OCTOBER 19, 2020
THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO
ORDER AT 7:00 P.M., ON MONDAY, OCTOBER 19, 2020, BY MAYOR RIX.
COUNCILORS STOOD FOR THE PLEDGE AND INVOCATION.

APPROVAL OF MINUTES
Motion by Warn, seconded by Allen, to approve the minutes of the October 5, 2020,
regular meeting as presented.

Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as
presented.

ITEMS FOR CONSIDERATION
1. Consideration of Presentation and Approval of FY2019-2020 City Audit
Dave Harrington from Plante Moran, informed Council that the City again received an
unmodified opinion. This year’s audit was done remotely.
The City’s revenues again went up and the expenditures were significantly less
compared to last year’s. Last year the City purchased a new fire vehicle which
increased the expenditures.
The City has a solid percentage of fund balance.
The water and sewer funds are in good shape.

Motion by Reindel, seconded by Greene, to receive and file the City of Richmond June
30, 2020 Finance Report with Supplemental Information from Plante Moran
All yeas Motion passes
2. Consideration of Interlocal Agreement with Macomb County
Motion by Greene, seconded by Allen, to approve the Coronavirus Relief Funds (CRF)
(CFDA 21.019) Subrecipient Agreement between Macomb County and the City of
Richmond and authorize the City Manager to sign on behalf of the City of Richmond.
All yeas Motion passes
3. Consideration of Special Event Request/Across the Road Banner/Wrestling
Registration
Motion by LaFore, seconded by Reindel, to approve the across the road banner
request from Richmond Wrestling for a banner to be placed over Main Street from
Tuesday, October 20, 2020 to Monday, November 2, 2020.
All yeas Motion passes
4. Consideration of Special Event Request/Food Truck/Starr Craft Brewery
City Manager Moore informed Council that Starr Craft Brewery was requesting
approved for a Mobile Food Vendor on Sunday, November 1st and Sunday November
22nd from 2:00 pm to 8:00 pm.
Motion by Reindel, seconded by Warn, to approve the Special Event Request for a
Mobile Food Vendor from Starr Craft Crewery to have a Mobile Food Vendor (Scalicie’s
Wood Fired Pizza) on Sunday, November 1st and Sunday November 22nd from 2:00 pm
to 8:00 pm.

MISCELLANEOUS MATTERS FROM THE CITY MANAGER
- Scarecrows were going up. Certain boards will be getting ballots, to judge the
scarecrows, that have an interest in those types of events.
COUNCIL COMMENTS
Rix – Council will reconvene into its’ quarterly roundtable after the adjournment of this
regular meeting.
- Reminder of upcoming Calendar Events:
- The Library Book Sale has been cancelled
- 10/28 – TIFA at 7:00 pm
- 10/29 – Special Planning Commission Mtg. at 7:00 pm
- 10/31 – 4-6 pm No Tricks only Treats Event
- 10/31 – 6-8 pm Trick or Treating. Siren will sound at the start and end.
- 11/1 – Daylight Savings Time Begins
- 11/4 – City Council meeting at 7:00 pm (This meeting was moved from
November 2nd.

at 7:35 p.m.

ADJOURNMENT
Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks
shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules).
Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on
the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has
finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion
may establish a time limit for individual public comments on any business item if the Chair determines that time limits are
necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are
no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall
then engage in any final discussion on the matter and act on the business item without interruption from the public.
