APPROVED 01/18/2021 REGULAR MEETING MINUTES JANUARY 4, 2021 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, JANUARY 4, 2021, BY MAYOR RIX. THIS MEETING WAS HELD VIRTUALLY THROUGH ZOOM. ROLL CALL Present: Allen, Greene, LaFore, Misteravich, Reindel, Rix, Warn Absent: None Others: City Manager Moore Visitors: DPS Director Goetzinger APPROVAL OF MINUTES Motion by Warn, seconded by Greene, to approve the minutes of the December 21, 2020, regular meeting as presented. All yeas Motion carried AUDIENCE PARTICIPATION None. ADOPTION OF AGENDA Motion by Warn, seconded by Greene, to adopt the agenda as presented. All yeas Motion carried CONSENT AGENDA a) Receive and File December 13, 2020, Board of Zoning Appeals Meeting Minutes b) Receive and File November 24, 2020, TIFA Meeting Minutes c) Approval of Schedule of Bills dated December 29, 2020, in the amount of $ 103,541.03 Motion by LaFore, seconded by Misteravich, to adopt the Consent Agenda as presented. All yeas Motion carried PUBLIC HEARING None CCM: 01/04/2021 Page 1 of 4  APPROVED 01/18/2021 ITEMS FOR CONSIDERATION 1. Consideration of Granting MDOT a Permanent Easement/32 & Main The City has been working with MDOT to complete the planning and design phase of the traffic signal improvements at 32 Mile Road and Main Street. The traffic signal will be upgraded to a “Mast Arm” design. Due to the upgrade, MDOT needs an easement from the City of Richmond for area on the south east corner to place a Mast Arm, pedestrian push button and control box. Motion by Reindel, seconded by Warn, to approve the MDOT easement Documents provided in the packet for the easement associated with the M-19 and 32 Mile Road Traffic Signal Improvement Project and authorize the City Manager to sign the documents on behalf of the City of Richmond, including the amount of $13,280 for the easement. Discussion on motion; Rix questioned if the location of the new traffic signal will interfere with the future location of the trail. City Manager Moore stated that this was discussed with MDOT and they have indicated that they will work with the City on the future location of the trail. Vote on motion: All yeas Motion passes 2. Consideration of the Adoption of Resolution No. 2021-1/Addition of West Richmond Subdivision Streets to the City Street System City Manager Moore informed Council that the approved site plan for the Richmond West subdivision identified all proposed streets become public right-of-way and the responsibility of the City to maintain. The State of Michigan requires a formal resolution by Council approving the addition of a street to the City’s street system. Addition of the subdivision to the City’s street system will increase the amount of Act 51 Funding the City receives from MDOT. The final asphalt wearing course has not yet been placed on the streets within the subdivision. This delay is intended to make the developer responsible for initial repairs to the roadway as a result of construction traffic. The City has a separate agreement with the developer regarding placement of the final asphalt wearing course in the future. CCM: 01/04/2021 Page 2 of 4  APPROVED 01/18/2021 Motion by Allen, seconded by Reindel, to adopt Resolution No. 2021-0 to approve the addition of the streets within the Richmond West Subdivision to the City’s Municipal Street System. Discussion on motion: Rix stated that language needed to be added to the agreement with the contractor regarding the wearing course. In reading the agreement, he did not feel it made it clear that the City had the final say as to when the wearing course would be installed. Administration agreed to make this clear to the contractor. Vote on motion: All yeas Motion passes 3. Consideration of Scheduling a Quarterly Roundtable Workshop Motion by LaFore, seconded by Misteravich, to schedule the special quarterly roundtable meeting of the City council on January 18, 2021, at City Hall beginning at 6:00 pm. Discussion on motion: Council discussed the possibility of an extension to the MDHHS Order that prohibits non- residential gatherings past the current January 15th deadline. Council agreed that if this order was extended, they would hold the workshop on January 25th at 6:00 pm. Vote on motion: All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - The Christmas Decorations will be taken down the week of January 11th. - Sewer Repairs on Main and Madison will begin on January 5th.
