All yeas Motion passes PUBLIC HEARING 1. Proposed FY2021-22 City Budget Motion by Greene, seconded by Allen, to open the public hearing on the Proposed FY2021- 2022 Budget at 7:04 pm. All yeas Motion passes City Manager Moore informed Council that the public hearing was to receive public comments on the proposed budget. The total City budget is 11.6 million, including 4.6 million General Fund Budget. The City does not currently levy any mills for debt. The City will also be levying a 1% administration fee on all tax collections and a flat fee of $219.32 annually per collection unit for refuse and yard waste collection and curbside recycling. The Adopting Resolution will also assign $400,000 of the General Fund – Fund Balance toward dispatch technology upgrades in FY2022-2023. No verbal or written comments were received. Motion by Greene, seconded by Warn, to close the public hearing on the Proposed FY2021- 2022 Budget at 7:06 pm. All yeas Motion passes ITEMS FOR CONSIDERATION 1. Consideration of Approving Resolution No. 2021-10/Adoption of FY2021-22 City Budget Motion by Greene, seconded by Warn, to adopt Resolution No. 2021-10, which adopt the City of Richmond FY 2021-2022 Budget, appropriates the necessary sums for each fund of the city, adopt the 2021-2027 Capital Outlay Program, assigns a portion of the Fund Balance, directs the levy of taxes and fees for municipal purposes, and direct the preparation of the tax roll and collection of taxes. Consideration of Approving TIFA Tax Base Sharing Agreement Motion by Reindel, seconded by Schultz, to approve the Captured Assessed Value Sharing Agreement between the City of Richmond TIFA and the City of Richmond for Fiscal Year 2021/22 and authorize the Mayor to sign the agreement. Consideration of Approving the FY2021-22 City Fee Schedule Motion by Allen, seconded by Warn, to approve the City of Richmond FY2021-2022 Fee Schedule as presented by the City Manager. All yeas Motion passes 4. Consideration of Approving Resolution No. 2021-11/Approving the SMART FY2022 Municipal and Community Credit Contracts EMS Director White informed Council that the Community Transit Service was now back to offering its full services. During the pandemic, the Community Transit Service was only available to commute people for essential services. Reminded everyone that because some of the funds they received were Federal dollars, all persons riding on the community transit service were required to wear a mask, regardless of whether they have the vaccine or not. Motion by Reindel, seconded by Schultz, to adopt Resolution No. 2021-11 which approves the SMART Municipal Credit and Community Credit Contract for FY2022 and agree to transfer the amounts of $5,662 in Municipal Credits and $12,963 in Community Credit to the Richmond- Lenox EMS in payment for their Community Transit Service. Consideration of Mobile Food Truck Request/Lois Wagner Memorial Library Motion by Greene, seconded by Allen, to approve the Special Event Request for a Mobile Food Vendor from the Lois Wagner memorial Library to have the Kona Ice Truck on Wednesday, August 11, 2021 from 1:00 pm to 2:00 pm for the Summer Reading Program Party. Consideration of Approving Resolution No. 2021-12/Authorizing Signature for MDOT Contract Motion by Allen, seconded by Reindel, to adopt Resolution No. 2021-12; a resolution designating the City Manager as the individual authorized to sign the MDOT Contract 21-5154 between MDOT and the City of Richmond for the signal modernization at Division Road and Main Street (M-19) All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Regulator Time Company is currently refurbishing the town clock. They will be in town the entire week. - The City was able to hire enough lifeguards to offer a modified scheduled for swim lessons. COUNCIL COMMENTS Allen – Thanked the Cable Coordinator for live-streaming the awards presentation at the Richmond Schools. This is very much appreciated by the parents who were not able to attend. Greene, Misteravich – Commented on the very nice Memorial Day Parade. Schultz – Commented on some dead trees on the east side of Main Street between Division and Water Street. Rix – Updates on Calendar Events: 6/16 – Summer Reading Program kick-off at 1:00 pm. 6/17, 7/22 and 8/12 – Children’s Entertainment Series at the Park at 11:00 am 6/21 – 6/24 - Youth Volleyball Camp for ages 9-11 8/2 – 8/5 – Youth Volleyball Camp for ages12-14 6/26 & 6/27 – The Historical Society Heritage Festival 6/10 – Planning Commission Meeting at 7:00 pm 6/10 – Last Day of School 6/11 – 6/13 – Blue Devil Tournament at Beebe Park 6/14 – Library Board Meeting at 7:00 pm 6/14 – Flag Day 6/20 – Father’s Day 6/21 – Council Meeting CCM: 06/07/2021 Page 4 of 5  APPROVED 06/21/2021 CLOSED SESSION 1. POAM – Patrol Contract Negotiations Motion by Greene, seconded by Allen, to convene into closed session in accordance with Section 8(c) of the Michigan Open Meeting Act, Public Act 267 of 1976, as amended, for strategy and negotiation sessions connected with the negotiation of a collective bargaining agreement, as requested by administration. OTHER BUSINESS Motion by Greene, seconded by Schultz, to reconvene into open session at 7:59 pm. Mayor Rix called for Special Meeting on Thursday, June 10th at 6:00 pm for the purpose of discussion the purchase of property.
