All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION 1. Consideration of Request to Keep One Pot-Bellied Pig/35415 Pound Road City Manager Moore informed Council that Administration received a petition from Krissy Jessop and Chris Wald to keep one pot-bellied pig as a pet on their property located at 35415 Pound Road. The applicant is proposing to have the pig enclosure toward the rear of the property. The pig enclosure is approximately 108 feet from their eastern neighbor, 192 feet from their western neighbor and 329 feet from the northern neighbor. The applicants currently live at 35594 Quince Drive, but will be moving to 35415 Pound Road. The property on Quince is 0.23 acres in size and the property on Pound Road is 1.61 acres in size. Letters were mailed to the surrounding properties informing them of the request. Chapter 14 of the Code of Ordinances relates to the keeping of animals. Section 14-57 states: “No person shall keep any horse, cattle, swine, sheep, pony, goat, rabbit, poultry or other animal and fowl, except dogs and cats, within the city, except by permission of the city council.” The applicants have had the pot-bellied pig at their current address since 2017 and have provided three letters of support from their neighbors on Quince. Krissy Jessop, informed Council that they have had the pot-bellied pig since 2017, when she was 10 weeks old. The pig is mostly indoors, but she does live to go outside and they have designed a custom home for her. She is probably less trouble than a dog. They have a vet that comes to their house to treat her. She has been spayed and received her shots. Rix stated that he recently spoke with a vet regarding pot-bellied and was informed that peg pot- bellied pigs are actually quite popular and do not present any problems – they are quite good pets. LaFore – it appears from the background material supplied by the petitioner that it will be an attractive enclosure for the pig. Misteravich – Will be voting in support of the request. The current neighbors have indicated that there were no issues with the pig. Motion by Reindel, seconded by Misteravich, to approve the petition from Krissy Jessop and Chris Wald to keep one potbellied pig on the property, subject to the following conditions: 1. The applicant shall be limited to an approximately 6’ by 6’ structure with a 21’ by 25’ CCM: 04/05/2021 Page 2 of 5  APPROVED 04/19/2021 pen enclosure similar in style to what is pictured in the background photos. 2. This approval shall be subject to a one (1) year review if any complaints are received from neighbors regarding the pig. Discussion on motion: William Stanley, 35525 Pound Road – Was not in favor of having a pot-bellied pig living next door to him. The enclosure will be 20 feet from his lot line. Sydney Ham, 35410 Pound Road – Was not in favor of having a pot-bellied pig living next door to him. Callum, 70267 Applewood – Current neighbor. In favor of the request. There has never been an issue with smell or noise is the time that he lived next door to Krissy Jessop. Jean Ellery, Memphis Ridge – Have watched pig when they have been out of town. Pig is extremely clean – not the same as a farm pig. There are no smells associated with keeping a pot-bellied pig. Susan Jack, 35410 Pound Road – Questioned what happens with the waste from the pot-bellied pig. Krissy Jessop explained that it is picked up like you would for dog waste and placed in the trash. Some discussion on why the enclosure was so close to William Stanley’s property line. Krissy Jessop explained that this area of their property was the most flat, there was also a tree in this area which will provide some shade. Krissy Jessop stated that she would be willing to put up a privacy fence to shield the neighboring property from the pig enclosure. Vote on motion: All yeas Motion passes 2. Consideration of Request to put up Senior Banners Motion by Greene, seconded by Warn, to approve the request to utilize the poles and banner arms from Park Street to Heritage Drive to place banners recognizing the students of the class of 2021 from mid-April through June 30th and to authorize DPW to install the banners, with the following conditions: 1. That the Project Graduation Committee will furnish the banners and all necessary zip ties. 2. There are no guarantees of exact placements of students on a particular pole or location. Consideration of Board Appointments Motion by Reindel, seconded by Warn, to reappoint Robb Garber to the Board of Zoning Appeals for a 3-year term with an expiration date of December 31, 2023. All yeas Motion passes Motion by LaFore, seconded by Greene, to reappoint Gina Caperton to the Recreation Board for a 2-year term with an expiration date of March 31, 2023. All yeas Motion passes Motion by Greene, seconded by Warn, to reappoint Susan Kiel to the Recreation Board for a 2- year term with an expiration date of March 31, 2023. All yeas Motion passes 4. Consideration of Appointing a Council Liaison to the Recreation Board Motion by Greene, seconded by Reindel, to appoint Mayor Tim Rix as City Council Ex-Officio Member on the Recreation Board with an expiration date of March 31, 2022. All yeas Motion passes 5. Consideration of Bid Award/Grit Classifier/WWTP Motion by LaFore, seconded by Misteravich, to authorize the expense of $36,300.00 to Process Piping for the installation of new Grit Classifier equipment with expenses charged to the appropriate line item in the WWTP Equipment Replacement Fund. All yeas Motion passes 6. Consideration of Scheduling Budget Workshops Motion by Reindel, seconded by Warn, to schedule the following budget workshop meeting dates to review and modify the City Manager’s proposed FY2021-22 City Budget, as necessary: April 26th, May 3rd and May 17th, all beginning at 5:30 p.m. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER Congratulated the Recreation Department for their successful Easter Event.
