APPROVED 08/16/2021 SPECIAL QUARTERLY ROUNDTABLE MINUTES AUGUST 2, 2021 THE SPECIAL QUARTERLY ROUNDTABLE OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 5:30 P.M., ON MONDAY, AUGUST 2, 2021, BY MAYOR RIX. ROLL CALL Present: Allen, Greene, Misteravich, Reindel, Rix, Schultz, Warn Absent: None Others: City Manager Moore, City Clerk Stagl Visitors: Police Chief Teske, City Assessor Cargo, City Planner Jeschke, DPS Director Goetzinger, Lori Misch, Jim Ahee from Macomb County Planning and Economic Development Department AUDIENCE PARTICIPATION None ADOPTION OF AGENDA Motion by Warn, seconded by Schultz, to adopt the Agenda as presented. All yeas Motion passes ITEMS FOR CONSIDERATION 1. Discussion of Items of General Concern GOALS AND OBJECTIVES Issue #1 – Promoting Industrial and Commercial Growth. City Manager Moore informed Council that the City has received an application from the Huvaere Dealership for a Commercial Rehabilitation Exemption. Jim Ahee from Macomb County Planning and Economic Development was present to brief Council on how the project worked. A Commercial Rehabilitation Exemption is similar to a TIF where the taxable value of a Quarterly: 08/02/2021 Page 1 of 4  APPROVED 08/16/2021 property is frozen for the duration of the exemption. The City would still receive the current taxable value, but the additional assessed taxable value after the improvements are made would be exempted for a term of 1-10 years. This is a way for local governments to assist businesses when making improvements to their business – it makes the City business friendly. Administration is recommending that the Commercial Rehabilitation Exemption for the Huvaere Dealership be approved for a term of five (5) years. The business could reapply for an exemption at the end of the initial term for another five (5) years. The consensus of Council was that they would approve the application for a term of five (5) years. POUND ROAD City Manager Moore spoke about the complaints that the City has received regarding truck traffic, from Theuts, on Pound Road. The Pound Road residents are not happy with the amount of truck traffic that goes down their street. The City has put up signs prohibiting truck traffic on Pound, so the truck are now utilizing, Madison, Karen, Pierce and Beebe. The City has met with township officials informing them that the City may have to take measures to stop truck traffic on Pound. Lori Misch, spoke about the amount of truck traffic that goes down her street – Pierce. One of the solutions Council discussed was turning Pound Road into a cul-de-sac. Another solution was to shut down Pound Road to township traffic. Some Councilors were not in favor of completely stopping all township traffic – they wanted to just stop the truck traffic. After further discussion, the consensus of Council was that closing the road was the only option that protected the City and its’ infrastructure. Council requested that Administration reach out to the owners of Theut’s to let them know the City plans to shut the road down and they are being given a 2-week notice. The City will also need to notify the township so that they can notify their residents. Council recessed at 6:55 pm Council reconvened at 8:23 pm. GOALS AND OBJECTIVES Issue #2 – Traffic Congestion and accessibility on Main Street Council requested that Administration look into whether passing on M19 within the City Quarterly: 08/02/2021 Page 2 of 4  APPROVED 08/16/2021 is allowed. Council discussed the problems of people performing u-turns on Main Street and running red lights. Requested that Administration look into the problems and come back to Council with solutions. The Gleason and Main intersection is a bad area. Council requested the removal of one parking space in front of Gierk Shoes to help visibility in this area. LIST OF CITY COUNCIL PRIORITIES FOR THE CITY MANAGER Administrative The City Manager presented Council with a list of the City of Richmond Code of Ordinances. The list is color coded to show whether a violation of that ordinance is a civil infraction or a misdemeanor. The City Manager and Police Chief have reviewed the list and highlighted those ordinances that administration believes should be switched to civil infractions. Council was in agreement with the changes as presented by Administration. Sale of City Owned Properties This has been accomplished. Developments of Underutilized Properties Council was in agreements that the City will hold off on this item until items with the AUD are finalized. Administrative Assistant This is working out very well. AMERICAN RESCUE PLAN City Manager Moore informed Council that the City will be receiving an estimated $612,206 in federal funds from the Coronavirus Local Fiscal Recovery Fund. The City Auditors are recommending that the City hold off on using the funds. Changes are still being made as to where/how the funds can be spent. The City will receive one-half of the funds this year and the remainder next year. All funds have to be spend by 2024. Quarterly: 08/02/2021 Page 3 of 4  APPROVED 08/16/2021 2021 VOLUNTEER OF THE YEAR AWARD City Manager Moore informed Council that it was time to start thinking about who should receive the 2021 award. Administration suggested a volunteer, but some Council members suggested holding off until September. CITY MANAGER COMMENTS City Manager Moore questioned if Council wanted him to send a letter to Ball Equipment regarding their food trucks during the Good Old Days Festival. Council agreed that this should be done. COUNCIL COMMENTS None.
