APPROVED 01/04/2021 REGULAR MEETING MINUTES December 21, 2020 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, DECEMBER 21, 2020, BY MAYOR RIX. THIS MEETING WAS HELD VIRTUALLY THROUGH ZOOM. ROLL CALL Present: Allen, Greene, LaFore, Misteravich, Reindel, Rix, Warn Absent: None Others: City Manager Moore Visitors: DPS Director Goetzinger, City Treasurer Hatfield, City Assessor Cargo, State Representative Jeff Yaroch APPROVAL OF MINUTES Motion by Warn, seconded by Greene, to approve the minutes of the December 7, 2020, regular meeting as presented. All yeas Motion carried AUDIENCE PARTICIPATION State Representative Jeff Yaroch stated that he appreciated all the City has done to adjust to this years’ challenges. Next years’ budget could be challenging, due to the Covid 19 pandemic expenses. The State Legislature has extended the moratorium on water shut-offs through March 31st 2021. All yeas Motion carried PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Consideration of Well #14 Fence Bid Award The FY20/21 budget includes funding for the installation of fencing around the isolation area of Well No. 14. The original project scope included removing existing fencing around the well house and installing new, 6’ tall, black, vinyl coated, chain link fence around the entire property. Discussions with EGLE showed that Well No. 14 has a reduced isolation area and fencing beyond the isolation area is not required. Motion by Reindel, seconded by Warn, to authorize the expense of $20,091 for the installation of fencing at Well No. 14 by Statewide Fence and Supply with expenses charged to the appropriate line item in the Water Fund. All yeas Motion passes 2. Consideration of MERS Contract Addendum MERS recently has required municipalities with defined benefit plans to clarify what type of employees are eligible for the plan and how many hours need to be worked in a month to qualify for service credit. Service credit is used to determine an employee’s final average CCM: 12/21/2020 Page 2 of 4  APPROVED 01/04/2021 compensation upon retirement. Many municipalities define this differently and MERS is trying to make sure they understand the definition of a full-time employee for each municipality. MERS is asking each municipality to complete the addendum and submit it to them by the end of the year. Motion by Allen, seconded by Warn, to approve the MERS Defined Benefit Plan Adoption Agreement Addendum for the City of Richmond and authorize the City Manager to sign on behalf of the City of Richmond. All yeas Motion passes 3. Consideration of Interlocal Agreement/Macomb Counties Designated Assessor The intent of the “Designated Assessor” is to have an accredited assessor ready to be assigned to the community in case a community is found to be in non-compliance by the State Tax Commission or if something happens to the community’s Assessor and they are no longer available to do the work. The Designated Assessor would work for the community until they come into compliance or the community finds a new assessor. Motion by LaFore, seconded by Misteravich, to approve the Interlocal Agreement to approve the Designated Assessor for Macomb County for the period January 1, 2021 through December 31, 2025 and authorize the City Manager to sign on behalf of the City. All yeas Motion passes 4. Consideration of Madison Street Sewer Repairs In 2017 a City-wide sanitary sewer televising contract identified a partially collapsed sanitary sewer in Main Street at the intersection of Madison Street. That damaged pipe was recently found to be fully collapsed. Due to the location and the depth of the pipe, the work cannot be completed by DPW staff. The City requested quotes from (3) qualified contractors to complete the work. Motion by Reindel, seconded by Warn, to authorize the expense of $6,500.00 for Sanitary Sewer repairs in Main Street at Madison Street with expenses charged to the appropriate line item in the Sanitary Sewer fund. 5. Consideration of the Adoption of Resolution No. 2020-11/Masters Machines IFT The City Council approved an IFT for Masters Machine for a period of 12 years in August 2019. The State Tax Commission, upon reviewing the IFT application, sent it back with a few items that they would like to see corrected and resubmitted. Resolution 2020-11 is the same approval from 2019, but in the format required by the State Tax Commission. Motion by Greene, seconded by Allen, to approve Resolution No. 2020-11; a Resolution CCM: 12/21/2020 Page 3 of 4  APPROVED 01/04/2021 approving the IFT request from Holan Holdings, LLC (doing business as Masters Machine). All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Richmond TV Holiday programs are now on YouTube. Commended the Cable Coordinator for these programs. - Thanked the Fire Department, Recreation Department and Library Director for assisting with getting Santa throughout the City this past weekend. COUNCIL COMMENTS Councilors wished everyone a Merry Christmas and Happy New Year! Greene – Thanked the Fire Department for transporting Santa throughout the City. Misteravich – Thanked State Representative Yaroch for updating the City on issues going on in the State Legislature. Rix – Update on Calendar events: 12/24 & 12/25 – City Hall, the Library and Recreation Department are closed. 12/31 & 1/1 – City Hall, the Library and Recreation Department are closed. 1/4 – Council meeting at 7:00 pm Encouraged everyone to shop and eat locally. 2020 was a tough year, but Council still accomplished many things. Looking forward to a better 2021. OTHER BUSINESS None.
