the Richmond Knights of Columbus to conduct their Tootsie Roll Sale, at the intersections of Main/Division and County Line Road/St. Clair Highway (City side) on Friday, October 9th and Saturday, October 10th, 2020, from Dawn to Dusk; that the Knights of Columbus agree not to be in the Main/Division intersection on Friday, October 9th from 2:30 p.m. to 3:30 p.m.; and further that the Knights of Columbus agree to sign a Liability Waiver. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Thanked all of the drive-in movie participants. COUNCIL COMMENTS Councilors commented on the great drive-in movie event – received many positive comments. It was suggested that this may be something that City want to hold during the summer months. Misteravich – Thanked all Councilors for submitting their Manager Evaluation forms. Rix – Reminder of upcoming calendar events: - Lois Wager Library puzzle sale now through the end of September. - The City will be flushing hydrants from September 27th through October 2nd. - 9/23 – TIFA meeting at 7:00 pm - 9/24 – EDC meeting at 7:00 pm - 10/5 – Council meeting at 7:00 pm - Moose Lodge/Dresser’s fund raiser on 10/4. - 10/8 – Planning Commission at 7:00 pm - 10/9 & 10/10 – Knights of Columbus Tootsie Roll Sale. CLOSED SESSION Motion by Allen, second by Greene, to convene into closed session in accordance with Section 8 (c) of the Michigan Open Meetings Act, Public Act 267 of 1976, as amended, for strategy and negotiation sessions connected with the negotiation of a collective bargaining agreement, as requested by Administration.
