APPROVED 12/21/2020 REGULAR MEETING MINUTES December 7, 2020 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, DECEMBER 7, 2020, BY MAYOR RIX. THIS MEETING WAS HELD VIRTUALLY THROUGH ZOOM. ROLL CALL Present: Allen, Greene, LaFore, Mistervich, Reindel, Rix, Warn Absent: None Others: City Manager Moore Visitors: DPS Director Goetzinger Mayor Rix offered condolences to Councilor Reindel’s family for the passing of his father, former City Councilor Robert Reindel. APPROVAL OF MINUTES Motion by Warn, seconded by Greene, to approve the minutes of the November 16, 2020, regular meeting as presented. All yeas Motion carried AUDIENCE PARTICIPATION None ADOPTION OF AGENDA City Manager Moore is asking that Item #2 be removed from tonight’s agenda. Motion by LaFore, seconded by Allen, to adopt the agenda as amended. All yeas Motion carried CONSENT AGENDA a) Receive and File November 12, 2020, Board of Zoning Appeals Meeting Minutes b) Receive and File November 12, 2020, Planning Commission Meeting Minutes c) Receive and File September 1, 2020, Recreation Board Meeting Minutes d) Receive and File October 6, 2020, Recreation Board Meeting Minutes e) Approval of FY2020-21 Budget Amendment f) Receive and File Schedule of Bills dated December 3, 2020, in the amount of Page 1 of 3 APPROVED 12/21/2020 $246,672.42 Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion carried PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Consideration of Bid Award/DPW Electrical Service Replacement Motion by Greene, seconded by Reindel, to authorize the expense of $31,970.00 for upgrades to the DPW electrical service by Sawyer Services with expenses charged to the appropriate line items in the General, Major, Local, TIFA, Sewer and Water Funds. All yeas Motion carried MISCELLANEOUS MATTERS FROM THE CITY MANAGER Thanked Active Tree, DPW and the Recreation Director for all the help putting up and decorating the Christmas tree. COUNCIL COMMENTS Councilor Reindel thanked everyone for their kind words with the passing of his father. Councilor Misteravich thanked Mayor Rix for moving forward with the tree lighting ceremony. Mayor Rix thanked Sue and Bob Kiel for donating the Christmas tree, DPW for decorating, and Jason for taping the event. It will air on the City’s You Tube channel. Mayor Rix also gave a reminder that there is a Letter’s to Santa mail box at Maniaci’s, and they will find their way to Santa. Upcoming events: 12/10 – Virtual BZA meeting 7:00 p.m. Planning Commission, EDC and TIFA have cancelled their meetings 12/12 – Santa touring the City of Richmond 11:00 a.m. 12/12 – Richmond Middle School will be having a bus at TSC to be filled with food donations 10:00 a.m. – 3:00 p.m. 12/21 – City Council meeting 7:00 p.m. OTHER BUSINESS None Page 2 of 3 APPROVED 12/21/2020 ADJOURNMENT Motion by Greene, seconded by Allen, to adjourn the Regular Council Meeting at 7:14 p.m. All yeas Motion carried Respectfully submitted: Rebecca L.
