THIS MEETING WAS HELD VIRTUALLY THROUGH ZOOM. All yeas Motion passes PUBLIC HEARING None ITEMS FOR CONSIDERATION 1. Consideration of the Approval of Resolution No. 2021-2/Adoption of City of Richmond Recreation Master Plan City Manager Moore informed Council that the Recreation Board, City Council and City Administration have been working on a revision to the Recreation Master Plan for several years. In accordance with DNR Guidelines the proposed Recreation Master Plan was available for public review for 30 days, from December 1st 2020 through January 5th 2021. The Recreation Board, at their January meeting, adopted their Resolution No. 2021-1, adopting the 2021-2026 City of Richmond Recreation Master Plan and forwarded the plan to City Council for final adoption. Motion by Allen, seconded by Greene, to adopt Resolution No. 2021-2: A Resolution Adopting the 2021-2026 City of Richmond Recreation Master Plan. All yeas Motion passes 2. Consideration of the Purchase of a Brush Chipper Motion by LaFore, seconded by Allen, to authorize $28,727.04 for the purchase of a Bandit 12XPC from Bandit Industries with the expense charged to the appropriate line item in the DPW Equipment Fund (404-442.977.000). Consideration of the Purchase of a Dump Box/Chipper Cap Motion by Reindel, seconded by Warn, to authorize the purchase of a Henderson dump body in the amount of $13,148, from Knapheide Truck Equipment and a Titan Leaf Cap in the amount of 7,300 from Bell Equipment with the expenses charged to the appropriate line items in the DPW Equipment Replacement Fund and TIFA Fund. All yeas Motion passes 4. Consideration of the Extension of the Grounds Maintenance Contract Motion by Allen, seconded by Greene, to extend the 2018 Grounds Maintenance Contract to Tommy’s Lawn Service for calendar year 2021 and 2022 (is approved by the Administration) with the expenses charged to the appropriate line items of the General Fund, Major Street Fund, Local Street Fund, TIFA Fund, Sanitary Sewer Fund and Water Fund in the FY2021 and FY21/22 budgets with the estimated amount of $12,624.00. All yeas Motion passes 5. Consideration of the Approval of Resolution No. 2021-3/Ridge Street Overlay Project Signature Resolution Motion by Reindel, seconded by Misteravich, to adopt Resolution No. 2021-3, which designates the City Manager and the City Clerk as individuals authorized to sign the contract between MDOT and the City of Richmond. All yeas Motion passes 6. Consideration of Rescheduling the Quarterly Roundtable Meeting Date Motion by LaFore, seconded by Greene, to reschedule the special quarterly roundtable meeting of the City Council on February 1, 2021, at City Hall beginning at 6:00 pm, or as a back-up date, on February 15th, 2021, at City Hall beginning at 6:00 pm. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Thanked the DPW for the assistance with the Christmas Decoration and the decorating of the City Tree - The ice rink has been installed this week. COUNCIL COMMENTS Rix – Reminder of upcoming calendar events: 1/27 – TIFA Meeting at 7:00 pm via Zoom 2/1 – Council Quarterly Roundtable at 6:00 pm (if allowed, due to Covid restrictions) 2/1 – Council meeting at 7:00 pm CCM: 01/18/2021 Page 3 of 4 APPROVED 02/01/2021 Chili Cook-off CANCELLED 1/21 – EDC meeting at 7:00 pm via Zoom - City Calendars are available at City Hall OTHER BUSINESS None.
