All yeas Motion passes PUBLIC HEARING None. ITEMS FOR CONSIDERATION 1. Consideration of Approving Resolution No. 2021-13/Recognition of the 2021 State Champion Richmond Blue Devils Softball Team City Manager Moore informed Council that the Blue Devils Softball Team won its second MHSAA state crown on June 19, 2021. This is their first title in Division 3, having won the Division 2 title in 2016. This is the sixth State Finals Championship Game that Richmond softball has reached under Coach Howard Stuart, who posted his 1,072nd win with this year’s State Final victory. Motion by Reindel, seconded by Schultz, to adopt Resolution 2021-13, a resolution recognizing the 2021 State Champion Richmond Blue Devils Softball Team. Discussion on motion: Mayor Rix read the resolution aloud and presented it to Coach Stuart. Vote on motion: All yeas Motion passes 2. Consideration of Special Event Request/Historic Cemetery Walk/Richmond Area Historical and Genealogical Society Motion by Allen, seconded by Greene, to approve the request from RAHGS to conduct a Cemetery Walk in the City of Richmond Cemetery on Saturday, September 25, 2021 from 11:00 am to 4:00 pm and the use of the Chapel for registration; and direct the City Clerk to apply to MDOT for the placement of an across the road banner from Monday, September 13, 2021 through Sunday, September 26, 2021. Consideration of Special Event Request/Neighborhood Block Party/Circle Lane City Manager Moore informed Council that the block party is intended as a thank you to all of the neighbors that helped Al and Mary Alice before they were moved into an assisted living residence and to those that continued to mow the lawn and plow the snow at the Busch home even after they moved away. Motion by Greene, seconded by Allen, to approve the request from the family of Al and Mary Alice Busch to conduct their neighborhood block party on Circle Lane on Saturday, August 14, 2021 (with an inclement weather date of Sunday, August 15th) from 12:00 pm to 4:00 pm and to allow the closure of Circle Lane from 69874 Circle Lane to the west entrance from Ridge Street. All yeas Motion passes 4. Consideration of the purchase of a Police Interceptor Motion by Reindel, seconded by Warn, to authorize the purchase of a 2022 Ford Police Interceptor SUV in the amount not to exceed $39,000.00 with necessary added options from Signature Ford under the Macomb County State Bid with expense charged to the appropriate line-item police department equipment acquisition. All yeas Motion passes 5. Consideration of upgrades to current in-car camera system City Manager Moore informed Council that the FY2021/22 police budget included $5,300 for the purchase of a mobile in-car video camera. The total cost is now $8,090.00. The cost overage for this upgrade can be covered by the balance left in the Drug Forfeiture Account in the amount of $2,635.59. Along with this amount and the budgeted approved amount of $5,300.00 will leave a small balance due of $154.41 that can be covered as well from the equipment acquisition line item. Motion by Schultz, seconded by Misteravich, to waive purchase ordinance requirements under section 64-53 (d) and authorize the purchase of the police patrol units in-car video/audio system software and hardware upgrades in the amount of $8,090 with the expense charged to the appropriate line-items police department equipment acquisition and drug forfeiture accounts. Consideration of Board Appointments Motion by Allen, seconded by Schultz, to reappoint Janice Dolan to the Cable TV Committee for a three (3) year term with an expiration date of June 30, 2024. All yeas Motion passes Motion by Greene, seconded by Allen, to confirm the Mayor’s reappointment of Dave Villeme to the Economic Development Corporation for a six (6) year term with an expiration date of July 1, 2027. All yeas Motion passes Motion by Reindel, seconded by Warn, to reappoint Gail O’Neill to the Library Board for a two (2) year term with an expiration date of June 30, 2023. All yeas Motion passes 7. Consideration of Approval of PAOAM-Patrol/Wage and Insurance Reopener Motion by Greene, seconded by Warn, to approve the Tentative Agreement signed on June 18, 2021 approving the wage and insurance re-opener for the POAM-Patrol contract for FY2021- 2022. All yeas Motion passes MISCELLANEOUS MATTERS FROM THE CITY MANAGER - The City Manager will be on vacation starting Friday (7/9) – he will be back in the office on Wednesday, July 14th. COUNCIL COMMENTS Community events: July 17th – Movie under the Stars – 8pm at Beebe Street Park July 22 – Summer Entertainment Series at 11:00 am at the Pavilion July 26th-July 29 – Leadership Camp for 6-13 year olds July 24th – Community Garage Sale at 8:30 am – 1:00 pm July 24 – Historical Society Village Garden Tour August 1st – POAM Pig Roast at Beebe Park.
