All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION 1. Consideration of Request to Keep Chickens/35005 Ridge Council was being asked to consider a petition from Joel and Sara Dobbelaer to keep 3-4 egg- laying chickens on their property located at 35005 Ridge Street. CCM: 03/15/2021 Page 2 of 5  APPROVED 04/05/2021 Motion by Reindel, seconded by Allen, to approve the petition from Joel and Sara Dobbelaer to keep 3-4 chicken hens on their property located at 35005 Ridge Street, subject to the following conditions: 1. The chickens allowed will be female Chicken Hens. No roosters shall be allowed. 2. The applicant is granted a one (1) year trial period, at the end of which the applicant will need to come back before Council for approval to keep the chickens. 3. The applicant shall be limited to an approximately 4’ by 10’ coop similar in style to what is pictured in the background photos. All yeas Motion passes 2. Consideration of Donation/Gift Agreement for Memorial Honoring Ron Rybar Council was being asked to consider a Donation/Gift Agreement submitted by the family of Ron Rybar to sponsor the Chili Cook Off for the next five years. The agreement was submitted in accordance with the City’s Memorial Policy. Motion by Allen, seconded by Warn, to approve the donation/gift agreement for a memorial in honor of Ronald J. Rybar with a five-year agreement to fund the Chili Cook Off. All yeas Motion passes 3. Consideration of Special Event Application – Mobile Food Vendor/Starr Craft Brewery Council was being asked to consider a Special Event Request for a Mobile Food Vendor from Starr Craft Brewery to have a Mobile Food Vendor (Scalicie’s Wood Fired Pizza) on March 28th, April 11th, May 7th, June 26th, June 27th, August 20th and August 21st. Council did approve this food vendor for three Sunday’s in October and November. This year the request is for five times. Motion by Reindel, seconded by Allen, to approve the Special Event Request for a Mobile Food Vendor from Starr Craft Brewery to have a Mobile Food Vendor (Scalicie’s Wood Fired Pizza) on March 28th, April 11th, May 7th, June 26th and 27th and August 20th and 21st from 2:00 pm to 8:00 pm. Discussion on motion: Rix stated that he has issues with mobile food vendors – especially on the Friday and Saturdays when the local restaurants are open. He feels mobile food trucks take away from the brick and mortar businesses in the City. Darrell Starr did present Council with a letter outlining his reasons for the request – He feels they are a brick and mortar business whose common business practice is the use of food truck to increase their revenue. If their request is denied they feel they would be at a disadvantage. Consideration of Special Event Application/RPOA Pig Roast Council was being asked to consider a Special Event Request from the Richmond Police Officers Association (RPOA) to host a Pig Roast and Golf Car Rodeo in Beebe Park on Sunday, August 1, 2021. The RPOA is a non-profit association of Police and Communication Officers of the Richmond Police Department that provide events such as Shop with a Hero and food and clothing to children and families in need in the Richmond Area. Due to COVID, the RPOA was not able to hold their main fundraiser, the Valentine’s Dance. They are still in the process of finalizing the details of the event, but would like approval from Council so that are able to begin advertising the event. Motion by Allen, seconded by Warn, to approve the Special Event Request from the RPOA for a Pig Roast and Golf Cart Rodeo in Beebe Park on Sunday August 1, 2021 from 1:00 pm to 4:00 pm with the approval of the beer and wine permit and the use of the areas of Beebe Park shown in the map. Discussion on motion: Officer Julia Franz informed Council that this was a great opportunity for the Community to meet all of the officers that serve the Community. Dan Maclean informed Council that the golf car rodeo would be open to all registered golf carts. Officer Bill Kacanowski stated that this was a Community outreach event and would help the RPOA raise the money they need to help those in need in our community. Vote on motion: All yeas Motion passes 5. Consideration of Special Event Request/Richmond Knights of Columbus/Tootsie Roll Sale Motion by LaFore, seconded by Warn, to approve the request received from the Richmond Knights of Columbus to conduct their Tootsie Roll Sale, at the intersections of Main/Division and County Line Road/St. Clair Highway (City side) on Friday, March 26th and Saturday, March 27th, 2021 from Dawn to Dusk; that the Knights of Columbus agree not to be in the Main/Division intersection on Friday, March 26th from 2:30 p.m. to 3:30 p.m.; and further that the Knights of Columbus agree to sign a Liability Waiver. The City Manager and Treasurer are going through the budgets and making any changes. Council will be scheduling the budget workshops at their next meeting. - We are slowly transitioning all Boards to holding their meetings in public. COUNCIL COMMENTS Misteravich – Good to see all of the audience members present for tonight’s meeting. Rix – Reminder of upcoming calendar events: 3/17 – St. Patrick’s Day 3/18 – EDC meeting at 7:00 pm 3/24 – TIFA meeting at 7:00 pm 3/27 – Easter Egg Event at 10:30 am – Easter Bunny drive-thru 4/1 – Overnight parking on City streets begins 4/2 – Good Friday/City Offices, Library and Recreation Department Closed 4/5 – Council meeting at 7:00 pm 4/5-4/9 – Richmond Schools on Spring Break CLOSED SESSION None.
