APPROVED 08/02/2021 REGULAR MEETING MINUTES JULY 19, 2021 THE REGULAR MEETING OF THE RICHMOND CITY COUNCIL WAS CALLED TO ORDER AT 7:00 P.M., ON MONDAY, JULY 19, 2021, BY MAYOR RIX. ROLL CALL Present: Allen, Greene, Misteravich, Reindel, Rix, Schultz, Warn Absent: None Others: City Manager Moore, City Clerk Stagl Visitors: DPS Director Goetzinger, City Assessor Cargo APPROVAL OF MINUTES Motion by Warn, seconded by Greene, to approve the minutes of the July 6, 2021, regular meeting, as presented. All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION 1. Consideration of Adopting Resolution No. 2021-14/Poverty Guidelines and Application Motion by Allen, seconded by Greene, to adopt Resolution No. 2021-14/Poverty Exemption Guidelines and Asset Test. All yeas Motion passes 2. Consideration of Bid Award/Overband Crack Filling Motion by Reindel, seconded by Warn, to award the 2021 Overband Crack Filling Contract 2021-SR-3 in the amount of $16,185.00 to Wolverine Crack Sealing with the expenses charged to the appropriate line item in the Major Street and Local Street Funds. All yeas Motion passes 3. Approval of the Purchase of WWTP Replacement Geotube Containers Motion by Greene, seconded by Allen, to purchase two 75’ diameter X 72’ long Geotube Containers, from Water Solve LLC, for the WWTP sludge operations in the estimated amount of $8,590.00 with the expense charged to line item 590-527-818.000, Contractual Services; Sewer Treatment Plant: Sanitary Sewer Fund. Establishment of City Manager Evaluation Committee Motion by Reindel, seconded by Warn, to establish the ad hoc City Manager Review Committee for the purposes of coordinating the annual performance evaluation of the City Manager and reviewing the City Manager’s employment agreement and making recommendations to the City Council on changes in the compensation package provided to the City Manager, with the committee to expire on December 31, 2021 with the following councilors appointed to serve on the committee: Mayor Tim Rix, Mayor Pro-Tem Mike Misteravich, Councilor Jaime Greene. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - Community Garage Sale is this weekend. COUNCIL COMMENTS Allen – Congratulated Starr Craft Brewery on their second anniversary. Greene – Thanked the Recreation Department for organizing the Movie in the Park. - The EDC is starting to plan the Christmas events. Rix – Reminder of Upcoming Events: 7/22 – Children’s Entertainment Series in the Park 7/24 – Community Garage Sale in Beebe Park from 8:30 am – 1:30 pm Second Session of Community Leadership Camp will be held in August – contact the Recreation Department for exact dates. 7/24 – Historical Society Village Garden Tour 7/28 – TIFA meeting at 7:00 pm 8/1 – RPOA Pig Roast in Beebe Park. The golf cart raffle will be held at this time. 8/2 – Summer Youth Volleyball Camp at Beebe Park 10 am – 12 pm 8/2 – Council Quarterly Roundtable at 5:30 pm 8/2 – City Council Meeting at 7:00 pm 8/21 – Movie in the Park CLOSED SESSION None. Establishment of City Manager Evaluation Committee MISCELLANEOUS MATTERS FROM THE CITY MANAGER COUNCIL COMMENTS CLOSED SESSION OTHER BUSINESS ADJOURNMENT Those members of the City Council wishing to speak shall first be recognized by the Chair to speak, and each person who speaks shall address the chair. Other persons in attendance at the meeting shall not speak unless recognized by the Chair (Roberts’ Rules). Prior to the discussion by the City Council on each item to be considered, the Chair shall first ask for a motion from the Council on the item to be discussed. Once a motion is made and seconded, the City Council may discuss the matter at hand. Once Council has finished its discussion on the matter, the Chair shall open discussion on the matter to the public. The Chair, at his sole discretion may establish a time limit for individual public comments on any business item if the Chair determines that time limits are necessary to provide for the orderly conduct of the meeting (PA267 of 1976, as amended). When the Chair determines that there are no other public comments on the business item, discussion on the item will be closed to the public and only the City Council shall then engage in any final discussion on the matter and act on the business item without interruption from the public.
